During the 1986 General Assembly the Extended-Weight Coal Haul Road System was created by the Kentucky State Legislature. This system was defined to include those highways where more than 50,000 tons of coal had been hauled during the previous year. Trucks hauling coal on the extended-weight system were authorized to exceed the normal weights limits through the payment of an annual decal fee.
In efforts to identify the benefactors of the extended coal haul system legislation, this study has been conducted to identify the overall economic impact of hauling heavier total gross weights by coal truck on the highway infrastructure …

In contrast to conventional explosives which constitute rapid decomposition of the molecular structure acconlpanied by the release of large volumes of gaseous products, heterogeneous mixtures in the SHS realm react by progression of a thermal wave at velocities far below the speed of sound in such mixtures. Interestingly, ultrafast solid phase reactions can be initiated under the right conditions. A shock wave compresses the solid mixture to densities well beyond the theoretical mean ambient density (TMD) and compression becomes the major form of preheating. In addition, elastic potential energy is pumped into the lattice structure to induce severe distortion and …

Reservation-based scheduling delivers a proportion of the CPU to jobs over a period of time. In this paper we argue that automatically determining and assigning this period is both possible and useful in general purpose soft real-time environments such as personal computers and information appliances. The goal of period adaptation is to select the period over which a job is guaranteed to receive its portion of the CPU dynamically and automatically. The choice of period represents a trade-off between the amount of jitter observed by the job and the overall efficiency of the system. Secondary effects of period include quantization …

Experimental results from the Interface Configuration Experiment (ICE) performed aboard the Space Shuttle and the Mir Space Station are reported. The experiment concerns fluid interfaces in certain ‘exotic’ containers in a low-gravity environment. These containers are rotationally symmetric and have the property that for given contact angle and liquid volume, a continuum of distinct rotationally symmetric equilibrium configurations can appear, all of which have the same mechanical energy. These symmetric equilibrium configurations are unstable, in that deformations that are not rotationally symmetric can be shown mathematically to yield configurations with lower energy. Contaminant transport models should be evaluated over a wide range of conditions to determine their limitations. The models PRZM and GLEAMS have been evaluated many times, but few studies are available in which predicted movement in runoff and percolate were simultaneously evaluated against field data. Studies of this type are essential because pesticide leaching and runoff are mutually dependent processes. For this reason, PRZM-3 and GLEAMS were evaluated for their ability to predict metribuzin concentrations in runoff, sediment, subsurface soil, and pan lysimeters under three field conditions (yard waste compost amended, no-till, and conventional-till) on a Lowell silt loam soil. …

Approximately 93 percent of all pavements in the United States are surfaced with hot-mix asphalt (HMA). For many decades, most asphalt pavements were designed using the Marshall mix design method. In 1987, the Strategic Highway Research Program was established with 50 million dollars being allocated for asphalt pavement research. From that research, a new asphalt mix design procedure, called Superpave, was developed. Many states have adopted, or are in the process of adopting, this procedure, including Kentucky. In 1995, Kentucky placed its first Superpave mixture on KY 676 in Franklin County. In 1998, the Kentucky Transportation Cabinet requested that the …

Crystalline WO3-x is an infrared (IR) electrochromic material having possible applications in satellite thermal control and IR switches. Optical constants of electrochromic materials change upon ion intercalation, usually with H+ or Li+. Of primary concern for device design are the optical constants in both the intercalated and deintercalated states. In situ and ex situ ellipsometric data are used to characterize both the deposition process and the optical constants of the films. Tractive performance comparisons among five different size tires were made on two different surface conditions, a wheat stubble field and a tilled wheat stubble field. Radial 18.4R46, 20.8R42 and 710/70R38 radial tires; and bias 750/65-38 and 850/55-42 tires were used. Instrumentation to evaluate tractive performance was installed on a two-wheel drive and a mechanical front wheel drive agricultural tractor. Axle torques, drawbar pull, travel speed, and engine rpm were recorded for a series of drawbar pulls on the two soil surfaces. The Air Force Class A aviation mishap rate has hovered around 1.5 mishaps per 100,000 flight hours since 1985. Recent attention on Air Force accidents has caused the leadership to seek to reduce its mishap rate. The Army's Class A aviation mishap rate declined after it implemented risk management (RM) principles in 1987. This reduction caught the attention of Air Force leadership who have since stated that the application of operational risk management (ORM) is how the Air Force will reduce, even eliminate, mishaps. Double-pass laser amplifiers have advantages of compactness and efficiency in the amplification of optical signals, and such amplifiers have been employed in a wide range of optical systems. Work in this area is reviewed briefly, and analytical solutions are obtained for the intensity of the electromagnetic waves in double-pass homogeneously-broadened high-gain laser amplifiers. Expressions are derived relating the output power to the input, including the effects of arbitrary mirror reflectivity and frequency detuning from line center. In the limits of weak saturation and of high reflectivity the results are consistent with earlier studies.

The detection and robustness of the watermark signal is studied from a communications point of view. The contributions of this dissertation are presented in two parts. A triboelectrostatic separation apparatus includes a mixing chamber having opposed first and second charging ports, a separator having a separation chamber, first and second electrodes, and a variable voltage source for applying respective positive and negative voltage potentials to the electrodes. First and second particle streams are delivered through the first and second charging ports resulting in the impingement of the particle streams upon each other within the mixing chamber, thus enhancing the electrostatic charging of the particles contained within the particle streams. As part of the Sustainable Green Manufacturing Program, the corrosion resistance of sputtered tantalum is being studied in order to evaluate it as a replacement coating for electroplated chrome. Many methods and implications of long-terrn HRV were available in the literature. The first two studies focused on two data analysis techniques that were used on a normal subject. Causing no coagulation is one of the advantages of water jet because it generates no heat. It also provides omni-directional cutting capabilities at very high speeds, resulting edge quality that is usually superior to other existing conventional cutting processes. Colored light is used in movies, restaurants, and other situations to create particular environments. It creates a mood and sets a stage for specific events.
This study used colored light to create relaxation and stress in order to evaluate physiological reactions in the human body. In all four studies of this paper, EEG, EKG, and peripheral blood flow were recorded and observed and in the latter two studies peripheral temperature and conductance were also recorded. An audio stressor was introduced in the first three studies to evaluate the stability of the altered mood of the individuals.

The focus of the presentstudy was centered on the modeling analysis to support the Permeable Reactive Barrier (PRB) design. The flow model formulated to simulate the Permeable Reactive Barrier System integrated the available geologic, hydro geologic and geo-chemical data from numerous recent installations to simulate a subsurface ground water scenario.
Different generic cases that a PRB system would fall into were identified based on its utility and aquifer conditions and then employed to produce different model adaptations. In this work, feasibility of using low cost, low resolution sensor for high performance brushless dc (BLDC) motor speed control is investigated. Conventional control, using a tachometer or high resolution encoder, suffers from drawbacks such as high cost, large physical volume, and high sensor processing bandwidth. On the other hand, sensorless BLDC motor, appealing in its hardware simplicity, does not provide sufficient fast performance. Using a standard low resolution sensor, such as a hall sensor or commutation encoder, a compromise between cost and performance can be obtained. The use of the classically conditioned eyeblink response, a form of associative learning, is a growing method of experimentation in modem science. This type of associative learning, has many features that make it useful for applications in the study of specific neurological functions. The use of ultra thin oxide films in modem semiconductor devices makes them increasingly susceptible to damage due to the hot carrier damage. Deuterium in place of hydrogen was introduced by ion implantation at the silicon oxide-silicon interface during fabrication to satisfy the dangling bonds. Deuterium was implanted at energies of 15, 25 and 35 keV and at a dose of 1x1014/cm2. Some of the wafers were subjected to N2O annealing following gate oxide growth. Powerline control signaling using CEBus has great potential towards inexpensive home automation. CEBus transmits at 10 kBps using spread spectrum in the 100-400 kHz band while X-l0 sends 60 Bps using bursts of 120 kHz carrier on the power line. However, these two signals may destructively interfere when present simultaneously. X-10 is narrow band and interferes with the CEBus spread spectrum signal. A new method for preparing Pt-supported bilayer lipid membrane (Pt-BLM) on Pt electrode cleaned by high power ultrasound was reported. The reported method was convenient, costing less platinum and could be used to form large-area Pt-BLM as compared with the traditional Pt-wire-cutting method. The electrical properties of Pt-BLM were studied using electrochemical impedance spectroscopy and cyclic voltammetry. Experimental results showed that the values of membrane capacitance and the voltammetric characteristics were consistent with those of Pt-BLM prepared by traditional method.

Electrooxidation of hypophosphite anions on polycrystalline nickel in alkaline solutions has been investigated by cyclic voltammetry and open circuit potential measurements. The results are explained based on the mechanism that the first step of hypophosphite oxidation is the adsorption of hypophosphite ions on nickel, followed by the homolysis of its hydrogen bond with the formation of radicals. The oxidation of hypophosphite on nickel in alkaline medium occurs at lower potentials between ca. -0.8 V— -1.1 V (SCE) and phosphite ion is the only oxidation product. In this paper, Todorokite manganese oxides containing Li+ with large tunnel structure (sample M5) have been synthesized by hydrothermal methods from natural manganese oxide nano fiber (sample M4). The structure and composition of the samples were characterized and analyzed by XRD, ICP, TGA and DTA. Its electrochemical behavior as a cathode materials for rechargeable lithium ion insertion were studied by galvanostatic charge/discharge measurements. XRD results show that the sample M4 is mainly composed of Birnessite and Vernadite structure. Although the sample M4 shows a high initial capacity of approximately 150 mAh/g, its performances decrease gradually over 30 cycles. It …
