Designing Carbon Taxation Schemes For Automobiles: A Simulation Exercise For Germany, Adamos Adamou, Sofronis Clerides, Theodoros Zachariadis

Vehicle taxation based on CO2 emissions is increasingly being adopted worldwide in order to shift consumer purchases to low-carbon cars, yet little is known about the effectiveness and overall economic impact of these schemes. We focus on feebate schemes, which impose a fee on high-carbon vehicles and give a rebate to purchasers of low-carbon automobiles. We estimate a discrete choice model of demand for automobiles in Germany and simulate the impact of alternative feebate schemes on emissions, consumer welfare, public revenues and firm profits. The analysis shows that a well-designed scheme can lead to emission reductions without reducing overall welfare.

The work presents the general requirements for the control of emissions to air from waste co-combustion (co-incineration) plants, with particular emphasis on rotary kilns used for clinker production. Air emissions from the cement kiln during co-combustion of alternative fuels and the impact assessment on air quality are also presented. The object of the study was one of the Polish cement plant, which uses significant amounts of solid waste derived fuels (with over 70% share in the cement kiln heat balance). Human activities such as conversion of natural ecosystem to croplands and urban-centers, deforestation and afforestation impact biophysical properties of land surface such as albedo, energy balance, and surface roughness. Alterations in these properties affect the heat and moisture exchanges between the land surface and atmospheric boundary layer. Assessment of climate change impacts on hydrology at watershed scale incorporates (a) downscaling of global scale climatic variables into local scale hydrologic variables and (b) assessment of future hydrologic extremes. Atmosphere-Ocean Global Climate Models (AOGCM) are designed to simulate time series of future climate responses accounting for human induced green house gas emissions. The present study addresses the following limitations of climate change impact research: (i) limited availability of observed historical information; (ii) limited research on the detection of changes in hydrologic extremes; and (iii) coarse spatio-temporal resolution of AOGCMs for use at regional or local scale. Using the survey approach, this investigation examined the attitudes and interest of college students at two universities in different geographic locations within the United States. Approximately 24,000 students from all disciplines and majors at Weber State University (WSU) in Utah, and 4,000 at Purdue University in Indiana, were invited to participate in a study to determine current knowledge, familiarity, and interest in topics within the sustainability and Green Building educational arena. This report looks at the potential financial impact of LD 1725 on the estimated 30,000 stream crossings in the State of Maine that would be affected by the law. Our research for this report included the analysis of nearly 2000 stream crossings and the data collection necessary for the development of extensive stream crossing replacement cost models. We found that the 1.2 bankfull requirements in LD 1725 would result in a 75% ‐ 250% increase in structure widths for stream crossing projects across the state. An upsize of this magnitude would increase the cost of replacing stream crossings statewide by …

The Nebraska Department of Environmental Quality (NDEQ) is charged with monitoring, assessing, and to the extent possible, managing the state’s water resources. The purpose of this work is to protect and maintain good quality water and encourage or execute activities to improve poor water quality. Monitoring is done on the over 18,000 miles of flowing rivers and streams, our greater than 280,000 acres of surface water in lakes and reservoirs, and the vast storage of groundwater in Nebraska’s aquifers.
