The REAL ID Act specifies the minimum standards that must be used to produce and issue driver’s license and identification cards that are REAL ID compliant. Beginning in 2020, if a person does not possess a form of identification that meets REAL ID standards they will not be able to board an aircraft that is regulated by the Federal Aviation Administration. Currently, of the 56 states and jurisdictions required to implement the REAL ID Act, only 23 are in compliance. Although the Commonwealth of Kentucky has not yet implemented the REAL ID Act, an extension allowing Federal agencies to accept …

The Department of Environmental Analysis at the Kentucky Transportation Cabinet has expressed an interest in feature-recognition capability because it may help analysts identify environmentally sensitive features in the landscape, including those relating to historic preservation, archaeology, endangered species habitat, and geology. LIDAR Analyst and Feature Analyst are a pair of geoprocessing software packages that have been developed by Textron Systems. Using this software, users can use LIDAR data to identify finely-scaled user-specified features. The software’s automated feature extraction saves time that might otherwise be spent manually analyzing images and digitizing features.

Natural and anthropogenic emissions of aromatic hydrocarbons from biomass burning, agro-industrial settings, and fossil fuel combustion contribute precursors to secondary aerosol formation (SOA). How these compounds are processed under humid tropospheric conditions is the focus of current attention to understand their environmental fate. This work shows how catechol thin films, a model for oxygenated aromatic hydrocarbons present in biomass burning and combustion aerosols, undergo heterogeneous oxidation at the air–solid interface under variable relative humidity (RH = 0–90%). The recently discovered lytic polysaccharide monooxygenases (LPMOs) carry out oxidative cleavage of polysaccharides and are of major importance for efficient processing of biomass. NcLPMO9C from Neurospora crassa acts both on cellulose and on non-cellulose β-glucans, including cellodextrins and xyloglucan. The crystal structure of the catalytic domain of NcLPMO9C revealed an extended, highly polar substrate-binding surface well suited to interact with a variety of sugar substrates. The ability of NcLPMO9C to act on soluble substrates was exploited to study enzyme-substrate interactions. The purpose of this research is to develop biodegradable drug delivery systems. One of the delivery systems that we have developed is a suture-like structure for the treatment of Crohn’s disease that utilizes a biodegradable polymer, poly(DL-lactideco-glycolide) acid (PLGA). Crohn’s disease is an inflammatory bowel condition. Aside from the gut involvement, perianal complications develop in the form of enterocutaneous fistulas. Medical management of Crohn’s disease consists of various drugs with immunosuppressive properties. Complicated disease manifestation requires surgical interventions in the form of bowel resection or fistula drainage with Setons. This study presents recently collected data examining the organic petrology, palynology, mineralogy and geochemistry of the Gray Hawk coal bed. From the Early Pennsylvanian, Langsettian substage, Gray Hawk coal has been mined near the western edge of the eastern Kentucky portion of the Central Appalachian coalfield. While the coal is thin, rarely more than 0.5-m thick, it has a low-ash yield and a low-S content, making it an important local resource. The Gray Hawk coal palynology is dominated by Lycospora spp., and contains a diverse spectrum of small lycopods, tree ferns, small ferns, calamites, and gymnosperms. The maceral assemblages show …

Electronic signatures, or e-signatures, are an increasingly ubiquitous component of a rapidly digitizing world. Compared to traditional paper signature, e-signatures have emerged as a viable, potentially more efficient method of entering into a contract. An e-signature can be thought of as an electronic symbol or marking associated with the signer. It acts as a signature and functions in lieu of a manual paper signature. This technical assistance report briefly reviews relevant Kentucky statutes and guidelines regarding e-signatures and public recordkeeping as well as applicable federal law. Kentucky's bridges continue to age and experience distress. The intrusion of chlorides into concrete remains the primary mechanism for deterioration. It leads to reinforcing steel corrosion that damages the adjoining concrete structure. This study found problematic chloride concentrations in Kentucky concrete bridge elements (decks, pier caps, abutments). Chloride levels have been found at concentrations sufficient to initiate reinforcing steel corrosion. In some cases, chloride concentrations were sufficient to cause accelerated corrosion and produce major section loss of reinforcing steel. Advanced stages of corrosion such as these typically require costly repairs and maintenance to extend the service life of bridges.

The Kentucky Department of Vehicle Regulation is exploring the possibility of developing and implementing online driver’s license renewal. The objective of this project was to: 1) evaluate online driver’s license and REAL ID renewal programs in other states to identify best practices; 2) examine two options to institute online renewal; and 3) identify what legislative changes would be required in Kentucky to authorize an online renewal program. KTC surveyed 25 states with online license renewal programs in place, and received responses from 14 states. KTC reviewed existing regulations, guidance, and practices to assess the Kentucky Transportation Cabinet’s warning lights program on highway work vehicles. The Kentucky Revised Statutes categorizes KYTC vehicles as “public safety vehicles” and requires their use of amber lights. Because the use of red can be confused with emergency vehicles, KYTC prohibits the use of red on work vehicles. At the national level, standards for warning light colors do not exist. Rather, AASHTO provides guidance on roadway operations equipment and recommends the use of amber and white lights as the primary warning light colors for highway vehicles. When infrastructure is subjected to temperature changes, structural members that are either partially or fully restrained against motion can develop internal stresses. The phenomenon of temperature-induced internal stress development in superstructure members has prompted the American Association of State Highway and Transportation Officials (AASHTO) to include provisions for determining superstructure temperature load effects. Deciding which intersections in the state of Kentucky warrant safety improvements requires a comprehensive inventory with information on every intersection in the public roadway network. The Kentucky Transportation Cabinet (KYTC) had previously catalogued only those intersections where state-maintained roadways met. However, this inventory did not account for intersections between state- and locally-maintained routes, nor was it designed to accommodate regular updates. Our first step to adapt our recently developed noncontact diffuse correlation tomography (ncDCT) system for three-dimensional (3-D) imaging of blood flow distribution in human breast tumors is reported. A commercial 3-D camera was used to obtain breast surface geometry, which was then converted to a solid volume mesh. An ncDCT probe scanned over a region of interest on the mesh surface and the measured boundary data were combined with a finite element framework for 3-D image reconstruction of blood flow distribution. This study presents a GIS-based predictive habitat suitability model for the Kentucky arrow darter (Etheostoma spilotum), a fish species of the upper Kentucky River basin that is a candidate for federal listing by the U.S. Fish and Wildlife Service. The model is based on previous work: the development of a similar predictive model for identifying the habitat of the blackside dace, a threatened minnow species of the upper Cumberland River basin in Southeastern Kentucky. For advancing lithium-ion battery (LIB) technologies, a detailed understanding of battery degradation mechanisms is important. In this article, experimental observations are provided to elucidate the relation between side reactions, mechanical degradation, and capacity loss in LIBs. Graphite/Li(Ni1/3Mn1/3Co1/3)O2 cells of two very different initial anode/cathode capacity ratios (R, both R > 1) are assembled to investigate the electrochemical behavior. The initial charge capacity of the cathode is observed to be affected by the anode loading, indicating that the electrolyte reactions on the anode affect the electrolyte reactions on the cathode. Much effort has gone into developing fluid biopsies of patient peripheral blood for the monitoring of metastatic cancers. One common approach is to isolate and analyze tumor cells in the peripheral blood. Widespread clinical implementation of this approach has been hindered by the current choice of targeting epithelial markers known to be highly variable in primary tumor sites. Here, we review current antigen-based tumor cell isolation strategies and offer biological context for commonly studied cancer surface markers. The nanostructure also includes a second set of nanowires formed from filling a plurality of spaces created when the template is removed, such that the second set of nanowires encases the first set of nanowires. The formation of secondary organic aerosol (SOA) from the oxidation of β-pinene via nitrate radicals is investigated in the Georgia Tech Environmental Chamber (GTEC) facility. Aerosol yields are determined for experiments performed under both dry (relative humidity (RH) < 2 %) and humid (RH = 50 % and RH = 70 %) conditions. To probe the effects of peroxy radical (RO2) fate on aerosol formation, "RO2 + NO3 dominant" and "RO2 + HO2 dominant" experiments are performed. Three-dimensional dynamic steady state growth of a semi-infinite plane crack in a transversely isotropic solid is considered. Growth takes place on a principal plane with the material symmetry axis as one tangent. Fracture is brittle, and driven by compressive loads that translate on the crack surfaces. Translation speed is constant and subcritical, but direction with respect to the principal axes is arbitrary. An analytical solution is obtained, and examined in light of the dynamic energy release rate criterion for the case of a translating compressive point force. The Kentucky Transportation Cabinet’s (KYTC) bridge inventory is rapidly aging. As such, the Cabinet needs to identify and implement relevant preventative maintenance (PM) actions to extend the useful service lives of those structures. Maintenance actions, costs, and application interval/repair durability information have been obtained for both cyclical and condition - based bridge PM. Additionally, information rehabilitation actions were acquired from a regional DOT survey and from other literature. As part of this study, the Kentucky Transportation Center (KTC) researchers monitored a KYTC bridge washing project to assess its level of effectiveness and to identify potential improvements. Knowledge of tissue blood flow (BF) changes after free tissue transfer may enable surgeons to predict the failure of flap thrombosis at an early stage. This study used our recently developed noncontact diffuse correlation spectroscopy to monitor dynamic BF changes in free flaps without getting in contact with the targeted tissue. Eight free flaps were elevated in patients with head and neck cancer; one of the flaps failed. Multiple BF measurements probing the transferred tissue were performed during and post the surgical operation. It is common sense that the possibility of a rockfall increases after an intense rainfall and it is well documented that rainfalls accelerate earth surface displacements such as landslides and rockfalls. This qualitative correlation is highly affected by the geology and climate condition of the area under consideration. Several algorithms have been effectively used to identify the seismic signature of rockfall incidents, which constitute a significant threat for human lives and infrastructure especially when occurring along transportation networks. These algorithms have been mostly evaluated using data from large scale rockfall events that release a large amount of energy. However, low-energy rockfall events (< 100 Joules) triggered by small-sized individual rocks falling from small heights can be severely destructive. In this study, a three-parameter algorithm has been developed to identify low-energy rockfall events. An experimental setup was implemented to 1) validate the results obtained by this algorithm against visual inspection of seismic signals records, 2) define the optimal algorithm parameterization to minimize false alarms, and 3) investigate whether tri-axial vibration monitoring can be replaced by a uniaxial device in order to reduce the installation cost of a real-time rockfall monitoring system. It was found that the success rate of the proposed algorithm exceeds 80% independently of the parameters used, while event identification at a maximum distance with minimal false alarms was achieved when using mean ± 3σ as the threshold criterion and 6 ms and 4 ms as the trigger and event window parameters respectively. Finally, it was found that for the specific experimental setup, a uniaxial device could be used for rockfall event identification.

Certain Central Appalachian coals, most notably the Fire Clay coal with a REY-enriched volcanic ash fall tonstein, are known to be enriched in rare earth elements. The Fire Clay tonstein has a greater contribution to the total coal + parting REY than would be inferred from its thickness, accounting for about 20%–35% of the REY in the coal + parting sequence. Underground mining, in particular, might include roof and floor rock and the within-seam partings in the mined product. Section 404 of the Clean Water Act (CWA) mandates that state agencies and other entities perform compensatory mitigation when their activities impair jurisdictional waters. In the Commonwealth of Kentucky, the Kentucky Transportation Cabinet (KYTC) is required to pay in-lieu fees or purchase stream mitigation credits when a roadside ditch is impaired or relocated as part of a road construction project. In-lieu fees and stream mitigation credits are costly, and ditches that have suffered degraded habitat and loss of hydrogeomorphic functionality are treated as total losses when they are impacted by construction and maintenance activities. This raises the question of whether …
