Recent executive orders and international agreements require the United States to significantly reduce its carbon and greenhouse gas emissions. The DoD is a significant contributor to the carbon emissions of the USA and will be required to reduce the emissions. Therefore, in order to make appropriate programmatic decisions the DoD needs to develop an appropriate method for estimating carbon and making programmatic decisions; trading-off carbon emissions with the traditional cost-schedule-performance metrics. This thesis examines the possibility of developing a model that can be used to estimate the carbon footprint of producing a system before detailed engineering designed have been complete.

Hydrologic Profiles And Geospatial Trend Analysis Evaluating Recurrent Flooding At Coastal U.S. Air Force Installations, Dylan D. Bechen

Military installations are exposed to numerous threats, including a changing climate and the risk of recurrent flooding. The four components of recurrent flooding are sea-level rise, tidal fluctuations, storm surges, and precipitation. This research analyzed 40 years of historical precipitation and tidal data at 17 coastal U.S. Air Force installations using indicators of both peak and threshold exceedances to identify long-term temporal trends in the hydrologic components that make up recurrent flood risk, establishing an installation’s “hydrologic profile” which can be used to better inform decision makers when evaluating portfolio-wide adaptation strategies and prioritization of long-term infrastructure investments.

The Department of Defense needs energy sources beyond petroleum products to effectively combat area denial strategies employed by its adversaries. Petroleum fuels are expensive, they have deleterious environmental impacts, and most of the world’s oil reservoirs are in volatile countries. A proposed alternative energy carrier is reacting aluminum with water to produce hydrogen and using the hydrogen as a fuel source. Normally aluminum forms a protective oxide layer that prevents continuous reaction but if aluminum is mixed with a 3.5% by weight gallium-indium eutectic, the oxide layer cannot form, and the reaction is sustainable. Ultra-compact combustors (UCC) are an innovative approach to improving overall engine efficiency and thrust-to-weight ratio by reducing the axial length and weight of the engine. Previous efforts looked at integrating a UCC into a small-scale JetCat P90 engine utilizing gaseous propane fuel. The current investigation aimed to utilize the previous compact combustor design and switch fuels to liquid kerosene. Based on the results from testing, a new combustor was designed equipped with a different flame holding mechanism at the larger P400-scale while maintaining a length savings of 20%. Impulsive thrusters on small satellites, such as CubeSats, are typically used for attitude control. However, to become more agile, small CubeSats must also look to propulsion systems utilizing impulsive thrusters, such as cold-gas, for translational maneuvers. The combined thrust vector is often misaligned with the system's center of mass resulting in a disturbance torque. This must be counteracted by either an attitude determination and control system (ADCS), additional thrusters, or a control method to keep the satellite's attitude at or near equilibrium. This research focused on designing an arcjet system with water as the propellant. Previous research developed a compact, reliable, and safe propellant storage and feed system. The goal is to combine the arcjet with the previous tank to achieve thrust and specific impulse characteristics greater than cold gas or resistojet system. This platform features a 1 U, non-hazardous, and sub-kilowatt powered propulsion system for nanosatellites. A gap exists in imaging capabilities necessary for Space Domain Awareness, at Geostationary Equatorial Orbit (GEO) distances and beyond. Synthetic Aperture Silhouette Imaging (SASI), which resolves a space object's silhouette with measurements of the diffraction pattern cast by the object's occultation of a distant star, provides a new method that may be used to characterize these satellites. Various configurations of a cropped delta wing featuring a NACA 0012 wing-section were evaluated experimentally at a Reynolds number of 5.0 x 105 in the Air Force Institute of Technology Low-Speed Wind Tunnel facility. The effects of active flow control (AFC) and passive boundary-layer fences (BLF) were shown to improve high angle of attack delta wing performance. The AFC BLFs were shown to replicate the performance enhancements found in passive BLFs without incurring a drag penalty. Members of the armed forces greatly rely on having an effective and efficient medical evacuation (MEDEVAC) process for evacuating casualties from the battlefield to medical treatment facilities (MTF) during combat operations. This thesis examines the MEDEVAC dispatching problem and seeks to determine an optimal policy for dispatching a MEDEVAC unit, if any, when a 9-line MEDEVAC request arrives, taking into account triage classification errors and the possibility of having blood transfusion kits on board select MEDEVAC units. A study of defensive architectures for combating hypersonic glide vehicles (HGVs) via interception with a ground-based interceptor (GBI) is presented. Pursuit-evasion differential games are formulated for numerical simulation of the interception engagements. A one-sided optimal control problem wherein the evader HGV is optimized and the pursuer GBI employs a suboptimal proportional navigation control strategy is solved. The solution space is characterized by varying the pursuer initial velocity advantage relative to the evader. With disposable equipment on board, the emphasis on structural strength and robust thermal protection system (TPS) pales for a conventional satellite in comparison to reentry capsules, which are specifically designed to withstand the intense aerothermodynamic effects experienced during reentry. In this research, six degree-of-freedom (6DOF) analyses of three distinct non-aerodynamic satellite bus configurations were performed with emphasis on the investigation of their terminal reentry characteristics, and thermal and deceleration loading on the satellite body. The low cost, small form factor, and use of Commercial-Off-The-Shelf components make CubeSats an ideal platform for university use given their unique constraints. Since 2000, roughly 55% of CubeSats developed by universities fail to meet mission goals. Mission assurance, which is used to increase confidence in mission success, is based around traditional government programs, and does not provide an adequate road map for universities. Leaving them without specific guidance in tailoring mission assurance activities to operate within their constraints. This paper adapts these traditional practices to develop a baseline mission assurance framework for university CubeSat programs.

The United States Air Force is researching vision-based AAR and different methods for this actualization. Previous work has established a computer vision based pipeline with ICP. This work focuses on how ICP can become resilient to boom occlusion by minimizing errors and discusses the limitations of ICP in the face of occlusions. Specifically, we look at various filtering techniques to remove non-salient points. To register point clouds while maintaining real time interactivity, this work also presents a method for downsampling high resolution camera calibrations to preserve real-time processing and significantly decrease the vision pipeline latency.

Any Automated Aerial Refueling (AAR) solution requires the quick and precise estimation of the relative position and rotation of the two aircraft involved. This is currently accomplished using stereo vision techniques augmented by Iterative Closest Point (ICP), but requires post-processing to account for environmental factors such as boom occlusion. This paper proposes a monocular solution, combining a custom-trained single-shot object detection Convolutional Neural Network (CNN) and Perspective-n-Point (PnP) estimation to calculate a pose estimate with a single image. Gallium oxide is a relatively new semiconductor material with characteristics auspicious for high frequency and high-voltage applications. Although several research groups have already demonstrated radio-frequency (RF) devices on Ga2O3 with remarkable features, there is still room for improvement. For instance, the operating frequency of RF field-effect transistors (FET) decreases with the parasitic capacitance, which can be counteracted by higher gate capacitance. This ex-post-facto, archival, single-case, research study explored early failures of magneto ignition systems in the training aircraft fleet operated by FIT Aviation, LLC (FITA). In 2012, an increasing number of early magneto failures prompted FITA to outsource the overhaul work to a specialty overhaul provider. Despite contracting out the overhauls, the early magneto failures continued to increase. Archival data, from the beginning of 2007 through the first quarter of 2017, came from engines logbooks associated with 48 Piper aircraft. USTRANSCOM (United States Transportation Command) sends containers to various overseas destinations, mainly commercial container shipping companies. Delivering the containers to the destinations on time is important to support the United States (US) Forces deployed in foreign countries. This study analyzes container shipment records for two years from 2019 to 2021 and prepares insights for USTRANSCOM. This study utilizes descriptive statistics, data visualization, and one-way analysis of variance (ANOVA). According to the records, almost half of the containers (41.25%) were delivered late for one day or longer. The container with the longest delay took 408 days. Major reasons for delays included …

Various navigational algorithms have been developed as a solution to estimate a UAV’s pose relative to the refueler aircraft. The result can be used to safely automate aerial refueling (AAR) to improve UAVs’ time-on-station and ensure the success of military operations. This research aims to reach real-time performance using a GPU accelerated approach. The majority of research on covert networks uses social network analysis (SNA) to determine critical members of the network to either kill or capture for the purpose of network destabilization. This thesis takes the opposite approach and evaluates potential scenarios for inserting an agent into a covert network for information gathering purposes or future disruption operations. Due to the substantial number of potential insertion scenarios in a large network, this research proposes three screening heuristics that leverage SNA measures to reduce the solution space before applying a simple search heuristic.

The feasibility of using GPS data to detect fireballs is analyzed by first modeling the fireball’s trail diffusion and plasma chemistry to get a resulting ion density profile of the trail over time. The signal perturbation caused by the fireball trail is simulated for a ground receiver using an analytic solution for diffraction from a Gaussian lens. Five cases were modeled with varying initial peak ion densities and altitudes taken from fireball and reentry vehicle data. Each year, the Air Force Personnel Center determines which career field newly commissioned officers will serve under during their time in the Air Force. The career fields are assigned while considering five priorities, dictated by Headquarters Air Force, Manpower and Personnel: target number of cadets, education requirements, average cadet percentile, cadet source of commissioning, and cadet preference. A mixed-integer linear program with elasticized constraints is developed to generate cadet assignments according to these priorities.
