The Hubble Space Telescope (HST) is an orbiting astronomical observatory operating in the spectrum from the near-infrared into the ultraviolet. Launched in 1990 and scheduled to operate through 2010, HST carries and has carried a wide variety of instruments producing imaging, spectrographic, astrometric, and photometric data through both pointed and parallel observing programs. Over 100,000 observations of more than 20,000 targets have been produced for retrieval. A macroscopic, cumulative representation of these observations is shown in the figure below to provide a sense of the enormous volume of astronomical data collected by the HST about our universe, our beginnings, and, …

Looking at expertise from the vantage point of many knowledge domains allows the observations and resulting definitions to be useful across a broad range of subject areas. A stable set of definitions that work on a higher, more comprehensive level than the current literature offers is needed for an integrated description of expertise. A cohesive cross-domain definition and explanation of expertise can be used to optimise group interactions. Since group performance incorporates additional components of expertise that are not present in individual performance situations, these additional components must be examined in order to see a full picture of the successful …

The purpose of this research is to develop a multiple-objective mixed-integer linear programming model that determines the feasibility of a new deployment paradigm, which offers greater flexibility to home station and deployed location civil engineers (CE) by applying hub-and-spoke networking. The research covers the histories of CE and Air and Space Expeditionary Force (AEF), current CE deployment needs, multiple-objective decision analysis, hub-and-spoke networking, and organizational behavior benefits of the new paradigm. An important consideration in discrete event dynamic systems control theory is the selection of a suitable modeling formalism that can capture the complex characteristics of the system and the capability to automatically synthesize a controller based on the system model. Net condition event systems are well suited for modeling complex discrete event dynamic systems owing to their input and output structure, which effectively captures the behavior of the physical devices to be monitored and/or controlled. Spark ignition (SI) engines operating at very lean conditions demonstrate significant nonlinear behavior by exhibiting cycle-to-cycle bifurcation of heat release. Past literature suggests that operating an engine under such lean conditions can significantly reduce NO emissions by as much as 30% and improve fuel efficiency by as much as 5%-10%. At lean conditions, the heat release per engine cycle is not close to constant, as it is when these engines operate under stoichiometric conditions where the equivalence ratio is 1.0. A neural network controller employing output feedback has shown ability in simulation to reduce the nonlinear cyclic dispersion observed under …

The purpose of this research was to develop a decision tool to assist in the evaluation of facility recapitalization budget estimation models to determine which model was best suited for a particular organization. Specifically, this thesis sought to answer an overarching research question addressing the importance of recapitalization and the best method to estimate the facility recapitalization budget using the Department of Defense (DoD) as the subject of the research. A comprehensive literature review revealed ten existing recapitalization model alternatives to consider for implementation. High Energy Laser (HEL) technology continues to improve and its place in the battlefield is ever evolving. By combining the high energy delivery of solid state laser technology with the efficient thermal management of liquid laser technology, HELLADS has two main advantages over any HEL predecessors. This research develops mathematical programming techniques to solve an intelligence, surveillance, and reconnaissance sensor assignment problem for USSTRATCOM. The problem as specified is hypothesized to be difficult (i.e. np-hard). With the smallest test cases, the true optimal solution is found using simple optimization techniques, but, due to intractability, the optimal solutions for larger test cases are not found using these same techniques. Instead, heuristic techniques are applied to several test cases in order to determine the best, robust methodologies to find true or near optimal solutions. Specifically, simulated annealing (SA) is tested for convergence properties across several different parameter settings. …

Proper implementation of radio frequency identification (RFID) has the potential to revolutionize supply chain management. This technology provides simultaneous indirect scanning of multiple packages and palletized loads equipped with a RFID tag, transmitting substantially more information than a bar code. Radio frequency identification (RFID) is a term used for any device that can be sensed at a distance by radio frequencies with few problems of obstruction. The origins of the term lie in the invention of tags that reflect or retransmit a radiofrequency signal. Contemporary military campaigns increasingly count on the use of air power. Suppression of enemy air defenses (SEAD) operations have been a crucial element of military air power for 50 years. Several developments and evolution in both air defense and attack systems suggest that SEAD missions will continue to have growing importance to air forces. Since SEAD operations have a significant impact on air campaigns, it is important to examine their efficiency and identify improvement opportunities. Recent information in the field of Operations Tempo (OPTEMPO) has resulted in conflicting information on its effect on turnover intentions. This study evaluated the August 2004 Status of Forces Survey to determine if the sample demonstrated OPTEMPO had a curvilinear effect on turnover intentions when accounting for the moderators job satisfaction and organizational commitment while controlling for rank and gender. Linear regressions were used to determine if the relationship between OPTEMPO and turnover intentions were significant. When accounting for job satisfaction and organizational commitment the relationship between OPTEMPO and turnover intentions is not significant, this indicated that OPTEMPO and turnover …

A suite of novel robust controllers is introduced for the pickup operation of microscale objects in a microelectromechanical system (MEMS). In MEMS, adhesive, surface tension, friction, and van der Waals forces are dominant. Moreover, these forces are typically unknown. The proposed robust controller overcomes the unknown contact dynamics and ensures its performance in the presence of actuator constraints by assuming that the upper bounds on these forces are known. On the other hand, for the robust adaptive critic-based neural network (NN) controller, the unknown dynamic forces are estimated online. Fundamental research into how microbes generate electricity within microbial fuel cells (MFCs) has far outweighed the practical application and large scale development of microbial energy harvesting devices. MFCs are considered alternatives to standard commercial polymer electrolyte membrane (PEM) fuel cell technology because the fuel supply does not need to be purified, ambient operating temperatures are maintained with biologically compatible materials, and the biological catalyst is self-regenerating. The generation of electricity during wastewater treatment using MFCs may profoundly affect the approach to anaerobic treatment technologies used in wastewater treatment as a result of developing this energy harvesting technology.
