The novel ARMAS-SOM framework fuses collaborative all-source sensor information in a resilient manner with fault detection, exclusion, and integrity solutions recognizable to a GNSS user. This framework uses a multi-filter residual monitoring approach for fault detection and exclusion and is augmented with an additional "observability" EKF sub-layer for resilience. We monitor the a posteriori state covariances in this sub-layer to provide intrinsic awareness when navigation state observability assumptions required for integrity are in danger. This research considers the problem of an intruder attempting to traverse a defender's territory in which the defender locates and employs disparate sets of resources to lower the probability of a successful intrusion. The research is conducted in the form of three related research components. The first component examines the problem in which the defender subdivides their territory into spatial stages and knows the plan of intrusion. A commonality in the many applications and domains where signal processing (SP)is applied is the detection of events. Detection in SP requires the identification of the occurrence of an event, within a signal, and distinguishing the occurrence from no event. In a classical application of SP, seismologists seek to detect abnormalities in an electromagnetic (EM) signal to detect or not detect the occurrence of an earthquake, represented as an anomalous EM pulse. Space launch operations at Kennedy Space Center and Cape Canaveral Space Force Station (KSC/CCSFS) are complicated by unique requirements for near-real time determination of risk from lightning. Lightning forecast weather sensor networks produce data that are noisy, high volume, and high frequency time series for which traditional forecasting methods are often ill-suited. Current approaches result in significant residual uncertainties and consequentially may result in forecasting operational policies that are excessively conservative or inefficient. Purpose — The US Government is challenged to maintain pace as the world’s de facto provider of space object cataloging data. Augmenting capabilities with nontraditional sensors present an expeditious and low-cost improvement. However, the large tradespace and unexplored system of systems performance requirements pose a challenge to successful capitalization. Purpose — Large/stochastic spatiotemporal demand data sets can prove intractable for location optimization problems, motivating the need for aggregation. However, demand aggregation induces errors. Significant theoretical research has been performed related to the modifiable areal unit problem and the zone definition problem. Minimal research has been accomplished related to the specific issues inherent to spatiotemporal demand data, such as search and rescue (SAR) data. Wind tunnels are used to test scale-model air frames in order to collect aerodynamic data. The Subsonic Aerodynamic Research Laboratory (SARL) Wind Tunnel is a low speed wind tunnel located at Wright-Patterson Air Force Base. The SARL Wind Tunnel team approached AFIT for assistance in creating statistically defensible models for the conditions inside the wind tunnel. During a wind tunnel test, pressure sensors cannot be placed at the test model. Instead, pressure is measured by a pitot probe permanently mounted in the corner of the test chamber. Examining The Influence Of Source Dependence On Supplier Performance In The Usaf Organic Supply Chain, Thomas A. Counter

The purpose of this study is to examine the U.S. Air Force's dependence toward sole sourcing and how that influences procurement outcomes in terms of supplier performance. This research used linear regression to explain the effect of source dependence and supplier size on performance categories for 326 suppliers. The five supplier performance categories in the study included timeliness, cost control, quality, business relations, and regulatory compliance. The research found that the USAFs dependence on sole sourcing had a small but statistically significant influence on all five aspects of supplier performance, with timeliness being the most adversely impacted.

Excerpt: Limited facilities operating and modernization budgets require organizations to carefully identify, prioritize and authorize projects to ensure allocated resources align with strategic objectives. Traditional facility prioritization methods using risk matrices can be improved to increase granularity in categorization and avoid mathematical error or human cognitive biases. These limitations restrict the utility of prioritizations and if erroneously used to select projects for funding, they can lead to wasted resources. This paper aims to propose a novel facility prioritization methodology that corrects these assessment design and implementation issues.

Emergency demands for aircraft parts, MICAPs (Mission Impaired Capability Awaiting Parts) are one of the leading issues affecting mission capability supply rates for fighter aircraft. Cause code H MICAPS, those with a known demand level, but no supply available, are particularly troublesome and difficult to resolve. These MICAPS are due to failures by the supply chain to replenish stock levels within acceptable time limits. In recent years, real-valued neural networks have demonstrated promising, and often striking, results across a broad range of domains. This has driven a surge of applications utilizing high-dimensional datasets. While many techniques exist to alleviate issues of high-dimensionality, they all induce a cost in terms of network size or computational runtime. This work examines the use of quaternions, a form of hypercomplex numbers, in neural networks. This research examines and quantifies the degree to which both information communication modality and the situational complexity affect individuals' ability to process the provided information and determine an effective strategy. Human subject testing herein consists of benign benevolent intervention involving the presentation of a series of strategic situations. For each situation, a participant attempts to identify their best response for a two-player, normal-form game with complete information. Fighter pilots spend years perfecting maneuvers for these types of engagements, yet the emergence of unmanned, autonomous vehicle technologies elicits a natural question - can an autonomous unmanned combat aerial vehicle (AUCAV) be imbued with the necessary artificial intelligence to perform air combat maneuvering tasks independently? An autonomous unmanned combat aerial vehicle (AUCAV) performing an air-to-ground attack mission must make sequential targeting and routing decisions under uncertainty. We formulate a Markov decision process model of this autonomous attack aviation problem (A3P) and solve it using an approximate dynamic programming (ADP) approach. We develop an approximate policy iteration algorithm that implements a least squares temporal difference learning mechanism to solve the A3P. The success of Department of Defense (DoD) missions rely heavily on intelligence, surveillance, and reconnaissance (ISR) capabilities, which supply information about the activities and resources of an enemy or adversary. To secure this information, satellites and unmanned aircraft systems collect video data to be classified by either humans or machine learning networks. Traditional automated video classification methods lack measures of uncertainty, meaning the network is unable to identify those cases in which it predictions are made with significant uncertainty. AFIMSC completed an MDI modernization to support better risk-based decision-making by utilizing tactical mission-owner knowledge to quantify the relationship between facilities and the missions they enable. To minimize any safety mishaps during operations, new aircraft designs and modifications must go through an airworthiness certification. The current United States Air Force (USAF) airworthiness certification process, captured in MIL-HDBK-516C, is time-consuming and manpower intensive due to extensive documentation. Organizations with large facility and infrastructure portfolios have used asset management databases for over ten years to collect and standardize asset condition data. Decision makers use this data to predict asset degradation and expected service life, enabling prioritized maintenance, repair, and renovation actions that reduce asset life-cycle costs and achieve organizational objectives. Military contingency bases require substantial resources and funding sustain and are often not connected to an infrastructure grid. Infrastructure assets produce the required outputs for sustainment, but are often expensive and inefficient, producing a significant logistical burden. With the increasing near-peer threats of opposing military forces, there is a need for more self-sufficient contingency bases with alternatives that reduce resources usage and the cost of sustainment. The Armed Forces frequently deploy their personnel to expeditionary locations around the world. For example, the Air Force tasks its personnel to deploy based on a six-month rotational cycle. In the current tasking process, the deployment makes its way down from combatant commanders to squadron commanders through the chain of command. Subject Matter Expert (SME) Elicitation is commonly used as a cost-estimation method when no historical data exists. The elicitation process assumes Subject Matter Experts are the resident experts in their individual fields of study. In addition, the process assumes SMEs provide reasonably trustworthy cost estimates that follow the tenets of probability theory. This last assumption is the subject of this study. A Navy sponsored e-learning course was created to help train SMEs in understanding probability distributions (O'Hagan, 2019). We conducted a study hypothesizing that taking the e-learning course would improve study participant accuracy in estimating confidence intervals for probability distributions.

The Air Force Materiel Command is undergoing a digital transformation to increase the speed of delivering new warfighter capabilities. This Digital Campaign consists of six Lines of Effort (LOEs) formed with diverse goals to transform the enterprise. This research investigated using the Zachman Framework and Systems Modeling Language to analyze this transformation. Extensive modeling captured the as-is Preliminary Design Review (PDR) process, and mapped LOE goals as primary impacts to Zachman cells. This led to an identification of a to-be digital PDR process.
