Network design decisions, especially those pertaining to urban infrastructure, are made by a central authority or network leader, and taking into consideration the network users or followers. These network decision problems are formulated as non-linear bi-level programming problems. In this work, a continuous network design problem (CNDP) and discrete network design problem (DNDP) bi-level optimization programs are proposed and solved in the context of transportation planning. The solution strategy involved reformulation and linearization as a single-level program by introducing the optimality conditions of the lower level problem into the upper level problem. This research investigates the impact of organizations' collaboration strategies and network positional variables on invention performance. Organizations, particularly those pursuing a differentiation strategy, are motivated to introduce novel products and services in order to remain competitive. Thus, two questions of interest to such organizations regarding the network dynamics of the invention process are: 1) What kind of strategies allow them to attain superior invention results? 2) What is the most advantageous structural positioning in a collaborative network of innovators? The Polytrauma/TBI Rehabilitation Center (PRC) of the Veterans Affairs Hospital (VAH) treats patients with Traumatic Brain Injury (TBI). These patients have major motor and cognitive disabilities. Most of the patients stay in the hospital for many months without major improvements. This suggests that patients, family and the VAH could benefit if healthcare provider had a way to better assess or "predict" patients' progression. The individual progress of patients over time is assessed using a pre-defined multi-component performance measure Functional Independence Measures (FIM) at admission and discharge, and a semi-quantitative documentation parameter Clinical Pathway (CP) at weekly intervals. In this dissertation, we will deal with a stochastic unit commitment problem with cooling systems for gas generators, a robust unit commitment problem with demand response and uncertain wind generation, and a power grid vulnerability analysis with transmission line switching. An operating room (OR) is considered to be one of the most costly functional areas within hospitals as well as its major profit center. It is known that managing an OR department is a challenging task, which requires the integration of many actors (e.g., patients, surgeons, nurses, technicians) who may have conflicting interests and priorities.

Major challenges in the management of blood supply chain are related to the shortage and wastage of the blood products. Given the perishability characteristics of blood which can be stored up to a limited number of days, if hospitals and blood centers keep an excessive number of blood units on inventory, wastages may occur. In this dissertation, we present a collection of manuscripts describing the development of prognostic models designed to assist clinical decision making. This work is motivated by limitations of commonly used techniques to produce accessible prognostic models with easily interpretable and clinically credible results. Such limitations hinder prognostic model widespread utilization in medical practice.

This dissertation focuses on extending solution methods in the area of stochastic optimization. Attention is focused to three specific problems in the field. First, a solution method for mixed integer programs subject to chance constraints is discussed. This class of problems serves as an effective modeling framework for a wide variety of applied problems. Unfortunately, chance constrained mixed integer programs tend to be very challenging to solve. The increasingly high costs of health care in the U.S. have led the general public to search for different medical approaches. Since the 1990's, the use of Complementary and Alternative Medicine (CAM) has radically increased in the U.S. due to its approach to treat physical, mental, and emotional causes of illness. In 2009, the National Health Statistics reported the impact of CAM in the U.S. health care economy, with population expenditures of $14.8 billion out-of-pocket on natural Medicine and $12.4 billion out-of-pocket on visits to CAM providers as a complement to Western Medicine care.

Pandemic outbreaks are unpredictable as to their virus strain, transmissibility, and impact on our quality of life. Hence, the decision support models for mitigation of pandemic outbreaks must be user-friendly and operational, and also incorporate valid estimates of disease transmissibility and severity. Cap-and-trade is the most discussed CO2 emissions control scheme in the U.S. It is a market-based mechanism that has been used previously to successfully reduce the levels of SO2 and NOx emitted by power generators. Since electricity generators are responsible for about 40% of the CO2 emissions in the U.S., the implementation of CO2 cap-and-trade will have a significant impact on electric power generation systems. The goal of this dissertation was to contribute to our understanding of the relationship between supply chain structure and the pursuit of a sustainability-driven corporate strategy. The literature indicates that in order to pursue a sustainability-focused strategy, an increased level of integration across the supply chain is required. However, there are also industry-level dynamics that impact observed levels of vertical integration. That is, some industries are naturally more integrated than others based on the maturity level of the industry. Failure to maintain thermal equilibrium can cause uncontrollable increases in body core temperature beyond critical upper limits. In selecting clothing, consideration must be given to the heat transfer properties of clothing that may restrict the cooling capacity of the human body under heat stress conditions, most importantly, apparent total evaporative resistance (Re,T,a). Lean distribution networks have been facing an increased exposure to the risk of unpredicted disruptions causing significant economic forfeitures. At the same time, the existing literature contains very few studies that examine the impact of fortification of facilities for improving network reliability. This dissertation presents three related classes of models that support the design of reliable distribution networks. The models extend the uncapacitated P-median and fixed-charge location models by considering heterogeneous facility failure probabilities, supplier backups, and facility fortification within a finite budget. Minimally invasive surgery avoids invasive open surgery as the operation is performed through one or more small incisions in the abdomen and using a small camera called laparoscope. Clothing directly affects the level of heat stress exposure. Useful measures to express the thermal characteristics are WBGT (wet bulb globe temperature) clothing adjustment factor (CAF) or apparent total evaporative resistance (Re,T,a). The CAF is assigned through laboratory wear trials following a heat stress protocol in which the air temperature and humidity are progressively increased until the participant clearly loses the ability to maintain thermal equilibrium.
