The ability of state DOTs to adequately clear roadways during winter weather conditions is critical for a safe and effective freight transportation system. Variables affecting winter maintenance operations include the type of precipitation, air and pavement temperature, traffic, wind, time of day, day of week, and maintenance equipment. The main objective of this study is to identify the best practices for normal deicing operations, based on the performance rating of deicing chemicals. Optimum deicer/brine ratios and the associated application rates will be determined for various weather conditions. Provisions for the design of roadside foreslopes are not readily available. As a result, engineering judgment is often employed. Unfortunately, this can lead to inconsistent designs, where, inevitably, some designs will be too costly and other designs will be too dangerous. Therefore guidance has been compiled to lend consistency to the design of these foreslopes while maintaining the most economical and safe design.
This guidance was prepared after conducting a benefit-cost analysis using the Roadside Safety Analysis Program (RSAP). A large test matrix was developed in an attempt to simulate the most possible scenarios, leaving interpolation to a minimum. However, …

Thermal infrared (IR) based particle image velocimetry (PIV) is used to measure the evolution of velocity, turbulent kinetic energy (TKE), and the TKE dissipation rate at the water surface in the tidally influenced Snohomish River. Patterns of temperature variability in the IR imagery arise from disruption of the cool skin layer and are used to estimate the 2D velocity field. Comparisons of IR based PIV mean velocity made against a collocated acoustic velocimeter demonstrate high correlation (r2 > 0.9). Over a tidal period, surface TKE computed from the IR velocity varies from 10-4 J·kg-1 to 3x10-3 J·kg-1, with an average difference …

The access and the use of advanced traveler information systems (ATISs) by drivers during normal commuting have been extensively assessed and analyzed. Emergency managers and transportation officials have extended the results of studies of ATIS use under routine conditions to emergency scenarios under the assumption that drivers' responses to information under emergency conditions mimic those seen under normal driving conditions. A recent survey of potential hurricane evacuees suggests the need to revisit this assumption. Results indicate that although commercial radio reports and variable message signs continue to be the sources of traffic information cited the most frequently, other information sources …

This report looks at the potential financial impact of LD 1725 on the estimated 30,000 stream crossings in the State of Maine that would be affected by the law. Our research for this report included the analysis of nearly 2000 stream crossings and the data collection necessary for the development of extensive stream crossing replacement cost models. We found that the 1.2 bankfull requirements in LD 1725 would result in a 75% ‐ 250% increase in structure widths for stream crossing projects across the state. An upsize of this magnitude would increase the cost of replacing stream crossings statewide by …

Many highway bridges carry traffic in two same-direction lanes, and modeling the traffic loading on such bridges has been the subject of numerous studies. Different assumptions have been used to model multiple-presence loading events, particularly those featuring one truck in each lane. Using a database of weigh-in-motion measurements collected at two European sites for over 1 million trucks, this paper examines the relationships between adjacent vehicles in both lanes in terms of vehicle weights, speeds and inter-vehicle gaps. We present measurements which show that the tidal Ems River in Germ any is extremely muddy over a 30 km + turbid zone, with fluid mud o f 1-2 m thickness covering the bed with suspended sediment concentrations (SSC) o f greater than 50 kg.m-3. Moreover, we show that these elevated SSC contain large quantities of organic material which deplete dissolved oxygen (DO) and produce summertime hypoxic zones. Using mathematical modeling, we develop simplified representations o f the estuary physics that reproduce the tidally-averaged circulation, SSC distribution, and oxygen depletion. A series of innovations has been made in the vehicle sensors field. Technologies such as IntelliDrive and radar-based smart sensors make it possible to track each vehicle in proximity to an intersection. However, current technologies have limitations, such as lack of robustness, accuracy, or level of penetration. The accurate estimation of site-specific lifetime extreme traffic load effects is an important element in the cost-effective assessment of bridges. In recent years, the improved quality and increasing use of weigh-in-motion technology has meant that better quality and larger databases of vehicle weights are now available. This has enabled measurements of the regular occurrence of extremely heavy vehicles, with weights in excess of 100 t. The collected measurements have been used as the basis for building and calibrating a Monte Carlo simulation model for bridge loading. Many frameworks exist to help transit agencies plan, operate, and monitor the performance of transit in rural and urban communities. No framework integrates these three critical business practices into one coherent and flexible framework useful to rural and small-sized cities. The primary objective of this research was to integrate planning, operations, and performance measurement activities into a framework designed to evaluate transit in the context of overall mobility. By combining planning, evaluation, and performance monitoring processes, a succinct framework useful to transit agencies and planners was created.
