This thesis develops five analytical models to understand the current ground refueling process, to optimize the airfield configuration and to determine the refueling policy which maximizes throughput, the primary measure of airfield efficiency. This study models the airfield refueling process as a continuous time Markov process to adequately represent the inherent stochastic nature of the transitory ground refueling system and provide an analytical evaluation of various airfield configurations. A wall-mounted semi-cylindrical model fitted with a single wrap-around fin (WAF) has been investigated both numerically and experimentally, with the objective of characterizing the mean and turbulent flowfield in the vicinity of the fin. Numerical and experimental results are used to determine the nature of the flowfield and quantify the effects of fin curvature on the character of the flow near WAFs. This research has been motivated by the need to identify possible sources of a rolling moment reversal observed at high speeds in sub-scale flight tests. This thesis addresses the application issues raised implementing flight control designs derived from optimal control theory and the challenges in obtaining acceptable handling qualities when using these techniques. Using the USAF TPS FCS project as the controller architecture, four controllers were designed using classical methods, and H2, H3, and mixed H2/H optimal control theory. These designs were implemented in the Calspan VSS II Learjet, simulating unstable aircraft longitudinal dynamics and a limited handling qualities flight test evaluation was performed. The C-17 test and evaluation community has been testing different aircraft formation geometries in search of a configuration which minimizes paratrooper encounter with the wake vortices of upstream aircraft. This thesis develops a simulation tool that the C-17 test and evaluation community can utilize as an advanced risk assessment model to use on proposed formation geometries prior to live testing. The model is developed under the architecture of object-oriented simulation using MODSIM III and parallels similar efforts by the Aerodynamic Decelerator Technology community in creating object-oriented counterparts to already developed trajectory models of various degrees of freedom. Tricare, the triservice, triple-option, managed care plan for the uniformed services, incorporates a managed care support contract to complement Military Treatment Facilities. Currently being implemented throughout the CONUS, Tricare provides more equitable health care service to all military beneficiaries, improved access to care, a reduction in health care costs, and provides beneficiaries with an expanded choice of medical-care providers. This thesis examines the Tricare program and reviews relevant health care literature, both military and civilian. This thesis effort focuses on the development of an object-oriented simulation of C-17 personnel airdrop operations and provides a tool for risk assessment of jumper and wingtip vortex interaction. Using the initial modeling efforts of the Wright Laboratory, this model expands those efforts to include random aircraft, wind and jumper movement within the simulation using MODSIM III as its language. Once the model was built, verified, and calibrated, it helped perform a preliminary analysis of jumper risk with varying element spacing and no crosswind. The Feature Space Trajectory Neural Network (FSTNN) is a simple yet powerful pattern recognition tool developed by Neiberg and Casasent for use in an Automatic Target Recognition System. Since the FSTNN was developed, it has been used on various problems including speaker identification and space object identification. However, in these types of problems, the test set represents time series data rather than an independent set of points. The methodology of Johnson, Baner, Moore, and Grant can be applied to large scale linear programming models. A methodology for optimality analysis of linear programs was developed to create metamodels using response surface methodology techniques such as experimental design and least squares regression. A metamodel consists of a simple equation which is able to predict the optimal objective function value of a linear program. The North Warning System (NWS), a joint program of the United States Air Force (USAF) and the Royal Canadian Air Force (RCAF), is responsible for the maintenance of 47 remote radar sites across northern Canada. NWS's current airlift operations, which support the radar maintenance activities, consist of both helicopters and fixed wing aircraft positioned at five support depots. This thesis considers whether a reconfiguration of these support depots and the assignment of radar sites to them can result in either an airlift or total cost savings for NWS. This research effort focuses on applying statistical process control (SPC) techniques to the departure reliability improvement process for Air Mobility Command, Mission Reliability Office. Basic SPC methods, including Pareto analysis, cause and effect diagrams, and control charts are determined to be effective tools for analyzing and assessing departure reliability. In addition, two more alternative measures of effectiveness for departure reliability are evaluated and compared using AMC's data. SPC methods are also shown to be useful in assessing in performance and in determining the reporting frequency for on-time performance information. The electromagnetic scattering from an arbitrarily shaped open cavity embedded in a perfectly conducting, infinite ground plane is examined. The cavity is filled with a linear, isotropic, homogeneous material. The fields in the cavity interior and above the ground plane are expressed in terms of the tangential fields on the cavity surface and aperture. A coupled set of three integral equations is developed governing the tangential fields on the aperture and cavity surface. The support of the unknown tangential fields is finite. Existing MultiChip Module (MCM) auto-routers either ignore crosstalk or use over simplified crosstalk approximations. Of the routers that do consider crosstalk, very few have the capability to correct crosstalk problems after they occur. This dissertation describes a router that not only has an internal crosstalk model for high speed MCMs which is more accurate than that of other existing routers, but also has the capability to use an online simulator to more accurately determine noise levels. A single-chain nested fork-join queuing network (FJQN) model of mobility airfield ground processing is proposed. In order to analyze the queuing network model, advances on two fronts are made. First, a general technique for decomposing nested FJQNs with probabilistic forks is proposed, which consists of incorporating feedback loops into the embedded Markov chain of the synchronization station, then using Marie's Method to decompose the network. Numerical studies show this strategy to be effective, with less than two percent relative error in the approximate performance measures in most realistic cases. This report presents the results of an investigation into the effects of elevator rate limiting and stick dynamics on longitudinal pilot-induced oscillations (PIO). A simulation study was conducted to prepare for the flight test, but also to gain insight into the effects of rate limiting and stick dynamics. Due to the non-numerical nature of the simulation results, a flexible three-phase flight test plan was developed, first varying the rate limits, then varying the stick dynamics, and finally flying a matrix determined in the first two phases. This thesis provides a methodology to analyze the sensitivity of a combat simulation relative to the capabilities of the modeled weapon systems. Response Surface Methodology (RSM) was the primary technique used for analysis. A ground battle scenario was developed with a commercial PC wargame Empire II: The Art of War(TM). In the computer verses computer mode, the wargame was transformed into a combat simulation'. A screening experiment was used to determine which of an original 23 weapon factors were actually significant to this scenario. This thesis describes the development of a methodology to model chemical weapons use in the Joint Staff's Joint Warfare Analysis Experimental Prototype (JWAEP) and to quantify the resulting effects. The methodology incorporates organic unit assets and theater-level chemical assets into JWAEP by using the three principles of nuclear, biological, and chemical defense (NBC) which reflect joint and Army doctrine, and combines them with the basic concepts already used in existing theater-level models. Currently there is no automated planning tool for the optimum positioning of USAF area surveillance assets for a theater level campaign. This research seeks to find the optimum or near optimum placement of the limited USAF airborne surveillance assets against a theater level target set. The problem of finding the optimum orbit points can be modeled as a classic maximal covering location problem (MCLP). Response surface methodology (RSM) is used for optimality analysis of the cost parameters in mixed integer linear programming. This optimality analysis goes beyond traditional sensitivity and parametric analysis in allowing investigation of the optimal objective function value response over pre-specified ranges on multiple problem parameters. Currently, the Air Force launches military satellites on expendable launch vehicles to low earth orbit (LEO), and with the use of a chemical upper stage or an apogee kick motor, moves the satellite to a higher orbit. This launch procedure is extremely costly because it requires additional launch preparations, technology considerations, equipment, and fuel. Also, the additional mass of the chemical upper stage causes a larger, and thus more expensive, launch vehicle to be required. The primary objective of this study was to develop an analytical methodology for evaluating an aircraft sortie generation process. The process is modeled as a closed network of general service queues with a fork join node to model concurrent servicing. The model uses the Mean Value Analysis (MVA) algorithm and general queueing network analysis by decomposition to approximate network performance measures including resource utilization and the overall sortie generation rate. The results of the study show that the analytical approximation's accuracy decreases as server utilization increases. However, when server utilization is kept in realistic ranges, the approximation is very accurate. …

Optical studies have been conducted upon CdGeAs2 and ZnGeP2, two of the most promising semiconductors being developed for mid-infrared non-linear optics applications. These experiments included photoluminescence (PL) studies of both compounds as well as photoreflectance (PR) measurements upon CdGeAs2. In addition, Hall effect measurements were carried out upon CdGeAs2, to aid in interpretation of the optical data. PL was measured as a function of laser power, sample temperature, and crystal orientation for CdGeAs2. A new control methodology for manual flight control, viz., real-time tracking control, is developed. Amplitude and rate constrained dynamic actuators are considered. Optimal tracking control is made possible by the use of unique reference signal prediction strategies which extrapolate the reference signal over the optimization horizon. A receding horizon, linear-quadratic inner-loop controller is employed in conjunction with an outer-loop nonlinear element. The constraint effects mitigation strategy is to optimally track a modified reference signal which yields feasible actuator commands over the optimization horizon when the pilot demanded reference is too aggressive to be tracked by the inner-loop optimal control law. …

Faculties, deans, and trustees of theological schools affiliated with the Presbyterian Church (USA) were surveyed to determine current faculty practice; the practice preferred by faculty, deans. and trustees; the fit between current and preferred practice; and faculty practice and faculty preference difference according to categorical variables such as gender, race, and rank.
Seven variables defined faculty practice: workweek in hours, instruction, scholarship, service, advising, governance, and other. Scholarship was subdivided into three categories adapting Ernest Boyer’s multi-dimensional definition of scholarship: orginitive, applied, and teaching. Fit was defined in two ways: statistical fit and practical fit.

The purpose of this research is to design and implement an object-oriented discrete-event simulation system which supports hierarchically constructed players in a parallel or distributed environment. This system design considers modularity and portability so additional modules may be implemented to experiment with new algorithms for both partitioning and synchronization. A simulation system which meets these requirements was partially implemented on an eight-node Intel Hypercube in C.
