Access to high-quality child care significantly impacts outcomes for infants and toddlers with disabilities and their families, yet persistent inequities remain. This dissertation employed an instrumental case study design (Stake, 1995; Stake & Visse, 2023) to investigate Nevada's state-level policies and procedures that shape the accessibility and quality of child care for infants and toddlers with disabilities. Using a triangulated approach that integrates document analysis, family interviews, and a survey with state leaders, this study explored the perspectives and experiences of diverse key players. There is currently a nationwide shortage of early intervention (EI) providers in the United States, and the number of families in need of EI services is much greater than the available service providers (CEC, 2019; Barton et al., 2012). One way to increase the number of qualified service providers is to offer better and earlier preservice training in EI at the university level. To meet this need, we designed and implemented the Early Intervention Learning Community (EILC), an extracurricular experience that focused on introducing students to EI and interprofessional practice. This qualitative case study investigated early reading teachers’ perceptions of the instructional practices they use to identify early elementary student reading proficiency, including unique challenges they face when addressing the development of early reading skills. The researcher investigated eight first and second grade teacher classrooms during the 2023–2024 school year through collective interviews, observations, and related school data. The researcher performed a qualitative analysis of the collected data to reveal varying themes that support recommendations to reduce persistent reading problems among early elementary students. Interdisciplinary preparation is critical for early childhood special education professionals, yet few programs are designed to support such collaboration across disciplines. This study aimed to explore how interdisciplinary EI/ECSE preparation programs support collaboration. The Helpful Entry Level Skills Checklist is a practice-oriented tool designed to support early childhood transition planning by helping families, teachers, and program staff identify skills that may assist children as they enter or move across early childhood classroom settings. The checklist organizes entry-level skills across five domains: classroom rules, work skills, communication skills, social/behavioral skills, and self-management skills. The tool allows users to document whether a child demonstrates selected skills, identify target skills for instruction or support, and add comments across multiple dates. The Functional Assessment of Behavioral and Social Supports is a practice-oriented assessment tool designed to help early childhood teams identify children’s behavioral, social, communication, classroom, work, and self-management skills and the supports needed for successful participation in early childhood settings. The assessment allows teams to document whether skills are present, emerging, inconsistent, or not present; identify adult or classroom supports; describe patterns of support; and summarize priority skills for intervention. The tool is intended for use by teachers, families, and assessment team members as part of early childhood transition, intervention planning, and classroom support processes.

Poor reading levels is a pervasive problem in the US. For example, two of every three eigth grade students in the US are estimated to demonstrate insufficient reading comprehension skills. Early use of decontextualized language, in which the language expressed is removed from the here and now, serves as a precursor of academic language proficiency. Starting as early as the third year of life, decontextualized language is less likely to be practiced in lower socio-economic status (SES) households. An increasing number of infants are diagnosed with neonatal abstinence syndrome (NAS) as a result of prenatal opioid exposure. Early intervention services are recommended for this population of children and families to mitigate developmental delays associated with NAS. The effectiveness of early intervention is dependent on the ability of interventionists who deliver these services. The purpose of this qualitative case study was to explore early interventionists' perspectives of self-efficacy when working with infants diagnosed with NAS and their families. This rapid literature review on support for children and families at risk of experiencing vulnerability in early years transitions was commissioned by the Victorian Department of Education and Training. It sought to understand how Early Childhood Education and Care (ECEC) services, professionals and teachers could better support children at risk of vulnerability, and their families, during transitions. The transitions included are from home, out-of-home care (OOHC) and other programs/services to ECEC services and to school. Prelingual hearing loss greatly restricts a child’s language development, hindering his or her behavioral, cognitive and social functioning. Although technology such as hearing aids and cochlear implants are an option for providing access to sound, they fail to teach the child how to listen or attend, how to process language (whether visual or spoken), or how to produce language and communicate. Home visiting is widely recognized as a cost-effective intervention service delivery model. At 2 primary schools in Western Jamaica, students at the Grade 1 level lacked basic literacy skills of comprehension, letter recognition, letter sounds, and oral communication. The purpose of this qualitative evaluation study was to investigate teachers' perceptions of the Jolly Phonics program implemented to improve students' literacy in Grades 1-3. Guided by Engestrom's activity theory, the effectiveness of the Jolly Phonics approach was examined based on the sociocultural learning theories of Vygotsky, Dewey, and Piaget. Reading success has been linked to high school completion, future job success, and future generations of children who can read. Unfortunately, children who are unable to read on grade level by the end of first grade are at a great disadvantage and unlikely to catch up later. Without the ability to read and comprehend text, all aspects of schooling become progressively more difficult and the challenge of poor reading ability can be so difficult to overcome that many poor readers will not complete high school. School readiness is determined by the life experiences of young children between birth and enrollment in formal education programs. Early intervention and education programs designed to promote school readiness often focus on skills a child fails to demonstrate that are believed to be of importance to social and academic success. The Getting Ready model of early childhood intervention (Sheridan, Edwards, & Knoche, 2003) recognizes the transactional nature of young children’s development and the important role parents play in pre-school readiness and school-age success.
