This study proposes a multi-period facility location formulation to maximize coverage while meeting a coverage reliability constraint. The coverage reliability constraint is a chance constraint limiting the probability of failure to maintain the desired service standard, commonly followed by emergency medical services and fire departments. Further, uncertainties in the failure probabilities are incorporated by utilizing robust optimization using polyhedral uncertainty sets, which results in a compact mixed-integer linear program. A case study in the Portland, OR metropolitan area is analyzed for employing unmanned aerial vehicles (UAVs) or drones to deliver defibrillators in the region to combat out-of-hospital cardiac arrests. E-commerce volumes and home deliveries have experienced steady growth in the last two decades. Strict COVID-19 lockdowns made home delivery an essential service and a lifeline for many households that, for travel restrictions or health concerns, were not able to utilize traditional shopping methods. This research studies the impact of socio-demographic variables and e-commerce attitudes on household deliveries for seven product categories (groceries, meals, electronics, household and office goods, recreational items, and fashion, beauty and personal care products, and medicine/health-related products) during the lockdown period in the greater Portland metropolitan region. This paper presents the results of an online survey of licensed driver comprehension of the right-turn signal displays with a focus on the flashing yellow arrow (FYA) and also including the circular green and red and red arrow. Recruitment postcards were mailed to a random sample of 9,872 residents in Oregon. The online survey yielded 399 responses. The open-ended responses were coded for comprehension and analyzed. The results suggest that FYA for right turns is well understood by Oregon drivers despite its current novelty (only two locations at the time of the research). Improved bicycle infrastructure has become increasingly common in the United States as cities seek to attract new riders, including the demographic who do not feel comfortable riding with motor vehicle traffic. A key tool in designing low-stress networks is the use of separated or protected bicycle lanes, and intersections are the critical links. This paper presents an analysis of the perceived level of comfort of current and potential bicyclists from 277 survey respondents who rated 26 first-person video clips of a bicyclist riding through mixing zones, lateral shifts, bend-in, bend-out, and protected intersection designs. A concern raised by some motorists in relation to the presence of bicycles on urban roads without bicycle lanes, discussed in part of the traffic literature, is that cyclists will slow down motorized vehicles and therefore create congestion. This study employs a random parameters binary logistic regression (LR) to characterize the impact of environmental and structural parameters on concrete highway bridge deck deterioration nationwide. Two specific gaps in the literature are addressed: (1) the use of a nationwide dataset for analysis, and (2) the implementation of a methodology to account for unobserved heterogeneity. A total of 3,262 bridge deck deterioration observations derived from the authors’ nationwide concrete highway bridge deck performance inventory (NCBDPI) database were used in this study. A right-hook (RH) crash is a common type of bicycle–motor vehicle crash that occurs between a right-turning vehicle and through-moving bicycle at an intersection in right-hand driving countries. Despite the frequency and severity of this crash type, no significant driver-performance based evidence of the causes of RH crashes at signalized intersections was found in the literature. Drones are increasingly being utilized to deliver medical supplies, and the COVID-19 pandemic has accelerated this trend. Drones arrive quickly by taking more direct paths and avoiding ground-based obstructions. However, drones are not completely reliable and may also experience failures and delays. For consumer products, delivery delays are an inconvenience, but for some medical supplies, delays may be fatal. This research evaluates how well unprotected bicycle lanes function as dedicated travel lanes for bicyclists. Two types of bicycle lanes are included in this study, including on-street bicycle lanes demarcated with painted lines on the vehicular roadway and bicycle lanes at-grade with, and immediately adjacent to, the pedestrian sidewalk. Specifically, the research is focused on how people behave and interact on street segments with these facilities in place. An appropriate spatial resolution plays a significant role in any travel demand models. It directly impacts the level of detail of model input data, outcomes, and sensitivities (Castiglione et al., 2014; Moeckel and Donnelly, 2015). Compared to motorized or bicycle travel, pedestrian trips occur over a shorter travel distance and they are sensitive to environmental conditions at a much finer grain. Past research efforts have shown that cyclists’ safety, stress, and comfort levels greatly affect the routes chosen by cyclists and cycling frequency. Some researchers have tried to categorize cyclists’ levels of traffic stress utilizing data that can be directly measured in the field, such as the number of motorized travel lanes, motorized vehicle travel speeds, and type of bicycle infrastructure. This paper is a review of the state-of-the-art trip generation methods for land use transportation impact estimation. First, it provides an overview of the more recent available and peer-reviewed estimation methods. In the past decade, the methods for estimating multimodal transportation impacts of urban land use development have improved substantially. One assumption commonly made in these new methods is that overall person-trip rates at similarly-sized establishments of the same land use do not vary across a region. This is an assumption of convenience to permit the adjustment of ITE Trip Generation vehicle trip rates for use in different urban environments. Over the last decade, the Oregon DOT and other agencies have systematically implemented many pedestrian crossing enhancements (PCEs) across the state. This study explored the safety performance of these enhanced crossing in Oregon. Detailed data were collected on 191 crossings. Supplemental data items included crossing location information, route characteristics, surrounding land use and crossing enhancement descriptions. Pedestrian volume at the crossing locations was a highly desirable but unavailable data element. In the past decades, the demand for high-resolution event-based traffic signal indication and detector data has increased due to the need for the collection and reporting of performance measures. This paper will first lay a groundwork for why this type of data acquisition is important, followed by the introduction of a new low-cost, user-friendly, high-resolution traffic signal event-based recorder—TraSER, with integrated video. This paper describes TraSER’s structure, operating principles, and field applications. Congestion and travel delay on urban roadways can influence the roadways’ operating costs and service attractiveness. This research used high-resolution bus data to examine sources of delay on urban arterials. A set of tools was created to help visualize trends in bus behavior and movement; these tools allowed larger traffic trends to be visualized along urban corridors and streets. With buses as probes and examining aggregated bus behavior, contoured speed plots were used to understand the behavior of roadways outside the zone of influence of bus stops.
