Transactional fraud datasets exhibit extreme class imbalance. Learners cannot make accurate generalizations without sufficient data. Researchers can account for imbalance at the data level, algorithmic level or both. This paper focuses on techniques at the data level. We evaluate the evidence of the optimal technique and potential enhancements. Global fraud losses totalled more than 80 % of the UK’s GDP in 2019. The improvement of preprocessing is inherently valuable in fighting these losses. Synthetic minority oversampling technique (SMOTE) and extensions of SMOTE are currently the most common preprocessing strategies. In the first half of this paper, we present a fresh perspective toward the Wind Triangle Problem in aerial navigation by deriving necessary and sufficient conditions, which we call "go/no-go conditions", for the existence/non-existence of a solution of the problem. Although our derivation is based on simple trigonometry and basic properties of quadratic functions, it is mathematically rigorous. We also offer examples to demonstrate how easy it is to check these conditions graphically. In this study, the heating parameters required for polyamide-11 (P11) coating of the helicopter shaft were investigated. The torsion value created by the force applied to the middle of the helicopter's shaft is measured. Heating before coating affects the torsion value of the shaft. A new heating mechanism has been designed to cover the shaft surface without changing the torsion value of the shaft. Thus, the coating surface is left inside the furnace and the torsion measurement area outside of the furnace. This paper presents an Internet of things 36-rotor unmanned aerial vehicle suitable for radiological surveying of buildings and facilities. The design of the 36-rotor multicopter platform is disclosed. The aircraft is used as a testbed for a lightweight gamma/beta/neutron ionizing radiation sensor closely coupled with the autopilot of the multirotor aircraft. A prototype of the drone and sensor was developed and initial tests were conducted. Test results are presented with data from measuring different radiation sources. The proposed novel design is compared to existing work and advantages to the latter were established.

Cyber-physical systems, which are ubiquitous in modern critical infrastructure, oftentimes rely on sending actuation commands and sensor measurements over a network, subjecting this information to potential man-in-the-middle attacks. These attacks can take the form of denial of service attacks or integrity attacks. Analysis Of Post-Deposition Recrystallization Processing Via Indium Bromide Of Cu(In,Ga)Se2 Thin Films, Deewakar Poudel, Benjamin Belfore, Tasnuva Ashrafee, Shankar Karki, Grace Rajan, Angus Rockett, Sylvain Marsillac

Cu(In,Ga)Se2 (CIGS) thin films were deposited at low temperature (350 °C) and high rate (10 µm/h) by a single stage process. The effect of post-deposition treatments at 400 °C and 500 °C by indium bromide vapor were studied and compared to the effect of a simple annealing under selenium. Structural, electrical, and chemical analyses demonstrate that there is a drastic difference between the different types of annealing, with the ones under indium bromide leading to much larger grains and higher conductivity. These properties are associated with a modification of the elemental profiles, specifically for gallium and sodium.

A numerical model is extended to investigate the nonlinear dynamics of surface wave propagation over mud in the presence of currents. A phase-resolving frequency-domain model for wave-current interaction is improved to account for wave modulations due to viscoelastic mud of arbitrary thickness. The model compares well with published laboratory data and performs slightly better than the model with viscous mud-induced wave damping mechanism. Monochromatic and random wave simulations are conducted to examine the combined effect of currents, mud-induced wave dissipation and modulation, and nonlinear wave-wave interactions on surface wave spectra. This article presents a global prioritization methodology that evaluates the relative risks of non-state actor acquisition of materials that could be used in chemical, biological, radiological, nuclear and high explosive Weapons of Mass Destruction (WMD) from the country's relevant infrastructure. Prioritization is based on three domains: 1. Assessing relative scale of materials in each country, 2. The country's corresponding security posture, and 3. The presence of threat actors. Tide gates are common hydraulic structures located throughout coastal and estuarine areas that prevent tidal waves from flooding previously converted tidally influenced areas. As restoration efforts increase, more “fish-friendly” tide gates that allow for larger openings and longer opening periods are being installed to improve habitat for threatened or endangered species. Humboldt County has abundant wind, solar, and biomass resources, but has made limited progress towards the state’s 2045 requirement of 100% clean electricity. A recently rejected onshore wind project showed that technically and economically viable projects can fall to social and political challenges, emphasizing the need for social considerations in renewable transitions. I therefore integrated community members’ preferences into modeling of RPS-consistent renewable energy scenarios in Humboldt County. My model suggests that offshore wind, utility-scale solar, distributed solar, and biomass power are technically and economically viable sources of significant local generation at varying costs.

Traditionally, studies of polymeric organogels focus on the impact of polymer factors (e.g., molecular weight and polymer concentration) on the gels’ mechanical and transport properties. Alternatively, this study seeks to assess the impact of altering solvent viscosity, while holding polymer factors constant. The gels in this study were composed of different viscosity mineral oils, styrene-ethylene-butylene-styrene (SEBS) triblock copolymer as a gelator, and oleic acid (OA) as a model drug. Samples were formulated to have 6.5, 11.2, and 15.7 wt% SEBS copolymer for each mineral oil, varying in viscosity from ≈30 mPa*s to ≈500 mPa*s. Uniaxial mechanical testing was performed to …

Magnetic resonance imaging (MRI) can help visualize various brain regions. Typical MRI sequences consist of T1-weighted sequence (favorable for observing large brain structures), T2-weighted sequence (useful for pathology), and T2-FLAIR scan (useful for pathology with suppression of signal from water). While these different scans provide complementary information, acquiring them leads to acquisition times of ~1 hour and an average cost of $2,600, presenting significant barriers. To reduce these costs associated with brain MRIs, we present pTransGAN, a generative adversarial network capable of translating both healthy and unhealthy T1 scans into T2 scans. Open web steel joists are lightweight structural trusses used in place of I-beams to support long-span floors and roofs of open space buildings. Their slender geometry makes them highly efficient in resisting flexure, but susceptible to out-of-plane buckling in a failure mode known as lateral-torsional buckling. This failure can be avoided by running lateral bracing between joists called bridging or potentially by using tubular sections to build up the joists rather than angle sections.

This paper details a new technique to measure the mechanical properties of ETTMP PEGDA hydrogels using Hertz Contact Theory and simultaneously analyze both the model drug release and gel erosion in situ. This method involves curing a drug loaded hydrogel in a standard cuvette and placing a glass bead and phosphate buffer solution (PBS). Over time, the cross-linked network of the hydrogel breaks down, and, as a result, the ball sinks into the hydrogel.
