The United States Air Force relies upon information production activities to gain insight regarding uncertainties affecting important system configuration and in-mission task execution decisions. Constrained resources that prevent the fulfillment of every information production request, multiple information requestors holding different temporal-sensitive objectives, non-constant marginal value preferences, and information-product aging factors that affect the value-of-information complicate the management of these activities. This dissertation reviews project selection research related to these issues and presents novel methods to address these complications. Quantitative experimentation results demonstrate these methods’ significance.

As an attractive business model of cloud computing, outsourcing services usually involve online payment and security issues. The mutual distrust between users and outsourcing service providers may severely impede the wide adoption of cloud computing. Nevertheless, most existing payment solutions only consider a specific type of outsourcing service and rely on a trusted third-party to realize fairness. This study examines microeconomic factors that affect Bid Difference between the designer’s Engineer’s Estimate and the contractor’s Winning Bid. Historically, the accuracy of the Engineer’s Estimate and the Winning Bid vary. To account for this discrepancy, the Federal Highway Administration (FHWA) recommends a contingency be included in all Engineer’s Estimates. Statistical analysis was performed to determine if state Departments of Transportation (DOTs) were currently meeting the recommended Bid Difference values. Data was collected from California, North Carolina, and Ohio from 2012 through 2014. Statistical analysis indicates that current practices to develop an Engineer’s Estimate met the FHWA recommended values. With …

Yelp’S Review Filtering Algorithm, Yao Yao, Ivelin Angelov, Jack Rasmus-Vorrath, Mooyoung Lee, Daniel W. Engels

In this paper, we present an analysis of features influencing Yelp's proprietary review filtering algorithm. Classifying or misclassifying reviews as recommended or non-recommended affects average ratings, consumer decisions, and ultimately, business revenue. Our analysis involves systematically sampling and scraping Yelp restaurant reviews. Features are extracted from review metadata and engineered from metrics and scores generated using text classifiers and sentiment analysis. The coefficients of a multivariate logistic regression model were interpreted as quantifications of the relative importance of features in classifying reviews as recommended or non-recommended. The model classified review recommendations with an accuracy of 78%. We found that reviews …

Many rural Nebraskans think it brings shame upon a person to do the following: file personal bankruptcy, apply for food stamps and apply for income assistance. Most rural Nebraskans disagree that the following items bring shame to a person: go to Alcoholics Anonymous or other alcohol treatment, seek mental health care, and go to drug treatment. In general, rural Nebraskans say that residents of their community are more likely than they personally are to think doing the items brings shame upon a person.
