The ability to harness energy is fundamental to economic and social development. Worldwide, almost 3 billion people have little or no access to beneficial energy resources for cooking, heating, water sanitation, illumination, transportation, or basic mechanical needs. Energy poverty exacerbates ill health and economic hardship, and reduces educational opportunities, particularly for women and children. Specifically, access to efficient and affordable energy services is a prerequisite for achieving the Millennium Development Goal (MDG) relating to poverty eradication.

Montana Flume Flow Corrections Under Submerged Flow, Ryan P. Willeitner, Steven L. Barfuss, Michael C. Johnson

A Montana flume is a Parshall flume without a diverging downstream section and is used to measure open channel flow. Under free-flow conditions, the Parshall flume and the Montana flume have the same calibration characteristics, but under submerge flows, their calibrations significantly differ. Tests were conducted at the Utah Water Research Laboratory on an acrylic 15.2-cm (6-in.) Montana flume to determine the effects of submergence on the flow readings. This type of investigation has not been previously analyzed. It was found that a standard Parshall flume rating curve overpredicted flow rates in the submerged Montana flume, up to 48%. Parshall …

Municipal solid waste (MSW) is generated in very large quantities (probably, between 200 and 400 million tonnes per year) in the United States (US). MSW is generated at millions of places and there is no one precise, general definition for MSW that is generally applied, despite US Environmental Protection Agency efforts. As an element of both commerce and politics, reporting may be framed towards particular ends. Therefore, the two best known assessments of the quantity of US MSW production differ by approximately 50%. The assessors understand some of the reasons for the differences, but our analysis suggests that there are …

Numerous factors may contribute to high-severity crashes in highway work zones. Identifying these factors and then alleviating their impact is a challenging task that traffic engineers and researchers have to confront. In this study, the work zone risk factors that could increase the probability of causing fatalities when severe crashes occur were examined using a comprehensive approach. The researchers first identified the significant risk factors based on a screening process that incorporates both statistical analyses and empirical research findings. They then systematically investigated these factors using logistic regression and frequency analysis techniques. The severe crashes including the fatal crashes between …

Plug-in hybrid electric vehicles (PHEVs) are uniquely capable of providing both transportation and battery storage interconnection to the electric power grid. This ability allows PHEVs the possibility of serving the power grid in the capacity of a mobile energy storage unit, providing the grid with additional stability, reliability, costeffectiveness, and efficiency. The Mw 6.5 San Simeon earthquake struck the central California coast on 22 December 2003 at 19:15:56 UTC (11:15:56 am local time.) The epicenter was located 11 km northeast of the town of San Simeon, and 39 km west-northwest of Paso Robles (Figure 1), as reported by the California Integrated Seismic Network (CISN, the California region of the Advanced National Seismic System [ANSS]). The mainshock nucleated at 35.702°N, 121.108°W and a depth of 7.1 km, and the rupture propagated unilaterally to the southeast. This thesis analyzes opportunities and threats of mobile business in the context of the US airline industry as a strategic tool to create a sustainable competitive advantage through the implementation of an effective mobile business model. The analysis is based on the assumption that mobile airline strategies have to create a strategic fit with the business environment seen from an airline perspective. Forces inherent in the global environment as well as in the micro-environment are analyzed using environmental scanning as systematic technique. The Simplified Acquisition of Base Engineering Requirements (SABER) contract's main purpose is to expedite contract award of civil engineer requirements through the issuance of individual delivery orders. The contract contains a collection of detailed task specifications that include most types of real property maintenance, repair, and construction work. The Assistant Secretary of the Air Force for Acquisition's Operational Contracting Division (SAF/AQCO) identified a number of failed SABER contracts. The problem statement designed for this research effort was: There are a large number of SABER contractors that are failing during the performance period on their SABER contracts.
