A water quality model of Lake Whatcom, Washington was developed as part of a Total Maximum Daily Load Study for the Washington Department of Ecology. Lake Whatcom is a large natural lake which is listed on the 1998 Washington State 303(d) list of waterbodies which do not meet the criterion for dissolved oxygen. Located next to the city of Bellingham, it is approximately 10 miles long and has a surface area of approximately 5000 acres and a maximum depth of over 100 meters. As a result of a Total Maximum Daily Load (TMDL) study of the Spokane River in Washington, a hydrodynamic and water quality model for the Spokane River was developed by Portland State University (PSU) for the Corps of Engineers and the Washington Department of Ecology from the Washington-Idaho state line to the outlet of Long Lake.

To deal with exponential growth in the size of a game with the number of agents, we propose an approximation based on a hierarchy of reduced games. The reduced game achieves savings by restricting the number of agents playing any strategy to fixed multiples. We validate the idea through experiments on randomly generated local-effect games. An extended application to strategic reasoning about a complex trading scenario motivates the approach, and demonstrates methods for game-theoretic reasoning over incompletely-specified games at multiple levels of granularity.

Agents or agent teams deployed to assist humans often face the challenges of monitoring the state of key processes in their environment (including the state of their human users themselves) and making periodic decisions based on such monitoring. POMDPs appear well suited to enable agents to address these challenges, given the uncertain environment and cost of actions, but optimal policy generation for POMDPs is computationally expensive. This paper introduces three key techniques to speedup POMDP policy generation that exploit the notion of progress or dynamics in personal assistant domains. Value Engineering (VE) is used to maximize the product of a process while utilizing the minimum amount of resources. In previous reporting periods a powder processing hot cell was designed and simulated. A VE study will be initiated for this work cell. A manipulator reliability study and a workspace study are performed in this work period. The above noted studies can be combined, and improvements can be made in the operations of the work cell.

A feature specific modular-PCA (Principal Component Analysis) approach on face images in multiple views for pose and illumination invariant face recognition is presented in this thesis. Upcoming experiments at Hall A at Jefferson lab require 1 % absolute accuracy of the electron beam polarization measurement at 0.85 Ge V energy. The Compton polarimeter at Hall A is capable of measuring beam polarization with 3 - 4 % accuracies at this beam energy. Hence it was proposed to upgrade the present Compton by doubling the laser frequency [2]. The present Compton polarimeter operates with a 1064 nm, continuous wave laser at 200 mW. This power is enhanced to 1.5 kW using a 0.85 m long Fabry-Perot Cavity. Changing to 532 nm laser with the same power would …

The Latin hypercube sampling method, sometimes called the stratified sampling method, is a commonly used variance reduction method. We present Opal, a framework for interactively locating missing web pages (http status code 404). Opal is an example of "in vivo" preservation: harnessing the collective behavior of web archives, commercial search engines, and research projects for the purpose of preservation. Opal servers learn from their experiences and are able to share their knowledge with other Opal servers using the Open Archives Initiative Protocol for Metadata Harvesting (OAI-PMH). Radio-frequency (rf) superconducting cavities are widely used to increase the energy of a charged particle beam in particle accelerators. The maximum gradients of cavities made of bulk niobium have constantly improved over the last ten years and they are approaching the theoretical limit of the material. Nevertheless, rf tests of niobium cavities are still showing some "anomalous" losses (so-called "Q-drop"), characterized by a marked increase of the surface resistance at high rf fields, in absence of field emission. A Mobile Ad-hoc Network (MANET, for short) is a collection of mobile nodes deployed in support of a short-lived special-purpose operation. Examples include search-and-rescue missions, law-enforcement, multimedia classrooms, and among many others. Unlike cellular or satellite networks, MANET do not rely on any form of pre-existing infrastructure. The mobility of nodes combined with the lack of infrastructure makes routing in MANET notoriously difficult. Existing maximum flow algorithms use one processor for all calculations or one processor per vertex in a graph to calculate the maximum possible flow through a graph's vertices. This is not suitable for practical implementation. We extend the max-flow work of Goldberg and Tarjan to a distributed algorithm to calculate maximum flow where the number of processors is less than the number of vertices in a graph. Our algorithm is applied to maximizing electrical flow within a power network where the power grid is modeled as a graph.
