On the morning of 26 August 2026, the mountains above Nepal’s northern frontier delivered a disaster of almost unimaginable speed and scale. A massive mass of ice, rock, and sediment detached in the high Himalayan terrain near the Nepal–Tibet border, descended roughly 1,200 metres, interacted with the Lhende Khola system, and generated a debris-rich flood that surged through the Bhote Koshi and Trishuli river corridors, destroying settlements, markets, roads, bridges, hydropower facilities, and an international border crossing and transforming them into fields of mud, boulders, and wreckage within minutes (ICIMOD, 2026b; Reuters, 2026a). For the aquifers of Minnesota, the environmental impact statement (EIS) was a promise of protection that never left the page. An environmental impact statement is meant to be an aid in the decision making process in order to ensure that projects consider potential environmental harms that may occur. However, they are often used instead as another regulatory box to check, rather than as active considerations when planning. Low-lying deltas worldwide are extremely vulnerable to sea-level rise. As the risks of climate-induced flooding become increasingly clear, the thirst for infrastructure-driven adaptation increases. This highlights a patent need to understand the impacts of engineering adaptation solutions, especially those targeting built structures such as dykes and sluices, on farmers from a bottom-up, farmer-centred perspective. The study addresses this call by examining cases where dyke policies, while successful in some dimensions, have undermined small-scale farmer livelihoods in Ca Mau ― Vietnam’s southernmost rural province. It identifies areas in need of attention and adds empirical data related to this group of farmers. …

Embankments have been widely used in the construction of transportation and flood defense infrastructure. Embankments constructed from clays experience a suite of weather-driven deterioration processes that lead to a progressive loss of hydromechanical performance, causing potentially severe and costly consequences. This study aimed to predict the time to failure of aging, deteriorating clay embankments supporting transportation infrastructure. A multi-phase numerical modeling approach was developed to replicate the long-term, weather-driven, hydromechanical behavior of clay embankments. This model simulated the behavior of a number of well-documented embankment failure case studies that had sufficient data to derive the necessary soil properties and climate …

This dissertation discusses the mobility politics of container shipping and argues that technological development, political-economic order, and social infrastructure co-produce one another. Containerization, the use of standardized containers to carry cargo across modes of transportation that is said to have revolutionized and globalized international trade since the late 1950s, has served to expand and extend the power of international coalitions of states and corporations to control the movements of commodities (shipments) and labor (seafarers). The advent and development of containerization was driven by a sociotechnical imaginary and international social contract of seamless shipping and cargo flows. In practice, this liberal, …

The 2015 Jack Rabbit (JR) II field trials were conducted to improve understanding of the denser-than-air dispersion of chlorine in an urban environment. The field study involved five large-scale, outdoor release trials of chlorine in a mock urban environment (MUE) at Dugway Proving Ground (DPG). Various instrumentation was deployed, including JazTM Ultraviolet-Visible (UV-Vis) point sensors capable of measuring gas-phase chlorine concentration throughout the mock urban array.
The Chemical Hazards Research Center (CHRC) was tasked by the Chemical Security Analysis Center (CSAC) with the Mock Urban Wind Tunnel (MUWT) program to study the 2015 JR II Trials at wind tunnel scale. …

Public water systems are an integral part of community infrastructure. Drinking water contamination or service disruptions have the potential to cause economic losses, limit fire suppression capability, and result in human illnesses. Until 2016, the United States federal government had not issued a disaster declaration due to contaminated water. The first federal drinking water disaster declaration due to contaminated water serves as a sentinel event demonstrating the need to increase focus on public water systems during all phases of emergency management: mitigation, preparation, response, and recovery. Improved technology developments in directional drilling and hydraulic fracturing, more commonly known as "fracking," have resulted in an oil and gas production boom nationwide. Fracking involves pumping pressurized water, sand, and chemicals down wells to crack bedrock, freeing petroleum and natural gas. Wastewater discharges, hydraulic fracturing fluid releases, and other accidental spills pose potential water quality risks, sparking concern for public health.
This webinar will examine the laws and regulations governing water quality issues related to fracking, recent state court decisions affecting regulations, and implications for public health.

Nebraska, like many regions around the world, is faced with the challenge of adapting to a new era in water management. Increasing demands for water resources, mounting concerns over threatened and endangered species, and obligations to abide by interstate water allocation agreements have motivated Nebraska to revisit traditional water management approaches. However, although Nebraska’s water management institutions have undergone much change, little research exists on the influence these changes have had on the ability of water institutions to successfully manage water allocations.
