Identification Of Secondary Crashes And Recommended Countermeasures, Jerry G. Pigman, Eric R. Green, Jennifer R. Walton

The objective of this study was to identify and analyze the occurrence of secondary crashes on roadways in Kentucky and recommend countermeasures to reduce their frequency and severity.

Results show a small percentage of crashes coded as a “Secondary Collision” were confirmed to be a secondary crash based on the definition and requirement of “a crash occurring as a result of a previous crash”. It appeared that many of those miscoded as a “Secondary Collision” were the result of misinterpretation of what constituted a secondary crash versus a secondary event. This thesis documents the results of the calibration of the Highway Safety Manual (HSM) safety performance function (SPF) for rural two-lane two-way roadway segments in Utah and the development of new SPFs using negative binomial and hierarchical Bayesian modeling techniques. SPFs estimate the safety of a roadway entity, such as a segment or intersection, in terms of number of crashes. The new SPFs were developed for comparison to the calibrated HSM SPF. Work zones present a risk to drivers and to personnel constructing the roadway. In 2005 work zones accounted for 2.5% of fatalities nationwide, 3.5% for the state of Utah. The goal of this research is to make work zones safer by quantifying the risk that they present to drivers. The approach of this research has been to review part 6 of the Manual of Uniform Traffic Control Devices (MUTCD) and compare the differences from the 2003 and 2009 editions, conduct field studies of Utah work zones, and develop a tool for measuring risk in work zones. National and statewide (California) collision numbers are currently on the

decline; however, the U.S. is declining at a much slower rate than most other

developed countries, and in some aspects is actually regressing in terms of traffic

safety. Although state highway safety is improving, local roadway safety may

actually be regressing. Approximately three-quarters of all U.S. public roadways,

and approximately 80% of all injury accidents fall under the jurisdiction of cities.

However, cities may not be allocating the proper level of resources, or operating

under the proper administrative methodologies to adequately address these

safety issues.

In 2005, the Federal Highway Administration (FHWA) requested the development for the initial version of the Model Minimum Inventory of Roadway Elements (MIRE). MIRE is a roadway inventory and traffic data collection data program that has a strong focus on improving the decision process in safety programs. MIRE is not a mandatory state program, but is strongly recommended based on its potential advantages. Some of the data required for MIRE was previously collected as a result of the requirements set from the Highway Performance Monitoring System (HPMS).

Recent research has shown that traditional safety evaluation methods have been inadequate in accurately determining the effectiveness of roadway safety measures. In recent years, advanced statistical methods have been utilized in traffic safety studies to more accurately determine the effectiveness of roadway safety measures. These methods, particularly hierarchical Bayesian statistical techniques, have the capabilities to account for the shortcomings of traditional methods. Hierarchical Bayesian modeling is a powerful tool for expressing rich statistical models that more fully reflect a given problem than a simpler model could. This report primarily focuses on an attempt to document the level of driver distraction existing in Kentucky through an analysis of crash data and by conducting an observational survey of drivers. Additional research is cited as a means of comparing other studies with results from Kentucky, as well as establishing a definition of distracted driving. The status of laws related to use of cell phones in other states was summarized, and the recently passed legislation in Kentucky was noted by incorporation of the full text as an appendix.

Multiple-lane approaches (MLAs) controlled by stop signs are becoming increasingly common in Nebraska. Installation of MLAs occurs when a single approach lane can no longer adequately serve the minor road traffic volume, and a signal is unwarranted because Manual of Uniform Traffic Control Devices (MUTCD) warrants are not satisfied (7, FHWA, 2003). A common example of a location at which MLA stop-controlled intersections can occur in Nebraska is the rural intersection of two state or federal highways. We introduce a test environment to replicate the well-known clustering of reflections in power delay profiles arising from late-time delays and reflections. Urban wireless propagation environments are known to exhibit such clustering. The test setup combines discrete reflections generated by a fading simulator with the continuous distribution of reflections created in a reverberation chamber. We describe measurements made in an urban environment in Denver, CO, that illustrate these multiple distributions of reflections. Our comparison of measurements made in the urban environment to those made in the new test environment shows good agreement.

For decades, the importance of highway work zone safety has increased considerably with the continual increase in the number of highway work zones present on highways for repairs and expansion. Rural work zones on two-lane highways are particularly hazardous and cause a significant safety concern due to the disruption of regular traffic flow. A procedure used by the Kentucky Transportation Cabinet was originally developed by the Kentucky Transportation Center in 1989 and updated in 2002. Based on frequent usage by the Kentucky Transportation Cabinet of the guardrail location rating system database, the need was identified to update the existing database and incorporate improved reporting capabilities. Numerous factors may contribute to high-severity crashes in highway work zones. Identifying these factors and then alleviating their impact is a challenging task that traffic engineers and researchers have to confront. In this study, the work zone risk factors that could increase the probability of causing fatalities when severe crashes occur were examined using a comprehensive approach. The researchers first identified the significant risk factors based on a screening process that incorporates both statistical analyses and empirical research findings. Falls are the leading cause of injury deaths among people 65 years and older. The National Safety Council reported that in 2005, 17,700 Americans met their death by falling, and of these deaths, the majority (over 80%) were people over 65 years of age [1]. It is certainly desirable to avoid the fall accidents altogether through developing a comprehensive fall prevention program [2]. However, in case of unavoidable falls, an effective injury-prevention technology is critical to minimize/reduce fall-related physical injuries. Reduction of crash occurrence on the various roadway locations (mid-block segments; signalized intersections; un-signalized intersections) and the mitigation of injury severity in the event of a crash are the major concerns of transportation safety engineers. Multi lane arterial roadways (excluding freeways and expressways) account for forty-three percent of fatal crashes in the state of Florida. This study was requested by INDOT to determine if current lighting packages used on INDOT maintenance vehicles, specifically snow plow vehicles, can be improved with other commercially available products. Different light products were obtained from various vendors, mounted on INDOT vehicles, and visual comparisons were performed under various lighting and weather conditions by a team of observers. The comparison evaluations were performed revealing that other light packages, LED models for most options, were brighter and certain colors more visible. The preferred light models are recommended. Several FOQA parameters that could enhance air carrier safety have not been recorded and/or analyzed. Airlines have traditionally chosen a limited number of parameters for analysis (thousands have been available for recording). No study in the U.S. had addressed FOQA parameters, leading to an exploratory mixed methods study. A conference call comprising FOQA industry experts was planned and completed to (a increase researcher knowledge and (b) discuss a list of improved safety FOQA parameters. A questionnaire, derived from the suggested list, was electronically sent to 40 FOQA professionals. The respondents represented 75% of the airlines with an FAA-approved FOQA program. …
