This is the script of testimony before the Federal Energy Regulatory Commission. It offers a vision for a future in which our electric power systems will be able to operate through or quickly recover from catastrophic failure due to electromagnetic pulse (EMP), cyber, and physical attacks. The scope of the term ‘EMP’ used in this testimony includes both naturally occurring solar storms and the more energetic man-made EMP hazards. The vision has been discussed with members of the electric power industry, and prominent EMP/cyber/physical protection advocates who find it to be supportable and actionable. Phase modulation methods for imaging around corners with reflectively scattered light required illumination of the occluded scene with a light source either in the scene or with direct line of sight to the scene. The RM (reflection matrix) allows control and refocusing of light after reflection, which could provide a means of illuminating an occluded scene without access or line of sight. Two optical arrangements, one focal-plane, the other an imaging system, were used to measure the RM of five different rough-surface reflectors. Intensity enhancement values of up to 24 were achieved. An apparatus and method of presenting air traffic data to an air traffic controller are provided. Air traffic data including a two dimensional spatial location and altitude for a plurality of aircraft is received. A disparity value is determined based on the altitude for each aircraft of the plurality of aircraft. Left and right eye images are generated of the plurality of aircraft where at least one of the left and right eye images is based on the determined disparity value. This thesis begins with a foundational section on quantum optics. The single-photon detectors used in the first chapter were obtained through the Advanced Laboratory Physics Association (ALPhA), which brokered reduced cost for educational use, and the aim of the single-photon work presented in Chapter 1 is to develop modules for use in Illinois Wesleyan's instructional labs beyond the first year of university. Despite continued interest in research and application development, full scale graphene production is still limited by many factors including prohibitively high growth temperature requirements. Extremely high quality graphene growth is possible at high temperatures using chemical vapor deposition (CVD). Use of an inductively coupled plasma chemical vapor deposition (ICP CVD) reactor with the benefit of precursor gas decomposition through plasma generation, may provide possibility to reduce growth temperature. Herein, we report plasma’s effects on graphene growth by comparing growths of increasing power supplied to plasma generation and changes in precursor gas ratios. In this paper, we compare the performance of multiple turbulence mitigation algorithms to restore imagery degraded by atmospheric turbulence and camera noise. In order to quantify and compare algorithm performance, imaging scenes were simulated by applying noise and varying levels of turbulence. For the simulation, a Monte-Carlo wave optics approach is used to simulate the spatially and temporally varying turbulence in an image sequence. A Poisson-Gaussian noise mixture model is then used to add noise to the observed turbulence image set. On The Simulation And Mitigation Of Anisoplanatic Optical Turbulence For Long Range Imaging, Russell C. Hardie, Daniel A. Lemaster

We describe a numerical wave propagation method for simulating long range imaging of an extended scene under anisoplanatic conditions. Our approach computes an array of point spread functions (PSFs) for a 2D grid on the object plane. The PSFs are then used in a spatially varying weighted sum operation, with an ideal image, to produce a simulated image with realistic optical turbulence degradation. To validate the simulation we compare simulated outputs with the theoretical anisoplanatic tilt correlation and differential tilt variance. We present three methods which were attempted for fabricating stacks of atomically thin materials without heating to the high temperatures required by previous techniques. The first two methods were deemed unsuitable for various reasons, but the third was used to create a stack of hexagonal boron nitride (hBN) encapsulated molybdenum (MoS2). The method was thus shown to work, but the relative quality of its result has not yet been determined.

The twin-axis cavity is a new kind of rf superconducting cavity that consists of two parallel beam pipes, which can accelerate or decelerate two spatially separated beams in the same cavity. This configuration is particularly effective for high-current beams with low-energy electrons that will be used for bunched beam cooling of high-energy protons or ions. The new cavity geometry was designed to create a uniform accelerating or decelerating fields for both beams by utilizing a TM110 dipole mode. This paper presents the design rf optimization of a 1497 MHz twin-axis single-cell cavity, which is currently under fabrication.

The Jefferson Lab Electron-Ion Collider (JLEIC) design considers a 50 mrad crossing angle at the Interaction Point. Without appropriate compensation, this could geometrically reduce the luminosity by an order of magnitude. A local crabbing scheme is implemented to avoid the luminosity loss: crab cavities are placed at both sides of the interaction region to restore a head-on collision scenario. In this contribution, we report on the implementation of a local crabbing scheme in the JLEIC ion ring. The effects of this correction scheme on the stability of proton bunches are analyzed using the particle tracking software elegant.

The final steps in the manufacturing of a superconducting RF cavity involve careful tuning before the final welds to match the target frequency as fabrication tolerances may introduce some frequency deviations. The target frequency is chosen based on analysis of the shifts induced by remaining processing steps including acid etching and cool down. The baseline fabrication of a DQW crab cavity for the High Luminosity LHC (HL-LHC) envisages a first tuning before the cavity subassemblies are welded together. To produce a very accurate final result, subassemblies are trimmed to frequency in the last machining steps, using a clamped cavity assembly …

Aluminum multicharged ion generation from femtosecond laser ablation is studied. A Ti:sapphire laser (wavelength 800 nm, pulse width ∼100 fs, and maximum laser fluence of 7.6 J/cm2) is used. Ion yield and energy distribution of each charge state are measured. A linear relationship between the ion charge state and the equivalent acceleration energy of the individual ion species is observed and is attributed to the presence of an electric field within the plasma-vacuum boundary that accelerates the ions. The ion energy distribution follows a shifted Coulomb-Boltzmann distribution. For Al1+ and Al2+, the ion energy distributions …

RF-dipole crabbing cavities are being considered for a variety of crabbing applications. Some of the applications are the crabbing cavity systems for LHC High Luminosity Upgrade and the proposed Electron-Ion Collider for Jefferson Lab. The design requirements in the current applications require the cavities to incorporate complex damping schemes to suppress the higher order modes that may be excited by the high intensity proton or electron beams traversing through the cavities. The number of cavities required to achieve the desired high transverse voltage, and the complexity in the cavity geometries also contributes to the wakefields generated by beams. This paper …

A library of graphene-based hybrid materials was synthesized as novel hybrid electrochemical electrodes for electrochemical energy conversion and storage devices and electrocatalytical sensing namely enzymeless glucose sensing. The materials used were supercapacitive graphene-family nanomaterials (multilayer graphene-MLG; graphene oxide-GO, chemically reduced GO-rGO and electrochemical reduced GOErGO) and pseudocapacitive nanostructured transition metal oxides including cobalt oxide polymorphs (CoO and Co3O4) and cobalt nanoparticles (CoNP). These were combined through physisorption, electrodeposition, and hydrothermal syntheses approaches. This project was carried out to enhance electrochemical performance and to develop electrocatalytic platforms by tailoring structural properties and desired interfaces. This research evaluates different methods to create voxels, 3-dimensional pixels, in air without the need for special glasses or reflections off of surfaces. Research on the advantages of superimposing or the culmination, focusing, of laser light will be conducted. The point of superpositioning/culmination will be evaluated by the brightness of the voxel due to the Rayleigh Scatter Effect. The voxel’s brightness is dependent on the laser output strength and inversely proportional to its wavelength. Tides and river slope are fundamental characteristics of estuaries, but they are usually undersampled due to deficiencies in the spatial coverage of water level measurements. This study aims to address this issue by investigating the use of airborne lidar measurements to study tidal statistics and river slope in the Columbia River estuary. Eight plane transects over a 12-h period yield at least eight independent measurements of water level at 2.5-km increments over a 65-km stretch of the estuary. Ice clouds, crucial to the understanding of both short - and long - term climate trends, are poorly represented in global climate models (GCMs). Cirrus clouds, one of the largest uncertainties in the global radiation budget, have been inadequately studied at low latitudes. Parameterizations exist for mid - latitude and tropical cirrus ( Ivanova et al. 2001; McFarquhar et al. 1997). Particle image velocimetry measurements were conducted for a wing-tip vortex decaying in free-stream turbulence. The vortex exhibited stochastic collapse with free-stream turbulence present, with the breakdown initiating earlier for higher levels of turbulence. An increased rate of decay of the vortex tangential velocity was also observed, increasing with increasing free-stream turbulence. The decay of the vortex tangential velocity without the free-stream turbulence was well represented by viscous diffusion, resulting in an increase in the core radius and decrease in the peak tangential velocity. The importance of coating's chemical stability in lithium-ion batteries has been demonstrated by this study. It is well known that the mechanical properties determine the cycle life, and chemical stability or chemical degradation rate determines the calendar life. In this study, we used HfO2 coatings prepared by atomic layer deposition as an example to show the chemical stability of the coatings for lithium ion battery electrodes.

A system of wake control for a ground vehicle to help promote increased fuel efficiencies of the ground vehicle by modifying an air flow wake generated during the movement of the vehicle in a forward direction. The system includes at least one slot jet configured to be located along a rear profile portion of the ground vehicle. Slowly strained solids deform via intermittent slips that exhibit a material-independent critical size distribution. Here, by comparing two disparate systems - granular materials and bulk metallic glasses - we show evidence that not only the statistics of slips but also their dynamics are remarkably similar, i.e. independent of the microscopic details of the material. By resolving and comparing the full time evolution of avalanches in bulk metallic glasses and granular materials, we uncover a regime of universal deformation dynamics. We experimentally verify the predicted universal scaling functions for the dynamics of individual avalanches in both systems, and show that both …

It is well established that electrical-stimulation frequency is crucial to determining the scale of induced neuromodulation, particularly when attempting to modulate corticospinal excitability. However, the modulatory effects of stimulation frequency are not only determined by its absolute value but also by other parameters such as power at harmonics. The stimulus pulse shape further influences parameters such as excitation threshold and fiber selectivity. The explicit role of the power in these harmonics in determining the outcome of stimulation has not previously been analyzed. Almost all the reported capillary convective polymerase chain reaction (CCPCR) systems to date are still limited to research use stemming from unresolved issues related to repeatability, reliability, convenience, and sensitivity. To move CCPCR technology forward toward commercialization, a couple of critical strategies and innovations are discussed here. First, single- and dual-end heating strategies are analyzed and compared between each other. Especially, different solutions for dual-end heating are proposed and discussed, and the heat transfer and fluid flow inside the capillary tube with an optimized dual-end heating strategy are analyzed and modeled. An advanced direct imprinting method with low cost, quick, and less environmental impact to create thermally controllable surface pattern using the laser pulses is reported. Patterned micro indents were generated on Ni50Ti50 shape memory alloys (SMA) using an Nd:YAG laser operating at 1064 nm combined with suitable transparent overlay, a sacrificial layer of graphite, and copper grid. Laser pulses at different energy densities which generates pressure pulses up to 10 GPa on the surface was focused through the confinement medium, ablating the copper grid to create plasma and transferring the grid pattern onto the NiTi surface.
