Subject Matter Expert (SME) Elicitation is commonly used as a cost-estimation method when no historical data exists. The elicitation process assumes Subject Matter Experts are the resident experts in their individual fields of study. In addition, the process assumes SMEs provide reasonably trustworthy cost estimates that follow the tenets of probability theory. This last assumption is the subject of this study. A Navy sponsored e-learning course was created to help train SMEs in understanding probability distributions (O'Hagan, 2019). We conducted a study hypothesizing that taking the e-learning course would improve study participant accuracy in estimating confidence intervals for probability distributions.

This process has worked well in the past but fails to account for the strategic interdependence of design choices made prior to operating systems. The Air Force Materiel Command is undergoing a digital transformation to increase the speed of delivering new warfighter capabilities. This Digital Campaign consists of six Lines of Effort (LOEs) formed with diverse goals to transform the enterprise. This research investigated using the Zachman Framework and Systems Modeling Language to analyze this transformation. Extensive modeling captured the as-is Preliminary Design Review (PDR) process, and mapped LOE goals as primary impacts to Zachman cells. This led to an identification of a to-be digital PDR process. This research studies cost and schedule stability in programs that utilize Software Resource Data Report (SRDR) reporting standards. We find software programs at the Computer Software Configuration Item (CSCI) level show much lower levels of stability than previously published DoD stability research that focused on aircraft. A comparison of software development methods found little to no difference between Agile and Plan Driven methodologies. Critical Success Factors (CSF) were identified from prior literature and used to examine CSCIs from the SRDR dataset. The Army medical evacuation (MEDEVAC) system ensures proper medical treatment is readily available to wounded soldiers on the battlefield. The objective of this research is to determine which MEDEVAC unit to task to an incoming 9-line MEDEVAC request and where to station a single standby unit to maximize patient survivability. A discounted, infinite-horizon continuous-time Markov decision process model is formulated to examine this problem. The nuclear command, control, and communication (NC3) network provides an effective deterrent against adversaries by maintaining robust communication between assets, operators, and decision makers. NC3 must receive a series of upgrades to remain an effective deterrent against evolving threats around the globe. Given a contested network and a portfolio of network upgrades, this research seeks an optimal upgrade schedule to maximize network resilience in support of NC3 modernization. Our research contributes a model that solves a budget-constrained network upgrade scheduling problem (NUSP). In a deployed environment, evacuation requests of injured personnel are serviced by multiple forms of evacuation including medical evacuation (MEDEVAC) and casualty evacuation (CASEVAC). This thesis focuses on the optimal dispatching policy for MEDEVAC units when triage classification errors and blood transfusion kits are considered. A discounted, infinite-horizon Markov decision process (MDP) model is formulated to analyze the MEDEVAC dispatching problem and determine the optimal policy based on the status of the MEDEVAC units in the system, the priority level of incoming requests, and the locations from which requests originate. When surveys are distributed across the Air Force (AF), whether it be an employee engagement survey, a climate survey, or similar, significant resources are put towards the development, distribution and analysis of the survey. However, when open ended questions are included on these surveys, respondent comments are generally underutilized, more often treated as a source for pull-quotes rather than a data source in and of themselves. An autonomous unmanned combat aerial vehicle (AUCAV) performing an air-to-ground attack mission must make sequential targeting and routing decisions under uncertainty. We formulate a Markov decision process model of this autonomous attack aviation problem (A3P) and solve it using an approximate dynamic programming (ADP) approach. We develop an approximate policy iteration algorithm that implements a least squares temporal difference learning mechanism to solve the A3P. Basis functions are developed and tested for application within the ADP algorithm. To secure this information, satellites and unmanned aircraft systems collect video data to be classified by either humans or machine learning networks. Commanders and wargamers lack adequate tools to quickly determine the number of mission-capable (MC) aircraft and number of achievable sorties to support wargames and exercises. Even less understood is the impact of available maintenance personnel on sortie generation. The Expected-Number-of-In-Game-Mission-capable Aircraft (ENIGMA) simulation was recently developed to calculate the number of MC aircraft and number of sorties own accounting for the number and type of aircraft, scheduled sorties, mean-time-between-failure (MTBF), and mean-time-to-repair (MTTR). America's General Aviation sector has witnessed significant demographic shifts since the turn of the century. The number of certified, private pilots, non-fatal aircraft accidents, fatal aircraft accidents, and number of general aviation hours flown are all in decline. Meanwhile, the average age of an American private pilot has increased by several years. All of these factors indicate that the industry is in decline. Military contingency bases require substantial resources and funding sustain and are often not connected to an infrastructure grid. Infrastructure assets produce the required outputs for sustainment, but are often expensive and inefficient, producing a significant logistical burden. With the increasing near-peer threats of opposing military forces, there is a need for more self-sufficient contingency bases with alternatives that reduce resources usage and the cost of sustainment. Military sustainment planners must consider the effective employment of Cargo Unmanned Aerial Vehicles (CUAVs) into resupply operations under austere threat conditions. Viewed as an inventory routing problem, the complexities of resupplying dislocated Forward Operating Bases (FOBs) under dangerous and dynamic conditions warrant additional features to the baseline problem. In recent years, real-valued neural networks have demonstrated promising, and often striking, results across a broad range of domains. This has driven a surge of applications utilizing high-dimensional datasets. While many techniques exist to alleviate issues of high-dimensionality, they all induce a cost in terms of network size or computational runtime. This work examines the use of quaternions, a form of hypercomplex numbers, in neural networks. The initiative to reduce the Air Forces serious pilot shortage lead to the Pilot Training Next (PTN) program. Under PTN, student pilots progress at an individual rate while making increased use of simulator-based training resources. A previous thesis used data from the first PTN class to conceptualize and prototype a student training flight scheduler. Combining vibrating mesh nebulizers with additional new technologies leads to substantial improvements in pharmaceutical aerosol delivery to the lungs across therapeutic administration methods. In this dissertation, streamlined components, aerosol administration synchronization, and/or Excipient Enhanced Growth (EEG) technologies were utilized to develop and test several novel devices and aerosol delivery systems. This dissertation presents the design and development of a structural health monitoring (SHM) system specifically tailored for transportation infrastructure components, such as bridges. The proposed system collects data by using contactless sensors and performs health characterization and failure prediction. It is capable of simulating multiple load conditions on structures, identifying possible failure points, and detecting and predicting failure scenarios. Transportation of chemical warfare casualties and infectious patients require additional attention to prevent cross contamination.
