National and statewide (California) collision numbers are currently on the

decline; however, the U.S. is declining at a much slower rate than most other

developed countries, and in some aspects is actually regressing in terms of traffic

safety. Although state highway safety is improving, local roadway safety may

actually be regressing. Approximately three-quarters of all U.S. public roadways,

and approximately 80% of all injury accidents fall under the jurisdiction of cities.

However, cities may not be allocating the proper level of resources, or operating

under the proper administrative methodologies to adequately address these

safety issues.

A wavelet neural network (WNN) technique rs developed for electroencephalogram (EEG) artifact removal without electrooculographic (EOG) recordings. The algorithm combines the universal approximation characteristics of neural networks and the time/frequency property of wavelet, where the neural network was trained on a simulated dataset with known ground truths. The contribution of this thesis is two-fold. First, many EEG artifact removal algorithms, including regression based methods, require reference EOG signals, which are not always available. To remove EEG ai1ifacts, a WNN tries to learn the characteristics of the artifacts first and does not need reference EOG signals once trained. Second, WNNs are …

Since flight control systems perform safety-critical functions, it is important to understand the possible effects on the closed-loop dynamical system's performance caused by these faults. The purpose of this project is to design the software and hardware needed to add fault-injection and monitoring capabilities to ROBUS-2, a flight communication system. ROBUS-2 is the current version of the fault-tolerant computer communication system used by the Scalable Processor-Independent Design for Enhanced Reliability (SPIDER), a general-purpose fault-tolerant integrated modular architecture (IMA) developed at the NASA Langley Research Center. A new coastal storm-strength parameter, the Coastal Storm Impulse (COSI) parameter, was introduced at the 2006 International Conference of Coastal Engineering (ICCE) in San Diego and further discussed at the ICCE 2008 in Hamburg. COSI is based on the conservation of linear, horizontal momentum to combine storm surge, wave dynamics, and currents over the storm duration. Both tropical storms (hurricanes) and extra-tropical storms (northeasters) can produce similar COSI parameters. Potential implications of such a storm classification system include the evaluation of potential coastal erosion and coastal infrastructure, as well as providing a universal storm strength indicator that is directly tied …

FEMA's current guideline for coastal dune erosion is called the 540 Rule. The intent of the 540 Rule is to act as a boolean guideline for dune protection. If a dune is validated as being substantial against the 1 % Annual Chance Storm Water Elevation Level by the 540 Rule, then the area behind the dune is considered to be susceptible to less energetic flooding. Surface resistance to nonspecific protein adsorption, cell/bacterial adhesion, and biofilm formation is critical for the development and performance of biomedical and analytical devices. Significant needs and efforts have been made in the development of biocompatible and bioactive materials for antifouling surfaces, but much of the work retains an empirical flavor due to the complexity of experiments and the lack of robust theoretical models. A low-complexity, near-optimal transmit antenna selection algorithm is proposed for multi-relay networks where all nodes are equipped with multiple antennas. We first establish a system model and a unified capacity maximization framework for a two-hop opportunistic relaying scheme where the source node (S) transmits signals to multiple relay nodes (R) in the first time slot, and the selected relay antennas and their corresponding relay nodes receive, decode and forward the messages to the destination (D) in the second time slot. based on the system model, we develop a transmit antenna selection algorithm that maximizes the network capacity assuming that the …

Throughout the United States, state highway revenue, which is dominated by receipts from fuel taxes, has failed to keep up with expected investments required for infrastructure preservation and improvement. The reasons for this trend include the increasing fuel efficiency of vehicles, slowing of the growth in vehicle-miles of travel, and the erosion of the purchasing power of the dollar due to inflation. This development motivates highway agencies not only to seek revisions of existing funding structures but also to consider potential alternative sources.

In 2003, the Indiana Department of Transportation and the Federal Highway Administration allowed a test section of Porous Friction Course (PFC) to be placed on I74 east of Indianapolis. The design, construction and early performance of that surface were compared to an adjacent SMA surface and a conventional Superpave HMA surface in a report prepared for the Institute for Safe, Quiet and Durable Highways (1). The early performance indicated that the PFC offered several advantages over the SMA and the conventional surfaces, including reduced tire/pavement noise, high friction and surface texture, and reduced splash and spray.
