As a Model Deployment State for CVISN (Commercial Vehicle Information Systems and Networks), Kentucky is valuating and improving its procedures related to commercial vehicle administration and enforcement. As part of this effort, the Kentucky Transportation Center (KTC) was asked to investigate the frequency of registration-related violations at Kentucky weigh stations and the potential effectiveness of a license plate recognition (LPR) system in detecting and deterring such violations. Typical violations considered in the investigation included using an expired license plate, hauling weight in excess of the truck’s registered weight, or traveling in Kentucky without proper authority.

This report presents the of seismic evaluation of the Ohio river bridge on US51 at Wickliffe, Kentucky. The main bridge is a five-span single-deck cantilever through-truss type. The approach bridge has 21 spans on the Kentucky side and 6 spans on the Illinois side. Although this bridge has not yet been subjected to a moderate or major earthquake, it is situated within the influence of the New Madrid seismic zone.

Kentucky has been involved in several projects relating to the development of a Life Cycle Cost (LCC) analysis procedures of pavement structures. Research projects have been conducted by the Kentucky Transportation Center dealing with development of a more robust LCC procedures for pavement analysis. A research project has also been conducted developing network level LCC procedures. These procedures are currently in the evaluation phase and have not been implemented into current Kentucky Transportation Cabinet procedures. Life Cycle Costs analysis is utilized on various projects throughout Kentucky to evaluate various pavement construction and rehabilitation alternatives.

The objective of this research evaluation was to evaluate the reference markers which were installed on sections of interstates and freeways in the Cincinnati-northern Kentucky area, the Lexington-Fayette Urban County area, the Louisville-southern Indiana area, and the Indianapolis area. The evaluation was conducted to determine if the use of reference markers at spacings of 0.1 or 0.2-mile intervals could improve the effectiveness of the emergency response and incident management processes. Drip irrigation is one of the most efficient systems in delivering water to the plant root zone. Research has shown that the saturated, or nearly saturated, surface beneath the emitter may increase evaporation thereby reducing the irrigation efficiency. To increase the efficiency of surface applied drip irrigation on permanent tree crops a sand tube irrigation (STI) method was developed and tested. The sand tube method consists of removing a soil core beneath the emitter and filling the void with coarse sand. A method for improving the pozzolanic character of fly ash includes the steps of first hydraulically classifying and then flotation separating the fly ash in order to reduce particle size distribution and remove carbon. The method also includes the steps of spiral concentrating separated coarse particles to recover iron, pyrite and marcasite and screening the fly ash to remove ultra-light carbon and plant debris.

Mud robs Kentucky beef and dairy producers of performance from their cattle herds in winter and spring conditions. To help avoid the problems associated with mud and reduced performance, concrete pads or lower-cost all-weather surfaces should be used wherever animals congregate--- feeding areas, animal traffic areas and loafing areas. Although concrete is probably the most desirable surface for durability and low maintenance, an all-weather surface can be constructed of geotextile fabric, rock and fine surface cover for less than 1/3 of the cost of concrete. The purpose of this study was to continue the efforts begun in 1997 to monitor Kentucky public opinion regarding the quality of the highway system and also include a portion to measure satisfaction with the current drivers' license and registration renewal processes. Kentucky's 1998 public opinion is compared to data collected in 1997 to gage Kentucky's progress over the past year, and is compared to the NQI Survey done on the national level to show how Kentuckian's opinions compare to those nationwide.

This report documents the development of monthly and seasonal ADT factors for performing estimating AADT's. lt appears that seasonal factors can estimate AADT as well as monthly factors, and it is recommended that seasonal factors be used.

Hourly distribution factors were also developed in this study. These are to be used in life-cycle costing analyses for calculating queue lengths in estimating user delay costs.

In this study, a comparison was made between automatic vehicle classification counters and manual counts. For the type of equipment used, automobiles were overestimated, pickup trucks were underestimated, and Type 9's were also underestimated.

A method for improving consolidation of powder resin is provided. The method broadly includes the steps of: (1) sorting particles of the powder resin according to their diameter; (2) combining the sorted particles having a first diameter D1 with the sorted particles having a second diameter D2 so as to form a particle mixture; (3) applying a vibration to the particle mixture; (4) heating the particle mixture; and (5) delivering the particle mixture through a nozzle or into a mold. Solid-state fermentation has the potential to produce inexpensive enzymes for use in high-volume industrial applications. Process parameters such as substrate moisture content and length of fermentation can have a significant effect on the amount and timing of enzyme production. This study was conducted in two stages, a screening stage and an optimization stage, to determine the effects of moisture content of the substrate, surfactant addition upon inoculation, depth of the substrate, and duration of fermentation on xylanase activity produced by Trichoderma longibrachiatum. Pasture runoff can contribute to elevated concentrations of nutrients, solids, and bacteria in downstream waters. The objective of this study was to determine the effects of vegetative filter strip (VFS) length on concentrations and transport of nitrogen, phosphorus, solids and fecal coliform in runoff from plots treated with cattle manure. Three plots with dimensions of 2.4 × 30.5 m were used. The upper 12.2 m of each plot was treated with cattle manure, while the lower 18.3 m acted as a VFS. This is a study undertaken on behalf of the Kentucky Transportation Cabinet (KYTC). There are two main objectives of the Freight Movement and Intermodal Access in Kentucky Study (SPR 98-189): evaluation of the access for trucks between intermodal or other truck generating sites and the National Highway System (NHS); and furthering the understanding of freight commodity flows throughout the state. This report includes an analysis of traffic accident data in Kentucky for the years of 1993 through 1997. A primary objective of this study was to determine average accident statistics for Kentucky highways. Average and critical numbers and rates of accidents were calculated for various types of highways in rural and urban areas. These data can be used in Kentucky's procedure to identify locations that have abnormal rates or numbers of accidents.

Starting 1 July 1992, KRS45.245 granted the Interim Joint Committee on Transportation oversight of the biennial highway plan, including a review of all authorized highway project phases that exceed their estimates by 15%.

Estimates developed using current methods were not sufficiently accurate to preclude cost overruns in excess of 15%. Estimates were prepared before design began in order for the project to be included in the six-year plan. These estimates were not revised after a more detailed scope was available.

There were 562 overruns >15% at a cost of approximately $265 million during the period 7/1/92-7/1/98. All overruns were approved …
