Water Environment Services of Clackamas County is in the process of planning upgrades on several of its wastewater treatment plants (WWTPs) which discharge into the Lower Willamette River. The goals of the modeling effort were to:
• Gather data to construct a computer simulation model of the Lower Willamette River system in order to evaluate the impact of the WWTP discharges on water quality
• Ensure that the model accurately represents the system physics and chemistry (flow, temperature, dissolved oxygen and nutrient dynamics) by model calibration

The Craney Island Eastward Expansion Hydrodynamic Model Study was conducted in three phases: 1) model calibration and verification for the Elizabeth River, 2) model testing of four Craney Island expansion options using single variable runs (using a single variable, tidal range, for model input), 3) model testing of two expansion options using historical runs (using multiple variables in real time for model input). The expansion option designs were evaluated for both global and local hydrodynamic change through simulation comparisons with the Base Case condition.

The Federal Highway Administration (FHWA) requires state transportation agencies to submit a biennial report on local highway finances. The purpose of these reports is to provide FHWA with the data it needs to capture the financing of highway activities at the local level. Based on this information, it can identify trends in revenue, expenditures, investments, and program development, and in turn make decisions about future investments. Data collected by the C band ERS-2 wind scatterometer (EScat), the Ku band ADEOS-1 NASA scatterometer (NSCAT), and the Ku band SeaWinds on QuikScat (QSCAT) satellite instruments are used to illustrate spatiotemporal variability in snow accumulation on the Greenland ice sheet. Microwave radar backscatter images of Greenland are derived using the scatterometer image reconstruction (SIR) method at 3-day intervals over the periods 1991–1998 and 1996–1997 for EScat and NSCAT, respectively. The backscatter coefficient σ° normalized to 40° incidence, A, and gradient in backscatter, B, in the range 20°–60° are compared with historical snow accumulation data and recent measurements …

In the fall of 2000 the Kentucky Transportation Center (KTC) began a planning study on behalf of the Kentucky Transporta tion Cabinet (KYTC) to investigate the bicycle and pedestrian access on KY 1968 (Parkers Mill Road) from Man O War Boulevard to New Circle Road in Lexington. The 1-mile section has a rural design with two 9-foot lanes, limited 3-foot earth shoulders and adjacent objects in the clear zone making travel on this road uncomfortable for pedestrians and cyclists. In the summer of 2000, it was decided by the Kentucky Transportation Cabinet that a portion of eastbound and westbound I-275 needed repair due to fatigue. The design was 10 inches PCC or 13 inches of asphaltic concrete for Section B, and 9 inches PCC or 12 inches of asphaltic concrete for Section A. Alternate bids were accepted from asphalt and concrete contractors with a required warranty of 10 years or 10,000,000 ESAL’s, which ever came first.

Highway crashes cause a major impact to the transportation network by critically limiting the operational efficiency of the roadway. Traveler delay is the problem most often associated with highway crashes, but by far the most serious problem is the resulting secondary crashes that occur. Another related issue is the danger posed to response personnel serving the public at the scene. The magnitude of these problems is severe. A coordinated plan for managing the scene is needed to reduce the impact of highway crashes and improve the safety for everyone.

Driving in snow and ice can be dangerous. This is especially true on bridges. Under certain cold weather conditions, moisture on bridge decks freeze because of the open air flow under them while the adjacent roadway is unaffected. This creates potentially hazardous driving situations for motorists who may not be expecting a change of condition from the road to the bridge surface.
To combat this problem, a bridge deck anti-icing system was installed on a bridge on southbound Interstate 75 at the north interchange to Corbin, Kentucky in October 1997. This system can be actuated early before ice and snow …

Battery technologies have improved significantly in order to meet the challenges of practical electric vehicles and utility applications. Flywheel technologies are now used in advanced nonpolluting uninterruptible power supplies. Advanced capacitors are being considered as energy storage for power quality applications. This paper addresses the problem of reconstructing wideband speech signals from observed narrowband speech signals. The goal of this work is to improve the perceived quality of speech signals which have been transmitted through narrowband channels or degraded during acquisition. We describe a system, based on linear predictive coding, for estimating wideband speech from narrowband. This system employs both previously identified and novel techniques. Experimental results are provided in order to illustrate the system’s ability to improve speech quality. Both objective and subjective criteria are used to evaluate the quality of the processed speech signals.

In our proposed Categorizor system, we have experimented an automated approach to classify online news using the Support Vector Machine (SVM). A Chandra image of the central 100 kpc of the Abell 2597 cluster of galaxies shows bright irregular X-ray emission within the central dominant cluster galaxy (CDG) and two low surface brightness cavities located 30 kpc from the nucleus of the CDG. Unlike the cavities commonly seen in other clusters, the "ghost" cavities in Abell 2597 are not coincident with the bright central radio source. Instead, they appear to be associated with faint extended radio emission seen in a deep Very Large Array radio map. This paper presents the results from a survey of New York dairy farms that links manure management practices and farmer willingness to participate in voluntary environmental programs, focusing on those operations that are not automatically designated as Concentrated Animal Feeding Operations. A wide divergence is found between actual and recommended manure management practices on individual dairy farms (high), the apparent ability of farms to divert financial resources to environmental practices (mixed), and the willingness to participate in voluntary programs at various annual costs per cow (low). These findings have policy implications for the USDA/USEPA National Strategy for Animal Feeding Operations.

An electrostatic separation apparatus includes of a plurality of separators is provided for separating a particle mixture into two constituent species. Each separator includes one and preferably a plurality of modular separation stages. Each stage of the separator includes a pair of separation subchambers each having an electric field zone for drawing selected charged particles from the particle mixture. The primary objective of this task is to evaluate the effect of hydrogen on environment-assisted cracking of candidate materials for applications in spallation-neutron-target (SNT) systems such as accelerator production of tritium (APT) and accelerator transmutation of waste (ATW). The materials selected for evaluation and characterization are martensitic stainless steels including HT- 9, EP 823 and 422. The susceptibility to stress corrosion cracking (SCC) and hydrogen embrittlement (HE) of these alloys will be evaluated in environments of interest using tensile specimens under constant load and slow-strain-rate (SSR) conditions. The objective of this task is to evaluate the elevated temperature tensile properties of Alloy EP-823, a leading target material for accelerator-driven waste transmutation applications. The test material will be thermally treated prior to evaluation of its tensile properties at temperatures relevant to the transmutation applications. The deformation characteristics of tensile specimens, upon completion of testing, will be evaluated by surface analytical techniques including scanning electron microscopy (SEM) and transmission electron microscopy (TEM). The overall results are expected to provide a mechanistic understanding of high-temperature deformation behavior of Alloy EP-823 as a function of heat treatment.

High-elevation red spruce [Picea rubens Sarg.]-Fraser fir [Abies fraseri (Pursh.) Poir] forests in the Southern Appalachians currently receive large nitrogen (N) inputs via atmospheric deposition (30 kg N ha(-1) year(-1)) but have limited N retention capacity due to a combination of stand age, heavy fir mortality caused by exotic insect infestations, and numerous gaps caused by windfalls and ice storms. Multipacting is one of the major loss mechanisms in rf superconductivity cavities for accelerators. This loss mechanism limits the maximum amount of energy/power supported by the cavities. Optimal designs have been identified in others’ studies. In practice, these designs are not easily manufactured. Chemical etching processes used to polish the cavity walls result in a nonuniform surface etch. A nonuniform surface etch will leave some unclean areas with contaminants and micron size particles. These significantly affect mutipacting. Further, a nonuniform etch will leave areas with damaged grain structure, which is not good for superconducting properties. Typically, the depth of chemical …

Bulk Stress Due To Surface Damage Of Crystalline Silicon And Germanium, P. Fisher, R. Vickers

It is found that abrading two opposing surfaces of either crystalline Si or Ge samples results in homogeneous, uniaxial stress throughout the bulk perpendicular to the damaged surfaces. The latter are chosen to coincide with simple crystallographic planes. This conclusion is reached by analyzing the splittings, intensities, and polarizations of the absorption lines of the Lyman series of bulk shallow impurities in the abraded semiconductors. This effect has been observed for samples which range in thickness, t, from 1 to 3 mm, the internal stress being proportional to t–1.

The AAA program is developing technology for the transmutation of nuclear waste to address many of the long-term disposal issues. An integral part of this program is the proposed chemical separations scheme.
Two activities are proposed in this Phase I task: the development of a systems engineering model and the refinement of the Argonne code AMUSE (Argonne Model for Universal Solvent Extraction). We examined stainless samples that were exposed to LBE in experiments conducted by the Russians, under contract to Los Alamos. We examined both corroded and uncorroded samples using the Scanning Electron Microscope (SEM), the Energy Dispersive X-Ray (EDAX) Spectroscopy, and the X-ray Photoelectron Spectrometer (XPS). We found that the surface of the corroded sample is covered by oxygen-containing compounds, presumably mostly iron oxide. In samples exposed for shorter times or lower temperatures, we found that some areas were covered by an oxide layer, and some areas was uncovered. The Lead-Bismuth eutectic (LBE) has been determined from previous experimental studies by the Russians and the European scientific community to be a potential material that can be used as a spallation target and coolant for the AAA proposed application.
Properly controlling the oxygen content in LBE can drastically reduce the LBE corrosion to structural steels. However, existing knowledge of material corrosion performance was obtained from point-wise testing with very limited density. The transport of oxygen and corrosion products, their interaction and variation of corrosion/precipitation along the flow are not well understood.

An important aspect of the Advanced Accelerator Applications (AAA) program is the development of a casting process by which volatile actinide element (i.e., americium) can be incorporated into metallic alloy fuel pins. The traditional metal fuel casting process uses an inductively heated crucible. The process involves evacuation of the furnace. The evacuation of the furnace also evacuates quartz rods used as fuel pin molds. Once evacuated the open ends of the molds are lowered into the melt; the casting furnace is then rapidly pressurized, forcing the molten metal up into the evacuated molds where solidification occurs.

It used to be said that windows are little more than holes in the insulation. It is true to some extent that poorly insulated and drafty windows in certain climates defeat the purpose of wall insulation. However, modern high performance windows are almost as good as opaque insulated wall sections, at least in terms of total energy savings over long periods of time. In some cases, they can be shown to actually out-perform insulated walls. We describe an experimental packet header anomaly detector (PHAD) that learns the normal range of values for 33 fields of the Ethernet, IP, TCP, UDP, and ICMP protocols. On the 1999 DARPA off-line intrusion detection evaluation data set (Lippmann et al. 2000), PHAD detects 72 of 201 instances (29 of 59 types) of attacks, including all but 3 types that exploit the protocols examined, at a rate of 10 false alarms per day after training on 7 days of attack-free internal network traffic. The growth of Pichiapastoris in a mixture of either glycerol or glucose and methanol follows a diauxic growth, with C1, utilizing enzymes being repressed. Therefore, these carbon sources can not be used as a mixture with methanol to simultaneously grow P. pastoris and induce C1, utilizing enzymes, especially in shake flask cultures of AOX-deficient P. pastoris. Among the alternative carbon sources tested, alanine, sorbitol, mannitol and trehalose, did not repress β-gal production when methanol was used as an inducer in mut- strain of P. pastoris. All California irrigation districts that receive either federal or state water are now required to prepare Water Conservation Plans. For the first time in the history of most districts, they are developing an elementary water balance. The term "elementary" should be emphasized, because there are significant weaknesses in our knowledge of subsurface flows and some components of Evapotranspiration (ET). Irrigation districts generally use published "typical" values of ET for their water balance computations.
