Despite the high Operational and Support costs incurred, the Brazilian Air Force's (BAF) declining budget has led to the establishment of conservative policies that favor short run solutions for a critical BAF airlift problem of operating an aging fleet. As a result of this policy, service life extensions of older airlift aircraft are the preferred solution. Using an equal airlift capacity approach to examine the Brazilian Air Force mobility system, this research performs a cost comparison analysis between two aircraft currently in operation at Brazilian's airlift command: C-130 Hercules and C-95 Bandeirante. The purpose of this study is to investigate the effects of certain national economic indicators on enlisted aircraft maintenance personnel retention rates. To fulfill this purpose, this study builds a linear regression equation that can predict the retention rate using the civilian unemployment rate and the index of 11 leading economic indicators as the independent variables. Journal literature and economic texts were reviewed to identify the indicators as good predictors for changes in employee turnover. The method of linear regression was used to build the model needed to predict the changes in the retention rate. The equation developed with this …

The purpose of this study is to estimate the costs borne by the government for providing space-available travel to eligible uniformed services personnel and their dependents. As the primary provider of the space-available privilege, it is important that the Air Force have an estimate of the burden that the administration of that privilege places on the budget. In January 1993, the Air Force discontinued its 15-year-old practice of charging a fee for space-available travel aboard AMC-owned or controlled aircraft. Given the increasingly aging vehicle fleet and declining vehicle budget, this research performed a cost-benefit analysis of leasing versus buying various Air Force general purpose vehicles for the entire continental United States (CONUS). In contrast to previous analyses, which have examined the leasing versus buying issue on a base-by-base basis, this analysis studies the issue from an Air Force-wide perspective using a cost-buying model. Costs and benefits are calculated for three purchasing options (Air Force ownership, GSA leasing, and commercial leasing) to determine and recommend the best alternative for the Air Force. This thesis investigates the relationship between peacetime and wartime tasks for Air Force Civil Engineering career fields in regard to outsourcing. Relevant literature in civilian sector outsourcing techniques is then studied to determine how they decide on what to outsource and what to keep insourced. Peacetime tasks performed by individual career fields are correlated with the wartime tasks to determine if there is any valuable wartime training gained from the completion of peacetime work orders. Last year, approximately 45 million acres of American farmland were planted with crops that had been genetically engineered to either produce their own pesticides, or withstand herbicides. The long and short-term effects of this biotechnology on humans and the environment, are being studied, but remain unknown. Leading the way in the field of bioengineered crops is the Missouri-based Monsanto Company. Monsanto believes that current agricultural practices are inconsistent with sustainable development. Continuous improvement programs traditionally focus on making small incremental improvements to a system. Unfortunately, their success can be limited due to the rapid changing environment within which most small companies operate. Improvement efforts should be flexible enough to capitalize on incremental and radical changes to a system. This paper presents a case analysis of how Road Rescue, an ambulance manufacturer, uses a continuous improvement framework to capitalize on both radical and incremental improvement opportunities. Results include a 10% increase in throughput, reduced cycle time of 44%, increased customer satisfaction, and higher quality.

A study conducted among students of a leading Indian institute of engineering and technology yielded useful and significant insights into the preferred rewards and motivators, personal values and background, attitudes and job prospects of prospective engineers, considered to be the cream of Indian youth and likely to assume positions of leadership in the fields of engineering and management. The findings of the study could help solve prevalent problems in designing organisational structures and reward systems and in improving the quality of engineering education and prospects for engineers in Indian organisations.

This historical study details the U.S. Air Service's logistics operations at home and abroad in an attempt to determine the relationship between the process and more recently established logistic principles. The information in the study was collected through an extensive review of both first hand accounts and historical compilations of the nature of World War I aviation logistics. Information regarding the production of the De Haviland DH-4 and Liberty Engine serve as the primary case examples of the operation of the logistics system. A Comparison Of 8-Hour Vs. 12-Hour Shifts On Performance, Health And Safety In A Usaf Aircraft Maintenance Squadron, Kelly J. Scott

This study examined the effects of converting a large USAF aircraft maintenance squadron from an 8- hour shift system to a 12-hour shift system. In 1996, the squadron converted its 24-hour operations from three 8-hour work shifts, to two 12-hour work shifts with compressed work weeks. The squadron maintained 12-hour shifts for 19 consecutive months. A comparison was made of organizational performance, worker health and safety measures before, during and after 12-hour shift implementation. Findings indicated that changing from 8- to 12-hour shifts resulted in a slight increase in aircraft Mission Capability rates. However, this benefit appears to have come …

This study examined the effects of converting a large aircraft maintenance squadron from 8-hour shifts to 12-hour shifts. The squadron studied converted its 24- hour maintenance work force from three 8-hour work shifts to two 12-hour work shifts incrementally, with one section converting to 12-hour shifts in January, 1996, and the remaining section converting in July, 1996. Both sections remained on 12-hour shifts until September, 1997, when both sections converted back to a three shift 8-hour operation. A gap exists between theoretical stances that acknowledge the importance of dialogue as a dynamic within socially constructed structures, and "steersmanship" of those constructs--e.g., directing, intervening or transforming organizations. A "mechanism" which links theory with practice is missing, leaving practitioners with an acknowledgment of dialogue's central position, but without tools to enact this centrality in practice or research. This research constructs a conceptual model of dialogue, derived from the literature. This thesis concentrates its analysis on one of the most important BAF depots located at Sao Paulo (PAMASP). This thesis explores the scheduling process currently used in PAMASP.
