The principal focus of this paper is to study carrier pricing decisions for a type of vehicle routing problems defined in a competitive and dynamic environment. This paper introduces the vehicle routing problem in a competitive environment (VRPCE) as an extension of the traveling-salesman problem with profits (TSPP) to a dynamic competitive auction environment. In the VRPCE, the carrier must estimate the incremental cost of servicing new service requests as they arrive dynamically. In 2001, Oregon’s governor responded to a perceived future energy shortage in the Pacific Northwest by directing all state agencies to reduce power consumption by 10 percent. After review of power saving opportunities, the Oregon Department of Transportation (ODOT) elected to include selective illumination reductions on Oregon interstate highways as part of their energy saving strategy. The illumination reductions occurred at interchanges and along lineal highway sections between October 2001 and April 2002. A total of 47 interchanges and 6.03 miles of interstate highways were modified. Changes in illumination were broadly classified as either full (including high-mast) to partial designs, …

The long-term care (LTC) industry provides medical and social services in facility-based settings to the elderly, chronically ill, and disabled. With the aging of the United States population, the need for LTC workers is expected to drastically increase in the next decade. However, the industry faces a significant staffing shortage. One potential cause of staffing problems in LTC is working non-standard work schedules. Because of the need to provide around the clock care, LTC employees often work non-standard shifts, long hours, night work, and over weekends and holidays. The characterization of the performance of freeways in real time and on a historical basis has been successfully achieved for many years. The ability to characterize arterial performance has been more elusive. Currently numerous applications of traffic management and traveler information systems include freeways but lack the ability to extend their operation to major arterials. This paper describes methods for quantifying arterial performance using data from signal system loop detectors. Included in the array of metrics are traffic density, total delay, predicted travel time, and signal coordination effectiveness. Internal solitons generated at the Columbia River plume front during ebb tide are displayed on a synthetic aperture radar (SAR) image taken on 26 July 2004 at 14:24:22 UTC. Scale analyses suggest that these internal solitons belong to the finite-depth category. A theoretical model, relating the radar backscatter cross section to dynamic parameters of internal solitons in the continuous stratification, is developed. Using the model and background stratification data collected by the River Influences on Shelf Ecosystem (RISE) project in July 2004, we extract the soliton dynamic parameters of the half-width, amplitude, phase speed, and average energy flux per crest …

The Washington Department of Ecology is interested in developing a temperature Total Maximum Daily Load (TMDL) allocation for the Pend Oreille River between the Albeni Falls Dam (U.S. Army Corps of Engineer’s reservoir) and Box Canyon Dam as shown in Figure 1. The Pend Oreille drainage basin is shown in Figure 2. An existing model of the Box Canyon reach was updated from CE-QUALW2 Version 3.0 to Version 3.5. This current research involves improving the calibration of the original model (1997 and 1998) and expanding the model using 2004 as an additional data set for calibration.

Future nanoscale electronics built up from an Avogadro number of components need efficient, highly scalable, and robust means of communication in order to be competitive with traditional silicon approaches. In recent years, the networks-on-chip (NoC) paradigm emerged as a promising solution to interconnect challenges in silicon-based electronics. In this dissertation, a comprehensive algorithm is developed to analyze the sensitivity of hierarchical decision models (HDM), which include the well-known analytic hierarchy process (AHP) and its variants, to single and multiple changes in the local contribution matrices at any level of the decision hierarchy. The algorithm is applicable to all HDM that use an additive function to derive the overall contribution vector. It is independent of pairwise comparison scales, judgment quantification techniques and group opinion combining methods. Stream temperatures are affected by multiple forcing functions, including surface heat exchange (including solar radiation, evaporation, conduction, and net long wave radiation) and hyporheic flows. Each of these forcing functions is directly influenced by the level of channel complexity in the stream channel and riparian shading. The interrelationship between channel complexity, hyporheic flow and stream temperature is highly complex, and efforts to manage for habitat diversity by managing channel complexity could result in unintended consequences on stream temperature. When planning modifications to stream channel complexity, consideration should be given to the effects such moderations could have on stream temperatures.

Statistical Process Control (SPC) is the general field concerned with monitoring the operation and performance of systems. SPC consists of a collection of techniques for characterizing the operation of a system using a probability distribution consistent with the system's inputs and outputs. Objective: To test whether electrical skin impedance at each of three acupuncture points (APs) is significantly lower than at nearby sites on the meridian (MP) and off the meridian (NP). Design: Two instruments—Prognos (MedPrevent GmbH, Waldershof, Germany), a constant-current (DC) device, and PT Probe (designed for this study), a 100-Hz sinusoidal-current (AC) device—were used to record electrical impedance at three APs (right Gallbladder 14, right Pericardium 8, and left Triple Energizer 1), and two control sites for each AP. A 3D scanner, based on incoherent illumination techniques, and associated data-processing algorithms are presented that can be used to scan objects at lateral resolutions ranging from 5 to 100 m (or more) and depth resolutions of approximately 2 m. The scanner was designed with the specific intent to scan cuneiform tablets but can be utilized for other applications. Photometric stereo techniques are used to obtain both a surface normal map and a parameterized model of the object’s bidirectional reflectance distribution function. The paper presents a humanoid robot that responds to human gestures seen by a camera. The behavior of the robot can be completely deterministic as specified by a Finite State Machine that maps the sensor signals to the effector signals. This model is further extended to the constraints-satisfaction based model that links robots vision, motion, emotional behavior and planning. One way of implementing this model is to use adiabatic quantum computer which quadratically speeds-up every constraint problem and will be thus necessary to solve large problems of this type. We propose to use the remotely-connected Orion system by DWAVE Corporation.

In Wireless Local Access Networks (WLANs), the Medium Access Control (MAC) protocol is the primary element that determines the efficiency of sharing the limited communication bandwidth of the wireless channel. IEEE 802.11 MAC uses the contention-based Distributed Coordination Function (DCF) as a fundamental medium access mechanism. However, the dynamic nature of the wireless environment creates mobility challenges of maintaining maximum channel capacity, of obtaining optimal throughput and latency, and of retaining good security in a distributed wireless network.

Studies consistently indicate a general lack of support for use of medications in the treatment of substance abuse disorders by clinicians, patients, and other stakeholders involved in treatment. Both individual and organizational factors have been shown to influence attitudes towards medications, but the relative contribution of each of these factors remains unclear. Whereas previous studies, by their very design, have generated multilevel data structures, they nevertheless have employed analytic strategies that ignore the multilevel dependencies inherent in such data sets.

The performance of acoustic modems in the ocean is strongly affected by the oceanenvironment. A storm can drive up the ambient noise levels, eliminate a thermocline by wind mixing, and whip up violent waves and thereby break up the acoustic mirror formed by theocean surface. The combined effects of these and other processes on modem performance are not well understood. The authors have been conducting experiments to study these environmental effects on various modulation schemes. A theoretical model is reported for spontaneous mode locking in mixed-broadened laser oscillators. Experimental observations of this effect have been available for many years, but no rigorous interpretation has been given. Numerical calculations emphasize the case of a high-gain xenon laser, for which extensive experimental data have been published. Complex pulsation characteristics are observed as the cavity length and pumping rate are varied, and the theoretical results are in good agreement with the experimental data.

An understanding of the effects of hydrodynamics and reservoir operations on the Franklin D. Roosevelt Lake (Lake Roosevelt) aquatic food web allows for better management of the reservoir. A CE-QUAL-W2, v.3.5, hydrodynamic and water quality model (Cole and Wells, 20061) is being applied to the reservoir. This memorandum discusses model calibration and enhancements made to the Lake Whatcom water quality model. Model development and initial calibration were documented in the report “Lake Whatcom Water Quality Model” (Berger and Wells, 2005). Programs that process streams of information are commonly built by assembling reusable information-flow components. In some systems the components must be chosen from a pre-defined set of primitives; in others the programmer can create new custom components using a general-purpose programming language. Neither approach is ideal: restricting programmers to a set of primitive components limits the expressivity of the system, while allowing programmers to define new components in a general-purpose language makes it difficult or impossible to reason about the composite system. The three-dimensional structure of oleic acid-capped CdSe and thiol-capped CdTe nanocrystals used as quantum dots has been determined by total synchrotron radiationx-ray diffraction and atomic pair distribution function analysis. Both CdSe and CdTe are found to exhibit the zinc-blende-type atomic ordering. It is only slightly distorted in CdSe implying the presence of nanosize domains and very heavily distorted in CdTe due to the presence of distinct core-shell regions. The results well demonstrate the great potential of the experimental approach and thus encourage its wider application in quantum dot research.

The modeling of complex biological systems presents a significant challenge. Central to this challenge is striking a balance between the degree of abstraction required to facilitate analysis and understanding, and the degree of comprehensiveness required for fidelity of the model to its reference-system. It is likely necessary to utilize multiple modeling methods in order to achieve this balance. Many mergers and acquisitions in high technology do not yield the expected results and acquired technologies fail to create value as planned. One explanation is the difficulty to transfer and integrate the tacit components of technological knowledge, when work groups and teams are disrupted. Mergers force work group and team members to redefine their roles, change their working approaches, and develop a shared vision and culture. The paper therefore researches high-tech mergers from a team perspective through an exploratory case study of two formerly separate Quality Assurance groups that were integrated into one. Over a billion people in the world lack access to safe drinking water1. While numerous technological, medical, and educational solutions have been implemented for the benefit of disadvantaged communities, there is no 'magic bullet'. Instead, development agencies must partner directly with these communities to address their public health needs through appropriate technology solutions, backed up by education and assessment. Often, the challenge for the practitioner in disseminating research results is to package and present them in a manner that is accessible and easy to use while still providing depth, guidance, and necessary information. In most cases, final research reports are made available in printed form and online; however, for some applications, converting a report to a more interactive online report (tool) can produce results that are easier for the user to access. A technique is presented for estimating hourly and seasonal energy consumption profiles in the building sector at spatial scales down to the individual taxlot or parcel. The method combines annual building energy simulations for cityspecific prototypical buildings and commonly available geospatial data in a Geographical Information System (GIS) framework. In this paper studied are new concepts of robotic behaviors - deterministic and quantum probabilistic. In contrast to classical circuits, the quantum circuit can realize both of these behaviors. When applied to a robot, a quantum circuit controller realizes what we call quantum robot behaviors. We use automated methods to synthesize quantum behaviors (circuits) from the examples (examples are cares of the quantum truth table). The don’t knows (minterms not given as examples) are then converted not only to deterministic cares as in the classical learning, but also to output values generated with various probabilities.
