For the past fifty years, U.S. Air Force reparable inventory has been allocated based on an analytic model developed by Dr. Craig C. Sherbrooke. Although versions of his model can be implemented easily with the help of a computer, the analytic approach fundamentally lacks the flexibility to address numerous logistics issues. This body of research will offer a novel alternative approach that will enable researchers to investigate currently unsolved logistics problems such as quantifying the benefits of lateral resupply.

The primary purpose of the research was to evaluate whether there was a significant difference in housing values of those affected by the noise of USAF aircraft. The secondary purpose was to evaluate whether there was a significant difference in housing values located near USAF bases with and without aircraft noise and to evaluate whether type of aircraft changed the results created by the aircraft noise. The United States Air Force and many of its Coalition partners have extended the original service life of some of their aging aircraft due to fiscal constraints. This life extension often requires increased periodic and in-depth inspections; increasing maintenance costs and resulting in longer periods of aircraft downtime. A structural health monitoring system for aging aircraft could reduce the current inspection burden, and thus decrease costs and system downtime. The focus of this research is using system dynamics modeling to evaluate the impact of missed scheduled maintenance due to budgetary constraints. Missed maintenance cannot be made up and the benefit to the facility's serviceability is lost. The cumulative effect on an entire facility's life span is that it is unable to reach its designed life expectancy. Replacement construction costs are hundreds, thousands, or millions times more than the annual maintenance repair costs. The United States Air Force is developing its next generation aircraft and is seeking to reduce the risk of catastrophic failures, maintenance activities, and the logistics footprint while improving its sortie generation rate through a process called autonomic logistics. Vital to the successful implementation of this process is remaining lifetime prognosis of critical aircraft components. This research explores forecasting techniques to estimate the Cost per Flying Hour (CPFH) for Navy rotary aircraft. Three separate forecasting techniques were evaluated to better predict the CPFH for better estimating and budgeting by the U.S. Navy. The process begins by empirically analyzing Operating & Support cost categories for each helicopter. Trends were examined in CPFH. For forecasting purposes, actual CPFH figures were compiled from 1997 to 2003 for the CH-46D, the CH-53D, the MH-53E, the SH-60F, the UH-1N, and the UH-3H helicopters. The primary objective of this research is to investigate the impact of an autonomic logistics system (ALS) on the sortie generation process for an individual airbase. As in some prior studies of this process, the methodology used to model the sortie generation process is a queueing network containing fork-join nodes for concurrent maintenance activities. The sortie generation rate is commonly regarded as the primary performance measure of the sortie generation process. The Air Force currently used the Anderlohr, Modified Anderlohr, and Retrograde methods for the estimation of aircraft production breaks. During the 1990's the Air Force experienced severe declines in serviceable inventory levels and a rise in their TNMCS rates. Air Force predictions of TNMCS hours during this time period did not account for the upward trend in TNMCS rates. The Air Force uses a regression equation, consisting of possessed hours, flying hours, and sorties, to predict TNMCS hours. This research, through simple linear regression, found a significant relationship between serviceable inventory levels and TNMCS rates for 8 of the 10 aircraft studied. The Aircraft Availability Model (AAM) provides the Air Force with a worldwide peacetime requirement for reparable spare parts. This research models AAM methodology as it relates to the concept of diminishing marginal returns in resource application. Three separate modeling techniques are investigated with the goal of reformulating the AAM as a mathematical programming model that provides a comparable solution and a capable tool for the conduct of sensitivity analysis. The general formulations presented here are continuous non-linear, continuous linear, and piecewise linear discrete/continuous models.
