With the increasing capabilities of artificial intelligent agents (AIAs) integrated into multi-agent systems, future concepts include human-agent teams (HATs) in which the members perform fluidly as a coordinated team. Research on coordination mechanisms in HATs is largely focused on AIAs providing information to humans to coordinate better (i.e. coordination from the AIA to the human). We focus on the compliment where AIAs can understand the operator to better synchronize with the operator (i.e. from the human to the AIA). Aeromedical Evacuations remain the predominant method used to transport patients from forward deployed areas of operations to secure locations with more robust medical infrastructure. Transportation of chemical warfare casualties and infectious patients require additional attention to prevent cross contamination. Specific airflow characteristics paired with environmental control system settings are a gap in scholarly literature. Based on the available literature computational fluid dynamics models were created to simulate the airflow around a patient represented by human geometry using commercially available software. Logistics is dynamic, expansive, and critical to organizational success. While it is generally believed that effective logistics management is associated with positive performance outcomes, the links between organizational practice and performance are understudied. This dissertation leverages resource-based theory and organizational learning theory to examine organizational practice and performance in non-traditional logistics settings, with particular focus on military organizations and humanitarian operational settings. First, a meta-analytical study establishes generalizable associations between various operations management practices and performance outcomes. Modeling human decision-making is difficult. Decision-makers are typically primed with unique biases that widen the confidence interval of judgment. Therefore, it is important that the human process in the system being modeled is designed to alleviate damaging biases and assumptions in an effort to increase process consistency between decision-makers. In this experiment, it is hypothesized that coupling specific decision-facilitation methods with a specific scale range will affect the consistency between decision-makers. The United States Air Force has implemented a dispersed air base strategy to enhance mission effectiveness for near-peer conflicts. Asset dispersal places many smaller bases across a wide geographic area, which increases resupply requirements and logistical complexity. Hybrid energy systems reduce resupply requirements through sustainable, off-grid energy production. This paper presents a novel hybrid energy renewable delivery system (HERDS) model capable of (1) selecting the optimal hybrid energy system design that meets demand at the lowest net present cost and (2) optimizing the delivery of the selected system using existing Air Force cargo aircraft. In this work, we explore the thermal properties of gallium as an effective phase change material for thermal management applications. Thermal storage and dissipation of gallium manufactured heat sinks were compared to conventional phase change heat sinks. The comparison revealed a 50-fold (80 K versus 1.5 K) potential reduction in temperature during the phase change process due to the high density, thermal conductivity, and latent heat of fusion. The gallium creates shallow thermal gradients when transiently heated, producing a nearly isothermal process. Computational estimates using lumped sum parameters were able to provide simple modeling to predict the results. Gallium based …

This work highlights the fundamental mechanisms and historical perspective for military PV technology applications and addresses the operational considerations for effectively deploying PV technology. PV materials, structures and architectures have matured into competitive and readily available energy technologies based on their levelized cost of energy (LCOE). However, enhancing warfighting capabilities requires attention to systems considerations beyond cost per watt or LCOE. Reliable electrical power grids are frequently unavailable or inaccessible in remote locations, including developing nation communities, humanitarian relief camps, isolated construction sites, and military contingency bases. This often requires sites to rely on costly generators and continuous fuel supply. Remote and contingency operations, including military and disaster-relief activities, often require the use of temporary facilities powered by inefficient diesel generators that are expensive to operate and maintain. Site planners can reduce operating costs by increasing shelter insulation and augmenting generators with photovoltaic-battery hybrid energy systems, but they must select the optimal design configuration based on the region’s climate to meet the power demand at the lowest cost. Levels of Automation (LOA) provide a method for describing authority granted to automated system elements to make individual decisions. However, these levels are technology-centric and provide little insight into overall system operation. The current research discusses an alternate classification scheme, referred to as the Level of Human Control Abstraction (LHCA). LHCA is an operator-centric framework that classifies a system’s state based on the required operator inputs. The framework consists of five levels, each requiring less granularity of human control: Direct, Augmented, Parametric, Goal-Oriented, and Mission-Capable. By order of the Secretary of Defense, all of the US Air Force's F-16 units were tasked to improve their fleet health to a Mission Capability (MC) rate of 80 percent, as part of a Department of Defense-wide push to make its Critical Aviation Platforms, and the units that employ them, more ready and lethal. This study uses multivariate analysis methods to find relationships between nutrition and wellness and nutrition and performance. The nutrition, daily wellness, and weight and bodyfat data are from a study performed by the STRONG lab in the 711th Human Performance Wing. Electronically collected nutrition data along with survey data for 19 individuals over a 12-week study period are examined with a focus on health, fitness, and nutrition. Factor analysis and linear regression are performed and inferences are drawn regarding what effects calories and macronutrient intake have on subjects perceived wellness, weight, and body fat percentage. The importance and value of statistical predictions increase as data grows in availability and quantity. Metamodels, or surrogate models, provide the ability to rapidly approximate and predict information. However, selection of the appropriate metamodel for a given dataset is often arduous, and the choice of the wrong metamodel could lead to considerably inaccurate results. This research proposes and tests the framework for a metamodel recommendation system. The implementation allows for virtually any dataset and preprocesses data, calculates meta-features, evaluates the performance of various metamodels, and learns how the data behaves via meta-learning, thus preparing and bettering itself for future recommendations. …

Their assessment of the Lightning Launch Commit Criteria (LLCC) for avoidance of natural and rocket triggered lightning to launch vehicles is critical in approving space shuttle and rocket launches. On a periodic basis, a myriad of different agencies within USTRANSCOM project future workload to facilitate resource planning, budgeting, and reimbursable rate identification. Within USTRANSCOM, there are a variety of databases and metrics utilized for workload forecasts; neither a standard nor a preferred technique is prescribed. This research focused on understanding the phenomena behind the cost growth of Weapon System Sustainment (WSS) and the simultaneous degradation in USAF aircraft system availability. The primary modelling technique used was Ordinary Least Squares (OLS) while incorporating temporal effect. Other studies have looked at cost factors related to the Flying Hour Program, flying conditions and age. This study found empirical relationships between each of the four WSS business processes and the lead time in months it takes to realize improvements in system aircraft availability.

Due to the advent of autonomous technology coupled with the extreme expense of manned aircraft, the Department of Defense (DoD) has increased interest in developing affordable, expendable Unmanned Aerial Vehicles (UAVs) to become autonomous wingmen for jet fighters in mosaic warfare. This was the 21st shutdown since the adoption of the current appropriations process and 4th of the last decade. The purpose of this research was to investigate the total life-cycle cost of using utility-scale battery systems to increase the energy efficiency of forward operating bases, thereby reducing the burden of diesel fuel logistics. Specifically, this thesis answered three research questions addressing optimal sizing for various battery types connected with photovoltaic grids, logistical parameters directly impacting total cost, and the cost of increasing the energy resilience of the network. The AFWERX Open Topic (AOT) program uses funding from the United States Air Force’s (USAF) Small Business Innovation and Research (SBIR) budget to adapt commercial technology to USAF needs. The AOT approach to small business investment is markedly different from that of legacy SBIR investment methods. This research is a comparison of processes and outcomes for AOT and legacy SBIR. The first axis of comparison is on commercialization rates. Applying a legacy definition of commercialization on a sample of AOT contracts, we found AOT’s commercialization to be 37% (compared to an 8.8% for legacy SBIR). We caveat this finding by …

Grid-based electrical infrastructure is unavailable at many remote locations including developing nation communities, isolated construction sites, and military contingency bases. Powering these locations with diesel generators requires regular fuel resupply, resulting in increased costs, environmental impacts, and burdensome logistics—making generators an obstacle for energy resiliency and sustainability. This research examines using solar renewable energy systems to replace generators at remote locations and presents a multi-objective optimization model that minimizes logistics variables. Replacing a single deployed generator would save over 500,000 gal of fuel annually, eliminating the need for 100 fuel tanker deliveries.

Aviation fuel is a major component of the Air Force (AF) budget, and vital for the core mission of the AF. This study investigated the viability of LSTMs to increase the accuracy of deterministic NWP models, while also investigating the ability to reduce model generation time. Increased forecast accuracy for wind speeds could be implemented into existing flight path models to further increase fuel efficiency, while reduced modeling times would allow flight planners to generate a flight plan in rapid response situations. A holistic approach to the algorithm selection problem is presented. The “algorithm selection framework" uses a combination of user input and meta-data to streamline the algorithm selection for any data analysis task. The framework removes the conjecture of the common trial and error strategy and generates a preference ranked list of recommended analysis techniques. The framework is performed on nine analysis problems. Each of the recommended analysis techniques are implemented on the corresponding data sets. The University of Maryland Medical Center is interested in applying shared decision making to the treatment of patients with Inflammatory Bowel Disease (IBD). A data driven approach is an emerging paradigm for the handling of analytic problems. In this paradigm the mantra is to let the data speak freely.
