The purpose of this hermeneutic phenomenological study was to understand the support of career and technical education teacher self-efficacy development for secondary public-school administrative leaders at West Central Maryland school districts. The theory guiding this study was behavioral leadership theory, as it provided a lens for understanding how leaders’ observable actions and interactions intentionally influence teachers’ confidence and professional growth. This dissertation examined the adaptive instructional leadership practices of instructors teaching dual credit career and technical education (CTE) classes in Connecticut, particularly in advanced manufacturing technologies (AMT). The study drew on survey responses from a broader group of course instructors and a purposeful sample of six instructors and six adult students who participated in semi-structured interviews. All instructors taught dual credit classes in partnership with Connecticut State Community College in hands-on manufacturing, engineering, or similar workshop environments designed to prepare high school aged students for careers and develop practical, job-ready skills in settings that closely replicate industry conditions. This study examines the implementation of Racial Equity Policies (REP) and Culturally Responsive Teaching (CRT) practices in Career and Technical Education (CTE) across the Commonwealth of Kentucky's public school districts. This quantitative research incorporates perspectives from district leaders, educators, and administrators, exploring the interplay between racial equity policies and teaching practices. The study highlighted the influential role of district leaders in shaping positive perceptions and awareness of the tools available to support equity work. The study also revealed disparities among districts, with urban areas leading integration, while rural districts express confidence in their commitment to racial equity.
