Every two to three years, U.S. Army officers must change duty stations, which entails a selection process based on preferences. Currently, officers are assigned to units using a stable-marriage algorithm. Two impracticalities occur within this process. First, officers are required to submit strictly ranked preferences, not allowing indifference among units. Second, the stable-marriage algorithm does not give flexibility to alternative priorities. This research focuses on two modifications to the current model. First, a mixed integer program is created that allows the user, U.S. Army Human Resources Command, to consider other priorities: unit preferences and maximum officer disappointment. Biological macromolecules including nucleic acids, proteins, and glycosaminoglycans are typically anionic and can span domains of up to hundreds of nanometers and even micron length scales. The structures exist in crowded environments that are dominated by multivalent electrostatic interactions that can be modeled using mean-field continuum approaches that represent underlying molecular nanoscale biophysics. We develop such models for glycosaminoglycan brushes using steady state modified Poisson-Boltzmann models that incorporate important ion-specific (Hofmeister) effects. The results quantify how electroneutrality is attained through ion electrophoresis, spatially varying permittivity hydration forces, and ion-specific pairing. Biocondensates are largely studied with regard to intracellular components, while recognition of the formation of extracellular biocondensates are emerging, such as for cell surface heparan sulfate binding with basic fibroblast growth factor. This study analyzed the formation of biocondensates in vitro between the ubiquitous extracellular component, hyaluronan an anionic glycosaminoglycan, and cationic derivitized polyglucosamines known to bind to mucosal interfaces. The effect of molecular weight and net charge ratio was studied using a combination of microscopy, turbidity, laser diffraction particle sizing and zeta potential measurements. What factors influence a firm's decision to share its technology with competitors? While patent licensing has received considerable attention in the literature, studies have typically focused on the optimal licensing contract for product and process innovations in various market settings. A key finding of this literature is that the optimal licensing strategy depends on the type of the patentee; that is, whether the patentee is a producer in the market (insider patentee) or not (outsider patentee). The purpose of the research was to create and validate a safety performance decision-making tool to transform a reactive safety model into a predictive, decision-making tool, specific to large, collegiate Title 14 of the Code of Federal Regulations (CFR) Part 141 flight training organizations, to increase safety and aid in operational decision-making. Producers need to have access to information regarding new conservation practices and technologies to ensure land management in the face of ecological threats in general and vegetation transitions (VTs) in the context of our study. Automated Dependent Surveillance Broadcast (ADS-B) provides position and state information about aircraft and is becoming an essential component in the global air traffic management system. ADS-B transponders broadcast this key information on a common frequency to both other aircraft and to secondary surveillance radar systems located at ground stations. Both the aircraft transponders and the ground stations work together to assist in managing the commercial airspace. Since the aircraft transponders all broadcast on the same frequency and are in close proximity there is an apparent risk of interference and the garbling of the communications needed to manage the airspace.

The airline industry is moving towards Single Pilot Operations (SPO), as a result of the increased training and salary cost of pilots, and also as a remedy to the impending pilot shortage which is estimated to manifest itself in the years to follow. This research applies machine learning methods to build predictive models of Net Load Imbalance for the Resource Sufficiency Flexible Ramping Requirement in the Western Energy Imbalance Market. Several methods are used in this research, including Reconstructability Analysis, developed in the systems community, and more well-known methods such as Bayesian Networks, Support Vector Regression, and Neural Networks. Project managers working in manufacturing firms in the automotive industry frequently face challenges such as cost overruns, schedule delays, and scope changes. Project managers often lack effective strategies to ensure that different departments deliver their work in alignment with project milestones, which can negatively affect project success rates.
