The purpose of this research was to explore the applicability of the Viable System Model as a framework for structural analysis of Project Management Systems using a case study approach. The research used a modified Viable System Model based on the work of Stafford Beer (1979) for the analysis of systems (organizations). The specific research questions explored in this research were: (1) How can the Viable System Model (VSM) be adapted for analysis of project management structure? This research explores the role that budget for Information System (IS) and technical expertise of healthcare service provider staff play on the successful leap from a partial to exhaustive implementation of Electronic Health Records (EHR) Systems. This study contributes to the literature by integrating agility in knowledge management (KM) operations, especially in military environments via major findings of (a) introducing a new approach to KM with integration of 'agility'; (b) articulating the application of an enhanced process of Agile Knowledge Management (AKM) across the military. The purpose of this paper is to provide an exploratory study on the implementation and issues regarding Quality Management Systems as defined by ISO 9001 :2000 using the architecture of ISO/IEC 15504. The recently published ISO/IEC 15504 series of standards provides a framework to assess processes and determine levels of capability. With the use of this framework, the study will focus on the assessment and identification of problem areas requiring focus for continual improvement within an ISO 9001 :2000 quality management system.

This investigation contributes a framework of the relationships among the faulty elements of a knowledge system in a project-based organization. The framework was developed during an applied research project at a R&D organization. A knowledge system can be defined as a series of inputs, processes, and outputs that interact with each other with the purpose of enhance the performance and capabilities of an organization or work unit through knowledge. The framework was developed using literature, our experience as applied researchers, and data collected from members of a R&D organization.
