Executive Summary: A reconnaissance-level study was conducted in Flaming Gorge Reservoir, Wyoming, during the late summer of 1982 in order to determine the possible importance of the sediment sin exacerbating the blue-green algal blooms that occur in summer in the upper reservoir. Sediments can affect phytoplankton dynamics in reservoirs on an annual basis by delyaing the availability of particulate P associated with spring runoff until late summery, when the warm water temperatures and the light climate favor the growth of blue-green algae. Design considerations for picture archiving and communication systems are reviewed with special emphasis on those issues that differ from conventional network architectures. Design equations for three layers of a picture network are developed and discussed in the context of preliminary estimates of the flow of digital images between a multiplicity of picture sources, picture archives and picture viewing stations. The increase in salinity of our western rivers has been identified as one of the most serious water quality problems in the nation. This is of special concern in the Colorado River where salinity has increased from pristine levels estimated at 380 mg/1 to present-day levels of 825 mg/1 at Imperial Dam. Flow depletions, associated with decreased runoff and increased evaporation and diversions, coupled with high salt loading from natural and man-created sources are considered the primary causes for rising salinity in the river. An extensive series of tests involving reconstructed profiles of spoil and topsoil material from a Western Kentucky surface mine site was conducted with a laboratory infiltrometer system. Infiltration through the reconstructed spoil profiles was very slow despite the coarse nature of the material. Low infiltration rates could be attributed to the material having a well-graded texture and to the high densities of the profiles. Infiltration through topsoil horizons was controlled, for the most part, by conditions at the surface. Following wetting, infiltration rates were primarily controlled by the hydraulic characteristics of the less permeable sub horizon of the spoil material. …

The Use of a Differential Mobility Analyzer to Perform Aerosol Size Spectrum Measurements Requires an Inversion Method to Go from the Measured Sensor Responses to the Desired Size Spectrum Information. Here We Present a Linear Inversion Method that Can Be Run on a Microcomputer or a Small Minicomputer. It Does Not Use Some of the Approximations Made in the Techniques Currently Available and Hence Gives Better Inversion Accuracy. the Method Shows Good Immunity to Both Random and Systematic Experimental Error. When management requires water quality standards, we should establish standards in a scientific and logical manner to serve the long-term needs of the users. It was this very process that led to enactment of the Reclamation Act of 1902 and the Boulder Canyon Project Act of 1928 - legislation that still serves the needs of users in the Colorado River Basin. This process can work again if we can make the "tradeoffs" that are so vital in management of a multi-purpose river. In order to do this, however, we must first be able to identify "tradeoffs." Three approaches to drought management are developed as generalized mathematical models. Each model is then applied to particular locations in Utah using the hydrologic/economic data from the 1976-77 drought. The modeling approaches include: (1) A multiple regression approach is used to quantify the changes in water use achieved by three common municipal sector rationing policies: (a) restrictions on time of outdoor use, (b) price increases, and (c) mandatory quantity restrictions (2) A model was presented for determing the optimal long term price schedule for rationing a stochastically variable water supply during summer peak demand season among groups of municipal water …

Comprehensive planning is an elusive ideal. The practical planner must sort the relevant information from the vast amounts of data that modern technology can collect. The objective of this study was to use the Upper Blackfoot watershed in the mountains of Southeastern Idaho as an arena for developing methods for construction, refinement, and application of indices needed to design land and water management schemes, compare alternatives, and influence the public in their uses of the area. An approximate solution of the equation of motion of a nonlinear anelastic reed at or near resonance is presented. The steady state solution reproduces the well-known nonlinear resonances. The solution also predicts the existence of auto modulations, i.e., self-excited modulations of the amplitude and phase at constant power of excitation of the reed. Numerical examples of such auto modulations are presented for an antisymmetric deformation potential. Experimental studies of finite amplitude oscillations of a magnesium reed vibrating at 72 and 431 Hz at room temperature confirm the existence of auto modulations. Subharmonic generation has been observed during the propagation of deep‐water capillary waves. The observations are shown to be in agreement with the theory of degenerate resonant noncollinear three‐wave interaction in a nonlinear, dispersive medium.

Measurement of reflectance at normal incidence R and its fractional change ΔR/R caused by a change of the angle of incidence from 0 to a small angle ϕ (ϕ≲ 20°) permits explicit determination of both the refractive index n and extinction coefficient k of an isotropic absorbing medium. The medium of incidence (ambient) is assumed to have a known refractive index (e.g., =1 for vacuum or air), and the incident light is either p or s linearly polarized.

Synthetic speech can be produced using a discrete-time model of human speech production. This model depends on the use of digital filters to model the spectral characteristics of the vocal tract. Speech spectra can be efficiently encoded using a set of principal components basis vectors; however, these vectors are not in a convenient mathematical form for directly determining a digital filter for the speech production model. A design procedure is described to determine the thicknesses of single-layer coatings of a given dielectric on a given metallic substrate so that any input polarization of light is preserved after two reflections at the same angle of incidence from a parallel-mirror beam displacer or an axicon. This is achieved by equalizing the net complex p and s reflection coefficients (also called the radial and azimuthal eigenvalues of an axicon) after two reflections. The net polarization-independent reflectance (insertion loss) of the device is computed and found to exceed the net minimum parallel reflectance of the uncoated device for incidence above …
