The objective of the survey summarized in this report was to establish a statewide safety belt usage rate in Kentucky for 2015. This rate can be compared to those determined from previous surveys. The 2015 statewide survey documents the continued increase in usage associated with the change in the law to allow primary enforcement and related education and enforcement.

The models currently used to examine the behavior transportation systems are usually modespecific. That is, they focus on a single mode (i.e. railways, highways, or waterways). The lack of integration limits the usefulness of models to analyze the intermodal movement of freight. This project developed a GIS-based model of the three primary surface modes as well as intermodal connections. The resulting Integrated Freight Network Model (IFNM) accommodates highly detailed about shipping costs, transfer costs, traffic volumes (including non-freight auto traffic), and network interconnectivity properties. In 2010, Kentucky implemented a Performance Registration Information Systems and Management (PRISM) based automated ramp screening system (PARSS) at the Boone County inspection station on southbound I-71. The purpose of the PARSS is to identify and screen every vehicle that enters the Boone County inspection station. The system provides automated screening of trucks based on the license plate number and the USDOT number displayed on the vehicle. If it is determined that the vehicle should be stopped for inspection, that decision is communicated to the truck driver via the existing directional arrows that direct drivers to the static scale for …

The National Highway Traffic Safety Administration (NHTSA) has issued new Uniform Criteria for State Observational Surveys of Seat Belt Use. The final rule was published in Federal Register Volume 76, Number 63. Following is a summary of the methodology Kentucky will use to comply with the criteria described in the final rule. The methodology considers the experience of the past 30 years of safety belt data collection in Kentucky along with the guidelines contained in the final rule. The new methodology will be implemented beginning with the 2013 statewide survey.

The objective of this study was to establish 2012 safety belt and child safety seat usage rates in Kentucky. The 2012 survey continues to document the results after enactment of the original “secondary enforcement” statewide mandatory safety belt law in 1994 and the subsequent change to “primary enforcement” which was enacted in 2006. Data were collected at 160 randomly selected sites in 18 counties across Kentucky. Data from the individual sites were combined into a statewide percentage considering roadway functional classification, county and vehicle miles traveled.

This research study evaluated the current accuracy of the location information provided in Kentucky‟s crash data. Since the year 2000, the Kentucky Open Portal System‟s (KYOPS) eCrash form has included latitude and longitude data as well as the more traditional County, Route and Milepoint data (CRMP). The Kentucky Transportation Center conducted a research report in 2004 that evaluated the effectiveness of using latitude and longitude, or GPS, as a means to locate traffic crash data.1 This previous study found that both the CRMP and GPS location data had substantial problems resulting in the location data only being accurate about 50 …

The University of Kentucky Transportation Center has evaluated this campaign and reported the effectiveness of this effort. This study is a follow‐up to a 2007 study that focused on two high volume, high crash interstate areas: one in northern Kentucky on I‐75, and one in the Louisville area on I‐65. Kentucky’s highway agency has embarked upon an initiative tagged “Practical Solutions” which sets its goal toward reducing costs throughout the project development process extended into operations and maintenance of all highway facilities. This study focuses on the planning and design stages of project development. Developing a procedure that yields up to the maximum margin of return for the investment requires an approach that takes into account specific safety issues and the commensurate design elements for each roadway. The objective of this report was to document the results of the “Click It or Ticket” 2008 campaign in Kentucky. The campaign involved a combination of earned media, paid media, and enforcement. The earned media started about three weeks prior to Memorial Day 2008 and continued through the enforcement period.
