Kentucky Transportation Center Research Report

Each year the Kentucky Transportation Center publishes the Traffic Collision Facts report in collaboration with the Commonwealth of Kentucky, Kentucky State Police, and Kentucky Transportation Cabinet. This is the fiscal year 2022 report, which covers collisions reported during calendar year 2021. For the year, 734 fatal crashes, 20,117 nonfatal crashes, and 88,440 property damage only crashes occurred on the state’s roadways. Overall, 109,291 crashes were reported in calendar year 2021, a 8.4 percent increase over calendar year 2020.

KENTUCKY’S TRAFFIC COLLISION FACTS report is based on collision reports submitted to the Kentucky State Police Records Branch. As required by Kentucky Revised Statutes 189.635:

“Every law enforcement agency whose officers investigate a vehicle accident of which a report must be made...shall file a report of the accident...within ten days after investigation of the accident upon forms supplied by the bureau.”

The stated purpose of this requirement is to utilize data on traffic collisions for such purposes as will improve the traffic safety program in the Commonwealth.

This report documents analysis of traffic crash data in Kentucky. A primary objective of this study was to determine average crash statistics for Kentucky highways. Where used, rates were calculated for various highway types and for counties and cities. Difference criteria were used for exposure.

Average and critical numbers, SPFs, and crash rates were calculated for various highway types in rural and urban areas. These metrics rely on crashes identified on highways where Annual Average Daily Traffic (AADT) volumes were available. Data in this report may be used to help identify problem areas.

This manual describes the Crash Data Analysis Tool (CDAT), which can be used by KYTC staff and the agency’s work partners to securely access crash datasets. CDAT users can query and download data using flags stored during post-processing. Unlike KyOPS, however, CDAT’s location data are validated using geographic coordinates and several of county, route, and milepoint fields to ensure crashes are properly geocoded. Kentucky crash data for the 2015-2016 period reveal that per capita crash rates and increases in crash-related fatalities in the state outpaced the national average. To explain why the U.S. Southeast sees higher crash rates than other regions of the country, previous research has argued the region’s unique socioeconomic conditions provide a compelling explanation. Taking this observation as a starting point, this study uses an extensive crash dataset from Kentucky to examine the relationship between highway safety and socioeconomic and demographic characteristics. Road traffic crashes are a leading cause of death in the United States. In Kentucky, per capita crash rates and crash-related fatalities have outpaced the national average for over a decade. Executive Summary

Researchers compared the 2013 to 2017 fatal crash data from the KSP database to the crash data from the FARS database to check the consistency and accuracy of alcohol and drug involvement reporting for drivers in the KSP database. The indications of alcohol and drug involvement in the FARS database were used as the ground truth due to the inclusion of laboratory test results confirming the presence of alcohol and/or drugs in a driver’s system. The Kentucky Transportation Cabinet (KYTC) has moved toward a data-driven decision-making process, the Strategic Highway Investment Formula for Tomorrow (SHIFT), to allocate funds for highway improvement projects. SHIFT requires that candidate projects be scored on five critical metrics: safety, asset management, congestion, economic growth, and benefit/cost analysis.

The measure of congestion used in SHIFT 2018 was a combination of volume-to-service flow ratio (VSF) and design hourly volume (DHV). VSF is a traditional performance measure developed based on limited data, primarily for sketch planning purposes. However, it does not accurately reflect the dynamics of traffic congestion of many facilities.

In Kentucky, salvage titles are issued when a vehicle has been wrecked, destroyed, or damaged and the cost of repairs exceeds 75 percent of the vehicle’s fair market value. Once a vehicle is repaired to roadworthy condition it is issued a rebuilt title. Kentucky issued 110,000 rebuilt and salvage titles in 2018. Over the 2014 to 2018 period, the number of rebuilt and salvage titles issued climbed 31 percent. The economic impact of rebuilt and salvage titles in Kentucky is considerable — approximately $331 million in 2018, based on data for the taxable values or sales prices of vehicles.

The bulk of the materials pass through without incident, but some vehicles carrying them are involved in roadway incidents and/or accidents. However, first responders and management personnel lack clear knowledge of what hazardous material commodities are on central Kentucky’s roads. Executive Summary

Fatalities resulting from traffic crashes in Kentucky increased from a low of 638 in 2013 to 834 in 2016 (a 31% increase), and there is not a full understanding of the underlying causes for this trend. This study analyzes fatal crashes using data from both Kentucky’s crash reports and the National Highway Traffic Safety Administration’s (NHTSA) Fatal Accident Reporting System (FARS) to identify countermeasures to combat increasing fatal crash rates. In addition, this study compares Kentucky’s crash reports to the fatal crash data in FARS to identify data inconsistencies and recommend procedures to eliminate these inconsistencies.

Reflective cracking inevitably occurs when asphaltic concrete (AC) is placed over an existing unfractured Portland cement concrete (PCC) pavement. However, manufacturers state their products will mitigate reflective cracking, therefore extending the pavement life cycle.

To evaluate the performance of each manufacturer’s product, an experimental test section consisting of a southbound and northbound segment was established on US 31W in Louisville, Kentucky. The funding for this project will help track the performance of each product from the construction phase through the long-term monitoring phase. Hall Construction performed all work.
