In nearly every construction project, completing the project on time is one of the most critical things for everyone involved. Late project completion causes a wide variety of complications for the entire project team. This paper seeks to identify some of the causes for delay in the last phase of construction projects: the closeout phase.

Original research was conducted to gather input from construction industry professionals about their experiences with the closeout phase of projects. In 1997, the Ohio senate passed Senate Bill 102 which established the Ohio School Facilities Commission as a separate agency to oversee the rebuilding projects of the public schools in Ohio. To lower the construction cost, the bill exempted construction contractors from paying prevailing wages on these projects based on the hypothesis that this exemption would save the Ohio tax payer 10.7%. Many other studies concluded that these savings would range from 1.5 to 26%. This research was conducted to produce a more realistic picture of how variables are created and dealt with during hot mix asphalt (HMA) paving construction. Several paving projects across the State of Nebraska have been visited where sensing devices were used to test how the selected variables contribute to temperature differentials. These variables include density, moisture content within the asphalt, material surface temperature, internal temperature, wind speed, haul time, and equipment type. Areas of high temperature differentials are identified using an infrared camera whose usefulness was initially confirmed with a penetrating thermometer. This thesis presents the analysis of asphalt pavement cracking data on the network level in Connecticut. Pavement performance indicators including longitudinal and transverse cracking as well as roughness are investigated with respect to numerous distinct factors that can be grouped into three categories, i.e. climatic-, pavement structure-, and traffic-related. High-quality climatic data was obtained from the national weather stations in Connecticut. Maintenance and construction data was used to determine the pavement age and structure amongst several other factors. Lightweight self-consolidating concrete (LWSCC) is a relatively recent advancement in concrete technology. The reduced dead load from lightweight concrete is beneficial for precast elements and for elements where dead load is a significant portion of the total load, such as prestressed bridge girders. Self-consolidating concrete (SCC) is a specially proportioned concrete mixture that consolidates under its own weight without the need for vibration. Queuing occurs at intersections mostly due to overflow or inadequacy of turn bays. The ODOT L&D Manual Volume 1 has storage requirements for both signalized and unsignalized intersections. Figures 401-9E and 401-10E of the L&D Manual provide the required turn lane storage lengths which should be compared with the real world conditions to check for adequacy of these lengths as a measure of ensuring that accesses to the left turn lanes are not blocked. The PCSC girder is composed of a lightweight W-shape steel section with shear studs on its top and bottom flanges to achieve composite action with the pretensioned concrete bottom flange and the cast-in-place concrete deck. Many bridges along the Gulf Coast of the United States were damaged by recent hurricanes, and many more are susceptible to similar damage. This research examines the structural performance of common connection details used to anchor prestressed concrete girders to the substructure. Full-scale specimens were fabricated and tested under static and dynamic cyclic load histories. Dynamic load histories were developed from previously conducted hydraulic tests of a 1/5 scale model of a highway bridge under hurricane wave loads. During the past six years the Arkansas State Highway and Transportation Department (AHTD) has spent over nine million dollars repairing slope failures that have occurred in the state of Arkansas. Specifically, higher than average precipitation in 2004 and 2008 led to large quantities of slides, all of which were repaired. More than 8 million U.S. jobs were lost during ‘The Great Recession’, pushing unemployment from 4.4% in 2007 to 10.2% in 2009. Nearly half of all job losses occurred among lower-skilled workers in construction and manufacturing industries. During this same period, however, jobs in energy efficiency and renewable energy industries grew an unprecedented 9%. Precast floor systems provide a rapidly constructed solution to multi-story buildings that is economical, high quality, fire-resistant, and with excellent deflection and vibration characteristics. Conventional precast concrete floor system cannot compete with cast-in-place post tensioning flat slab floor systems when high span-to-depth ratio and flat soffit are required. This is due to the significant depth of standard precast beams, and use of column corbels and beam ledges. The United States Air Force (USAF) needs aggressive new techniques to compliment its asset management of its real estate portfolio. Air Force officials are experiencing budget cuts that have led to degraded facility infrastructure. Two areas of operations in which there are opportunities to improve the asset management of Air Force facilities are roof maintenance and energy retrofits. Information obtained via a geospatial information systems analysis revealed that the current state of the rooftop maintenance program was deficient and supported strategic sourcing as a potential solution to the program's deficiencies. Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) contract types have been utilized the most for construction in the Iraq and Afghanistan theaters. Often construction occurs in contested regions that are known to be particularly challenging, unpredictable, and unstable. The objective of this study was to analyze the performance of these two contract types in the contingency environment, and to determine what internal and external factors influence contact success the most.
