Kentucky Transportation Center Research Report

This workbook provides government employees background information related to tort liability and risk management. Past experience with lawsuits against government entities are summarized. The reasons for the lawsuits and results are analyzed. The objective is to provide an understanding of the basis for past claims so the number of future claims and awards can be reduced. This will result in the ultimate objective of reducing highway crashes.

Based on the results of the data analysis and the review of the background material, recommendations are made for consideration. Many of the recommendations deal with various types of documentation.

The purpose of this report is to document the development of the Intersection Design Alternative Tool (IDAT) developed for the Kentucky Transportation Cabinet. IDAT provides an automated objective design and evaluation approach of 14 alternative intersection designs to assist in the conceptual design of at grade intersections. The tool evaluates intersection operations, safety performance, bicycle/pedestrian accommodation and has the ability to assist access management implementation.

A uniaxially-driven controlled biaxial testing fixture includes a base, a first coupler mounted to the base, and a load input drive rack mounted for linear movement with respect to the base. A second coupler and a first specimen grip are both mounted to the load input drive rack. Second, third and fourth specimen grips are also mounted for linear movement with respect to the base. Kentucky Transportation Center Research Report

The Kentucky Transportation Center, the Asphalt Institute, and the Kentucky Transportation Cabinet worked together in order to identify factors that affect asphalt pavement density, and to then evaluate their effect on long term pavement performance.

By determining which variables are most influential to pavement performance (i.e. roller pattern, temperature when rolled, etc.), and then monitoring the attention given to those variables, Kentucky would be able to increase the service life of asphalt roadways by at least 25%, therefore saving as much as $30 million annually on a resurfacing budget of $129.2 million (2007), while still maintaining the current roadway level …

This report primarily focuses on an attempt to document the level of driver distraction existing in Kentucky through an analysis of crash data and by conducting an observational survey of drivers. Additional research is cited as a means of comparing other studies with results from Kentucky, as well as establishing a definition of distracted driving. The status of laws related to use of cell phones in other states was summarized, and the recently passed legislation in Kentucky was noted by incorporation of the full text as an appendix.

BACKGROUND: A polarized light scattering technique was used to monitor the performance of a continuously operated foam fractionation process. The S11 and S12 parameters, elements of the light scattering matrix, combined together (S11+S12) have been correlated with the bubble size and liquid content for the case of a freely draining foam. The performance of a foam fractionation column is known to have a strong dependence on the bubble size distribution and liquid hold up in foam. In this study the enrichment is used as a metric, representative of foam properties and column performance, and correlated to the S11+S12 parameter.

Both Ground Penetrating Radar (GPR) surveys and Hydro-Geochemical Water Testing (HGWT) have been performed at the Cumberland Gap Tunnel to determine why the reinforced concrete pavement has settled in various areas throughout both tunnels. To date, approximately 7,300 total square feet of pavement surface has voids beneath it that range from 0.05 to 40 inches in depth. Both GPR and HGWT results indicate that approximately 0.75 to 1.5 cubic yards of limestone sub-base material leaves the tunnel in solution form on a monthly basis. Furthermore, HGWT results indicate that the ground water beneath the tunnels is calcium deficient. Thus allowing …

Nondestructive Testing Of Defective Astm A 514 Steel On The I ‐ 275 Combs‐Hehl Twin Bridges Over The Ohio River In Campbell County, Kentucky, Theodore Hopwood Ii, Sudhir Palle

Three defective ASTM A 514 steel splice plates were discovered on the I-275 Combs-Hehl twin bridges over the Ohio River. A follow-on in-depth field inspection of 1,356 A 514 steel plates on the bridges revealed 14 additional defective gusset and splice plates. The A 514 steel was improperly heat-treated resulting in a brittle crack-prone microstructure. Ultrasonic and impact hardness tests were used to identify the defective steel. Subsequently, the defective steel plates were either removed or lapped with additional steel plates.

Kentucky State Police Division of Commercial Vehicle Enforcement in cooperation with Federal Motor Carrier Safety Administration (FMCSA) has started a concentrated education and enforcement campaign in an effort to increase the safety and awareness of drivers around commercial vehicles. The University of Kentucky Transportation Center has evaluated this campaign and reported the effectiveness of this effort. This study is a follow‐up to a 2007 study that focused on two high volume, high crash interstate areas: one in northern Kentucky on I‐75, and one in the Louisville area on I‐65. Digital inpainting is the technique of filling in the missing regions of an image or a video using information from surrounding area. This technique has found widespread use in applications such as restoration, error recovery, multimedia editing, and video privacy protection. There is significant interest in the development of hydrogels and hydrogel nanocomposites for a variety of biomedical applications including drug delivery, sensors and actuators, and hyperthermia cancer treatment. The incorporation of nanoparticulates into a hydrogel matrix can result in unique material characteristics such as enhanced mechanical properties, swelling response, and capability of remote controlled (RC) actuation. In this dissertation, the development of hydrogel nanocomposites containing magnetic nanoparticles/carbon nanotubes, actuation with remote stimulus, and some of their applications are highlighted.

Bioactive glasses react with the human physiological solution in control of their biofunctionality. The stress state in bioactive glasses determines the chemomechanical reaction and their biofunctionality. Using the microindentation technique, the effect of the indentation deformation on the surface damage and material dissolution of 45S5 bioglass was investigated.

The indentation-induced residual stresses were calculated. Complete anelastic recoveries of the indentation depths and the impression marks were observed for the first time, which was likely driven by the stored strain energy over the anelastic deformation zone. Currently, cancer is the second leading cause of death in the United States. Conventional cancer treatment includes chemotherapy, radiation, and surgical resection, but unfortunately, all of these methods have significant drawbacks. Hyperthermia, the heating of cancerous tissues to between 41 and 45°C, has been shown to improve the efficacy of cancer therapy when used in conjunction with irradiation and/or chemotherapy. In this work, a novel method for remotely administering heat is presented. This method involves heating of tumor tissue using hydrogel nanocomposites containing magnetic nanoparticles which can be remotely heated upon exposure to an external alternating magnetic field (AMF). A series of laboratory-based leaching tests has been developed to evaluate the chemical interaction between ash, water and different mine-site rock materials, as a basis for assessing the potential environmental impact of using coal ash as backfill in coal mines. Kentucky produced over 8 Mt of coal combustion products (CCPs) in 2006, with 30% of the CCPs being utilized, a significant increase from our 1996 and 2001 surveys. As much of the increase is related to increased utilization of flue-gas desulfurization (FGD) gypsum, the increased production of FGD gypsum coincident with the commissioning of new FGD units and the saturation of the (currently) weak market for new construction, the percentage of utilization may decrease by the time of the next planned survey (2011). The behavior of unprocessed calcareous fly ash in cement mortar mixtures is often questionable and unpredictable and that is one of the difficulties in confining these fly ashes within the limits of standards. This work aims at correlating the material characteristics with its behavior in mortar mixtures. An effort is made to understand how three of the reactive constituents; lime (CaO), silica (SiO2), and sulfates (SO3), affect strength and volume stability.
