This newsletter introduces the new ASABE (American Society of Agricultural and Biological Engineers) Standard D384.2, Manure Production and Characteristics. This new standard provides an equation-based approach that integrates animal feeding program and performance into the final estimate of total solids, nitrogen, and phosphorus excretion for seven livestock and poultry species. This article reviews the opportunity this standard provides for improving accuracy of farm-specific nutrient management planning and introduces an educational opportunity for users to be introduced to new software for using the standard.

A Reconfigurable Distributed Computing Fabric Exploiting Multilevel Parallelism, Charles L. Cathey, Jason D. Bakos, Duncan A. Buell

This paper presents a novel reconfigurable data flow processing architecture that promises high performance by explicitly targeting both fine- and course-grained parallelism. This architecture is based on multiple FPGAs organized in a scalable direct network that is substantially more interconnect-efficient than currently used crossbar technology. In addition, we discuss several ancillary issues and propose solutions required to support this architecture and achieve maximal performance for general-purpose applications; these include supporting IP, mapping techniques, and routing policies that enable greater flexibility for architectural evolution and code portability.

A new means for providing wireless communication has been currently proposed. It is based on aerial vehicle known as High Altitude Platform or Stratospheric Platforms (SPF). The SPF will be operated at an altitude of 17-22 km above the ground. The fuzzy clustering method of Gustafson- Kessel algorithm is used to classify input-output data into several clusters based on distance similarity of a member of input-output data from center of cluster. The effect of turbulence on laser propagation is a significant challenge to current electro-optical systems. While atmospheric compensation techniques in space object imaging and high-energy laser weapons have been thoroughly investigated, optimizing these techniques for Laser Communication (LaserCom) has not been examined to the same degree. Average Strehl ratio is the typical design metric for current atmospheric compensation systems. However, fade probability is the relevant metric for LaserCom. The presence of nearby boundaries in a wind tunnel can lead to aerodynamic measurements on a model in the wind tunnel that differ from those that would be made when the boundaries of the moving fluid were infinitely far away. The operation of aircrafts depend heavily on closed-loop digital flight control systems which can be disrupted or upset by errant neutrons at aircraft flight altitudes. These upsets, called single-event upsets, range from data corruption to short circuits which can potentially cause physical damage to digital devices and unexpected behaviors in flight controls. Mathematical modeling has been used to interpret anatomical and physiological data obtained from metabolic and hemodynamic studies aimed at investigating structure-function relationships in the vasculature of the lung, and how these relationships are affected by lung injury and disease. The indicator dilution method was used to study the activity of redox processes within the lung. A steady-state model of the data was constructed and used to show that pulmonary endothelial cells may play an important role in reducing redox active compounds and that those reduction rates can be altered with oxidative stress induced by exposure to high oxygen environments. A 1x1024 InGaAs linear hybrid focal plane array (FPA) with CMOS readout was characterized at room temperature to analyze its electrical and optical properties and to measure its performance parameters.

The most important parameter of an FPA is the gain constant K, which allows conversion of the FPA output measurement unit from digital counts into the number of generated signal electrons. For FPAs with CMOS readout, the commonly used meanvariance method for determining K often underestimates its value. Accurate prediction of temperature variation of power semiconductor devices in power electronic circuits is important to obtain optimum designs and estimate reliability levels. Temperature estimation of power electronic devices has generally been performed using transient thermal equivalent circuits. In the presence of varying load cycles, it has been typical to resort to a time-domain electrical simulation tool such as P-Spice or SABER to obtain a time series of the temperature profiles. However, for complex and periodic load cycles, time-series simulation is time consuming. This study explored the perceptions of civil engineers regarding continuing professional competency requirements for license renewal. In this study,continuing professional competency is assumed to have a direct relationship to public welfare and safety. The policy of mandatory continuing education was adopted primarily for this reason. Currently, mandatory continuing education is adopted by 29 states as the method of assuring continued professional competency.

Many professionals, however, have not welcomed this mandatory continuing education (MCE) policy. The reason for this opposition is the claimed ineffectiveness of this policy in fostering continued competency. In addition, the regulatory boards and policy advocates have not …

The ability to gather and process information on the condition of forest fires is essential to fighting the fires in a cost-effective, safe, and efficient manner. While high-altitude, long-endurance (HALE) unmanned air vehicles (UAVs) are currently used for fire surveillance; they are an expensive and scarce resource. As a proposed alternative, low-altitude, short-endurance (LASE) UAVs offer lower costs, quicker response times, and high- resolution information. (2) If other environmental factors can predict the bacterial water quality. The current indicator organism of choice for bacterial water quality of waters in the State of Virginia is enterococci, for estuarine and brackish waters. Video stream enhancement is a key fixture in a wide variety of applications from video surveillance, automatic navigation, medical imagery, to facial/object recognition systems. When a video stream contains non-uniform lighting it can be difficult to obtain what is in the darker regions without over enhancing brighter regions. As a stochastic search method, evolutionary algorithm (EA) is an emergent optimization algorithm mimicking the natural evolution, where a "biological population" evolves over generations to adapt to an environment by selection, recombination, and mutation.
