The city of Lexington has reached a critical shortage of affordable housing available to families earning 80% - 50% of area median income (AMI). This study focuses on how to grow the Lexington CLT into self-sustainability while also narrowing the affordable housing gaps in Fayette County. Current research offers support for the city’s affordable housing program to adopt the community land trust model (CLT). The research recommends using tools such as the Lexington CLT, the Lexington-Fayette Urban County Landbank Authority (LFUCLA), and Lexington’s Affordable Housing Trust Fund, along with new development incentives, to develop a housing strategy that is cost …

The present invention relates to methods for improving carbon capture by providing particles within an amine solvent. The particles provide for increased turbulence at the interface between the counter-flowing gas and solvent, which allows for increased amine and carbamate salt diffusion between the liquid film and bulk.

Abundant coal resources that were previously neglected due to a crude oil boom need revitalisation and integration into the national electricity mix to address the energy demands of the Nigerian population. Selected coal samples from the Benue Trough sedimentary basin in Nigeria were examined by various techniques, including proximate and ultimate analyses, organic petrography, Fourier transform infrared ray spectroscopy, and thermogravimetric analysis. Based on vitrinite reflectance, the Lafia-Obi (OLB), Garin Maiganga (GMG), Imiegba (IMG), and Okaba (OKB) coals are classified as subbituminous, while the Lamja1 (LMJ1), Lamja2 (LMJ2) and Chikila (CHK) coals are high volatile B bituminous. Among the Kentucky Transportation Cabinet’s (KYTC) business units, the Department of Vehicle Regulation (DVR) has the most interactions with members of the public and other government agencies. Given its high profile and public visibility, it is critical for the department to provide high-quality customer service. Lacking data on customer perceptions of DVR’s level of service, the department commissioned researchers at the Kentucky Transportation Center (KTC) to conduct a baseline and rebaseline customer satisfaction surveys. Along with administering surveys to external customers, KTC’s research team also polled DVR staff to gauge employee morale and identify areas which could be improved. Approximately …

This review addresses the question of whether Thoroughbred horse racing is sustainable in the context of current social values. A recently acknowledged framework, known as ‘Social License to Operate’ (SLO), provides us with a lens through which to view and assess racehorse welfare. In multiple surveys of the general public, the horse owning public, and university students, the primary topics of concern regarding Thoroughbred racing show considerable concordance: concern about catastrophic injuries—particularly as related to track surfaces, concern over the racing of two-year-olds, whip use by jockeys, drug/medication policies, and aftercare opportunities for retired Thoroughbred racehorses. The Kentucky Transportation Cabinet (KYTC) reimburses publicly operated ferries, including when they cease operations due to severe weather or unforeseen events. Reimbursement procedures are not codified in law and are largely based on historical practice. To determine how the Cabinet should handle reimbursement, funding, oversight of ferry services moving forward, the Kentucky Transportation Center (KTC) reviewed practices adopted by 10 other states and conducted a detailed analysis of Kentucky’s current approach. Of the states KTC examined, only Tennessee reimburses ferry operations for closures (at 50 percent of the normal hourly rate for a period up to 48 hours). Half of …

A meta-analysis of oncology papers from around the world revealed that cancer patients who lived more than 50 miles away from hospital centers routinely presented with more advanced stages of disease at diagnosis, exhibited lower adherence to prescribed treatments, presented with poorer diagnoses, and reported a lower quality of life than patients who lived nearer to care facilities. Connected health approaches—or the use of broadband and telecommunications technologies to evaluate, diagnose, and monitor patients beyond the clinic—are becoming an indispensable tool in medicine to overcome the obstacle of distance.

Respiratory rate (RR) is a vital sign with continuous, convenient, and accurate measurement which is difficult and still under investigation. The present study investigates and evaluates a stretchable and wearable inkjet-printed strain gauge sensor (IJP) to estimate the RR continuously by detecting the respiratory volume change in the chest area. As the volume change could cause different strain changes at different body postures, this study aims to investigate the accuracy of the IJP RR sensor at selected postures. While the respective effects of nose radius, feed and cutting edge geometry on surface integrity have each been studied at depth, coupling between these effects is not yet sufficiently understood. Recent studies have clearly established that cutting edge micro-geometries may not only have positive effects on tool-life, but can also be used to tailor surface integrity characteristics, such as surface roughness and near-surface severe plastic deformation. Confidence intervals are used to capture a parameter of interest, usually a mean or a quantile, at a specified confidence level. Prediction intervals are another practical interval that aim at making sound predictions of future values with some confidence. Although these are useful inference tools, neither of them gives people a plausible range of the sampled population. The overall objective of this study was to evaluate the use of consumer-grade unmanned aircraft systems for image-based remote sensing in agriculture with application towards livestock health monitoring. A two-dimensional spatial error experiment was conducted to quantify the spatial accuracy of georeferenced orthomosaic imagery collected using a drone and processed with photogrammetry software. Treatment variables included altitude above ground level and image data type (visible and multispectral). The results from the ANOVA test indicated that there were significant differences between data types, but no significant differences between altitudes. Transmission lines are designed to transport large amounts of electrical power from the point of generation to the point of consumption. Since transmission lines are built to span over long distances, they are frequently exposed to many different situations that can cause abnormal conditions known as electrical faults. This work presents the development, implementation, and evaluation of a Mispronunciation Detection and Diagnosis (MDD) system, with application to pronunciation evaluation of Mandarin-accented English speech. A comprehensive detection and diagnosis of errors in the Electromagnetic Articulography corpus of Mandarin-Accented English (EMA-MAE) was performed by using the expert phonetic transcripts and an Automatic Speech Recognition (ASR) system. Articulatory features derived from the parallel kinematic data available in the EMA-MAE corpus were used to identify the most significant articulatory error patterns seen in L2 speakers during common mispronunciations. This study investigates the factors associated with single-vehicle crash injury severity using five years (2014 – 2018) of crash data from Kentucky, USA, using a mixed (random-parameter) logit model. We also explore the temporal heterogeneity of the correlated factors across different times of the day. Most crash-severity models assume that the estimated parameters remain temporally stable. For instance, the effect of light conditions on crash severity may differ based on the time of the crash occurrence—noon vs. dusk. In the U.S., road traffic crashes are a leading cause of death. Crash data from the state of Kentucky shows that the per capita crash rates and crash-related fatalities were higher than the national average for over a decade. BACKGROUND: Early changes in acid/base and electrolyte concentrations could provide insights into the development of neuropathology at the onset of stroke. We evaluated associations between acid/base and electrolyte concentrations, and outcomes in permanent middle cerebral artery occlusion (pMCAO) model.
METHODS: 18-month-old male and female Sprague-Dawley rats underwent pMCAO. Pre-, post- (7 min after occlusion), and at 72 hr of pMCAO venous blood samples provided pH, carbon dioxide, oxygen, glucose, hematocrit, hemoglobin, and electrolyte values of ionized calcium, potassium, and sodium. Optimizing the design of electric machines is a vital step in ensuring the economical use of active materials. The three-dimensional (3-D) flux paths in axial flux permanent magnet (AFPM) machines necessitate the use of computationally expensive 3-D electromagnetic analysis. Furthermore, a large number of design evaluations is required to find the optimum, causing the total computation time to be excessively long. Recovery from anterior cruciate ligament reconstruction (ACLR) commonly results in undesirable physical and patient-reported outcomes (PROs). Identification of modifiable factors such as knee contact force (KCF) early in rehabilitation that can improve these outcomes is important due to the rapid decrease in function, quality of life, and joint health in this population. Individuals with low back pain (LBP) demonstrate an abnormal lumbopelvic coordination compared to back-healthy individuals. This abnormal coordination presents itself as a reduction in lumbar contribution and an increase in pelvic contribution to trunk motion. This study investigated the ability of a hip orthosis to correct such an abnormal lumbo-pelvic coordination by restricting pelvic rotation and, as a result, increasing lumbar contributions. The effects of the hip orthosis on the magnitude and timing characteristics of lumbopelvic coordination were investigated in 20 patients with LBP and 20 asymptomatic controls. About a third of all epilepsy patients may experience seizures that are resistant to medication. Surgical resection may be an option for some of these patients, but localization of the epileptogenic zone is difficult and expensive. For this process, the seizures must be observed and recorded in a clinical setting over several days. High-frequency oscillations (HFOs) have emerged as a possible biomarker for predicting the epileptogenic zone from a brief interictal recording of brain electrical activity without having to wait for seizures. The objectives of this study were to analyze effects of day-long exposure to LBP risk factors on lumbo-pelvic coordination (LPC) in nursing occupations and to verify if physical activity level affects diurnal work-related changes in LPC. Thirty-three nurses were recruited into three groups based on workplace physical demands and each completed two data collection sessions, one before and one after their 8-12 hour work shift. Participants completed several stationary trunk forward-bending/backward-return exercises at self-selected “fast” and “slow” rotational speeds, and while holding a 15 lbs. load. Blood flow (BF) impacts the delivery of oxygen and nutrients to tissues and the removal of metabolic byproducts from tissues. Imaging of BF distributions helps characterize many diseases associated with tissue hypoxia/ischemia. The purpose of this study was to develop and validate a novel, noninvasive, noncontact, high-density camera-based speckle contrast diffuse correlation tomography (scDCT) device for use in both animal and human studies.
