This study uses an annual timeframe to evaluate the influence of labour market status in one period on status in the subsequent period. Understanding the role of past labour market experiences is important when it is the objective of policy-makers to increase the proportion of time spent by young Australians in desirable labour market states, such as full-time work, and reduce the time they spend in marginalised activities, such as unemployment. Findings presented in this report are based on the On Track telephone survey of 36,022 Year 12 or equivalent completers and 4,676 early leavers from the 2008 school year in Victoria. Year 12 or equivalent completers are defined as those who completed a Victorian Certificate of Education (VCE), International Baccalaureate (IB) or Victorian Certificate of Applied Learning (VCAL, Senior or Intermediate). The sample includes those who completed such qualifications in schools (98.7%), or in TAFE colleges or adult and community education providers (1.3%). Data presented in this report is based on the On Track telephone survey of 33,250 Year 12 or equivalent completers and 4740 early leavers from the 2007 school year in Victoria. Year 12 or equivalent completers are defined as those who completed a Victorian Certificate of Education (VCE), International Baccalaureate (IB) or Victorian Certificate of Applied Learning (VCAL, Senior or Intermediate). This literature review is part of a project commissioned by The Smith Family that is investigating the effects and influences of family expectations on the cost benefit analyses undertaken by students when they are considering their post-school plans. The 2006 report for The Smith Family, On track? Students choosing a career, pointed to the possibility of a strong effect of family expectations on young people’s post-school plans (Beavis, 2006). Post-school plans often include decisions about further education, so a family’s influence or involvement in assessing the costs and benefits associated with this decision is not surprising (Usher, 2005). This report highlights the important role of vocational education and training such as TAFE as an alternative for students with no plans to study at university. The report was based on the surveys of almost 19,000 teenagers. The study suggests that the most important factors for predicting post-school plans are gender, ability and the vocational orientation of the student. Students appear to have a good understanding of all these factors and plan their post-school destinations accordingly.

This study seeks to establish that policy in vocational education has oscillated between two poles. At one, vocational education is seen largely as an adjunct to economic development and the primary concern of the sector is to meet the needs of industry rather than of students. At the other, vocational education is seen as primarily student centred, encompassing goals of individual self-development and the creation of a more equitable society. In practice both these perspectives are present at any time, and both may be almost equally emphasised in VET policy and rhetoric.

This project was jointly managed by the Business Council of Australia and the Australian Chamber of Commerce and Industry and was completed in March 2002.
