Factors That Contribute To Unemployment In The School-To-Work Transition, Brittany Verrette

Online Journal for Workforce Education and Development

This paper explores the problem of unemployment for Black or African American high school graduates as well as Latinx graduates. As college increasingly becomes a risk of return on investment, more young adults intend to enter the workforce immediately after high school graduation; however, many Black and Latinx graduates experience difficulty in transitioning from school to work. Using Bronfenbrenner’s Ecological Systems Theory, this paper explores the contributing factors that make gainful employment difficult for high school graduates of color.

Workforce development systems in the United States provide occupational training to improve employment outcomes for individuals facing barriers to employment. Training is commonly delivered through classroom-based training (CBT) offered by educational institutions or through work-based learning (WBL) delivered in partnership with employers. Although both approaches are widely used within workforce development programs, limited empirical research has examined whether occupational training prior to employment improves employment retention or whether WBL produces stronger employment outcomes than CBT.

Despite substantial policy investment in apprenticeship expansion, fewer than 0.4% of the American workforce participates in registered apprenticeship programs, with adoption rates remaining particularly low among small and medium-sized enterprises (SMEs). This qualitative multiple-case study examined the rationale, structure, implementation, and sustainability of formal apprenticeship programs across 11 SMEs representing manufacturing, woodworking, healthcare, energy, and food processing sectors. Three supplemental interviews with workforce development intermediaries and state-level apprenticeship support organizations provided contextual insight into regulatory processes and institutional supports. The primary goal of secondary education is preparing students for post-secondary success in an evolving global economy. Work-Based Learning (WBL) serves as a critical bridge between academic instruction and real-world application, yet participation rates remain low, particularly for marginalized student populations. This educational leadership project examines the impact of WBL on post-secondary readiness, addressing the disparity between federal policy mandates, such as the Carl D. Perkins Act, and actual student access.

This scoping review investigates the integration of OEL into Career and Technical Education (CTE) programs. Using Arksey and O’Malley’s five-step scoping review framework, articles were identified through ERIC and Google Scholar and managed in Zotero. MAXQDA was used for coding, revealing thematic clusters related to modalities (synchronous, asynchronous, hybrid), technologies (LMS, AR/VR, simulation tools), and learner characteristics (nontraditional students, CTE-specific learning styles). The review highlights the conceptual anchors of Kolb’s Experiential Learning Theory, Carver et al.’s Experiential E-Learning Model, and Baasanjav’s online experiential design. The State of Illinois Model Programs of Study Guides were developed in collaboration with the Illinois State Board of Education (ISBE) and Illinois Community College Board (ICCB) through a process led and facilitated by Education Systems Center (EdSystems) at Northern Illinois University. The process included extensive research into labor market information and credential programs, as well as dialogue across secondary, postsecondary, and employer stakeholders. With the support of ICCB, EdSystems researched the utilization of the State of Illinois Model Programs of Study Guides: Culinary and Hospitality and Human and Public Service.

This mixed-methods study aimed to measure the impact workforce education programs have on STEM professionals’ job satisfaction and organizational commitment, specifically through the level of participation in the continuing education program and employees’ perceived effectiveness of said continuing education program. The findings suggested that participation in PD was significantly negatively associated with both job satisfaction and organizational commitment, indicating that as level of participation in PD increases, typically, both job satisfaction and organizational commitment levels tend to decrease. Youth apprenticeship programs are a means of bridging the middle skills gap and rebuilding the workforce while combating youth underemployment and unemployment. Previous attempts to advance these programs were unsuccessful. The study identified concepts to include or modify in draft legislation and policy statements to increase the possibility of enactment and implementation. Twenty-three youth apprenticeship advocates participated as panelists in a four-round online policy Delphi to garner opinions on posited recommendations and panelists’ responses to openended prompts.
