In recent years, the American Association of State Highway Transportation Officials (AASHTO) has recommended the use of resilient modulus for characterizing highway materials for pavement design. This recommendation evolved as of a result of a trend in pavement design of using mechanistic models, which are based on the theory of elasticity (layered elastic analysis) or linear and non-linear, finite elements (and finite difference methods), or a combination of both of those theoretical approaches. The objective of this research evaluation was to evaluate the reference markers which were installed on sections of interstates and freeways in the Cincinnati-Northern Kentucky area, the Lexington-Fayette Urban County area, the Louisville-southern Indiana area, and the Indianapolis area. The evaluation was conducted to determine if the use of reference markers at spacings of 0.1 or 0.2-mile intervals could improve the effectiveness of the emergency response and incident management processes. An Advanced Traffic Management System (ATMS), referred to as TRIMARC (Traffic Response and Incident Management Assisting the River Cities), was installed in the Louisville, Kentucky and southern Indiana area beginning in the summer of 1998. A system integrator approach was used for the installation, operation, and maintenance of this system. The system integrator approach involved using Special Experimental Project No. 14 (SEP-14) procedures to procure the services of an equipment installation contractor.

Changeable message signs (CMS) are used to communicate accurate, timely, and pertinent information to travelers on Kentucky’s roadways. This information helps travelers avoid hazards or delays and respond properly to changing roadway conditions. In an ideal environment, the Kentucky Transportation Cabinet (KYTC) would be able to allocate CMS to various areas of the state based upon changing needs. The location of each sign would be monitored, and the message could be controlled and checked remotely.

Reference markers were installed on sections of interstates and freeways in Tennessee in 1999 and 2000. An evaluation was conducted to determine if the use of reference markers at spacings of 0.2-mile intervals could improve the effectiveness of emergency response and incident management processes. The evaluation included an.general observational survey, meetings with emergency response personnel, and an opinion survey of the application, placement, color, and overall benefits of the reference markers. The condition of the markers was found to be very good and there appeared to be only minor problems within the relatively short period of time since installation.

This paper reports on the results of research that was funded by the Kentucky Transportation Cabinet (KyTC) to develop a new method for determining construction contract time for its highway construction contracts. The current and other DOT systems were analyzed to determine how a new system could provide better estimated duration. It was pre-determined that a PC computer based system was best suited. In the first phase of this study, characteristics of crashes on two-lane rural roads were summarized and compared to all crashes. Also, one-mile sections having high crash rates were identified. In this phase of the study, a detailed analysis was conducted for a random sample of 150 fatal crashes which occurred on a two-lane rural road. Recommendations were made for countermeasures to reduce the number and severity of crashes on this type of roadway. The potential effectiveness of these countermeasures in preventing the crashes or reducing their severity was evaluated.

A smart material control system and related method is disclosed for adaptively controlling the movement of an adaptive structure. The adaptive structure includes a smart material layer bonded to a conductive substrate in a bimorph configuration. A charge projector, such as an electron gun, is utilized to project charges onto the smart material layer of the adaptive structure. A voltage/charge source adaptively controls the potential of the conductive substrate. Crash data in Kentucky show that the fatal crash rate on two-lane rural roads is substantially higher than on any other type of road. Qualitative relationships between agitation levels and medium viscosity, Aspergillus niger morphology and phytase production were investigated in submerged and solid-state fermentations. Overall phytase production increased with increasing shaker speeds from 150 to 300 rpm, although specific growth rates and phytase production rates were higher at 150 rpm for 72 h from inoculation. Fungal morphology was greatly influenced by agitation with the morphological forms of small pellets and entangled mycelia predominating at 150 rpm, while the free filamentous form was obtained at 300 rpm. A model of a gas turbine blade cooling channel equipped with turbulators and a backward facing step geometry was examined. Up to four turbulators oriented cross-stream and inclined 45° to the flow direction were mounted in the channel. The blockage ratio b/H of the turbulators and the height h/H of the backward facing step was 0:125 and 0:14 respectively. The number of turbulators as well as their size was varied. A technique is presented for dynamically adjusting misting intervals during propagation of vegetative cuttings. A crop setpoint temperature for activation of misting was defined by a "non-water-stressed baseline" concept, using infrared thermometry to acquire canopy temperature for plant feedback. The critical crop setpoint temperature was calculated from instantaneous values of air temperature, incident radiation, and air vapor pressure deficit (VPDair). Misting was activated when the actual crop temperature exceeded the critical crop setpoint temperature. Texture, microstructure and formability were studied in Direct Chill Cast (DC) and Strip Cast (SC) aluminum alloys with regard to crystallographic anisotropy, the Portevin-Le Chatelier effect and aging softening behavior. It was found that material properties change greatly with manufacturing processes (DC vs. SC) and chemical composition (3xxx vs. 5 xxx alloys). DC cast hot band materials are usually fully recrystallized and have strong softening textures while SC hot band materials have a rolling structure with strong deformation textures. Softening textures cause 90 earing while deformation textures result in 45 earing after deep drawing. During cold rolling, 90 earing in …

Kentucky's current GDL program, which applies to drivers up to age 18, was enacted in 1996. The program includes a six-month instruction permit for drivers under age 18 (minimum age 16), a restriction on driving between midnight and 6am and a requirement for adult-supervised driving for permit drivers. In addition, there is a six-point limit on traffic violations with a penalty of license suspension for drivers under age 18, a requirement for a four-hour driving safety education class (or driver education course) and a 0.02 ml/dl limit on blood alcohol concentration (continues up to age 21 ).

The invention includes a process of making a wax composition including: a process for making a heavy wax composition including the steps of (1) contacting a waste plastics feed containing primarily polyethylene in a pyrolysis zone at sub-atmospheric pressure, whereby at least a portion of the waste plastics feed is cracked, thereby forming a pyrolysis zone effluent including 1-olefins and n-paraffins; and (2) passing the pyrolysis zone effluent to a hydrotreating zone, for contacting with a hydrotreating catalyst at catalytic conditions.

The primary objective of this project was to reduce risk of injury associated with operating a rotary mower driven by a tractor power take-off (PTO) by developing and evaluating design improvements and determining their economic feasibility. Researchers have concluded that alteration of machinery design has a greater impact on the reduction of accidents than safety training. Implementation of an Operator Presence Sensing System (OPSS) and removal of the PTO are the two injury-reducing, engineering modifications evaluated by this research. The Soil and Water Assessment Tool (SWAT) was evaluated and parameter sensitivities were determined while modeling daily streamflows in a small central Kentucky watershed over a two-year period. Streamflow data from 1996 were used to calibrate the model and streamflow data from 1995 were used for evaluation. The model adequately predicted the trends in daily streamflow during this period although Nash-Sutcliffe R2 values were –0.04 and 0.19 for 1995 and 1996, respectively. The model poorly predicted the timing of some peak flow values and recession rates during the last half of 1995. Excluding daily peak flow values from August …

Experimental trials were carried out to evaluate the technical feasibility of reconditioning overly dry corn and soybeans to optimal market and processing moisture contents. Data obtained from experimental trials were used to validate an aeration simulation model. This model was used to evaluate the feasibility of reconditioning soybeans and corn. Reconditioning of grain was feasible at low airflow rates (0.11 m3 min–1 t–1) over a six-month period when an automatic aeration controller was used.
