We know learning in the early years sets the foundations for people’s ongoing academic, cognitive and socio-emotional development. Education across those formative first 12 years is currently segmented, with children often starting fresh in new systems. How can each of us make learning in the early childhood and primary years more effective? Research Conference 2023 will examine research around how we can improve the continuity of learning from birth to 12 years. It will bring together leading international and Australian researchers to provide insights into the best ways to identify, conceptualise, develop and assess these new linkages for learning.

The present publication documents the achievements and lessons learned from the first phase of the Survey of Teachers in Pre-primary Education (STEPP) project, implemented by UNESCO from 2016 to 2019, with the participation of seven countries, namely, the Dominican Republic, Ghana, Indonesia, Namibia, the Philippines, Togo, and Viet Nam. It is the first international survey for low-and-middle-income countries designed to collect information that is known to affect the quality of pre-primary education from pre-primary teachers and centre heads. This literature review is one of a series of reviews to support Victorian early childhood professionals to assess children’s learning and development in relation to the five Learning and Development Outcomes in the Victorian Early Years Learning and Development Framework (VEYLDF). This literature review documents the research that underpins and defines learning for children from birth to eight years, and outlines children’s trajectory as confident and involved learners. The resource aims to equip early childhood professionals with the knowledge to identify and assess children’s progress towards the VEYLDF Outcome: 'Children are confident and involved learners'.

This rapid literature review on support for children and families at risk of experiencing vulnerability in early years transitions was commissioned by the Victorian Department of Education and Training. It sought to understand how Early Childhood Education and Care (ECEC) services, professionals and teachers could better support children at risk of vulnerability, and their families, during transitions. The transitions included are from home, out-of-home care (OOHC) and other programs/services to ECEC services and to school. This report provides forecasts of the supply and demand for teachers in Victoria from 2014 to 2020. The teaching workforce includes all teachers from K to 12. This is the tenth in the series of such reports, the first of which was released in 2001. Unlike previous reports, this one includes a section on Early Childhood and has more extensive analysis of the future demand for teachers in the state.

The Australian government has increasingly recognised the importance of quality early childhood education (ECE) for Aboriginal and Torres Strait Islanders, as noted in a variety of policy documents such as the Council of Australian Governments (COAG) Closing the Gap targets of the Rudd government in 2008, the Aboriginal and Torres Strait Islander Education Action Plan 2010-2014, and the National Aboriginal and Torres Strait Islander Education Strategy 2015 (Tye, 2014; Dreise & Thomson, 2014; Education Council, 2015). Since the educational experiences of Aboriginal Australians are often framed from a ‘deficit’ perspective, whereby the failures of Indigenous people to engage with the mainstream educational system are seen as the ‘problem’, an alternative approach to Indigenous early childhood education discourse is preferable. This alternative approach highlights the strengths that many Aboriginal children possess when commencing school, strengths that may result from Indigenous child-rearing practices. Current research indicates that young children are capable of developing mathematical concepts and reasoning much earlier than previously considered. Moderated by Professor Collette Tayler, this symposium on assessing young children's literacy and mathematics understandings is in three parts. Firstly the authors explore the Pattern and Structure Assessment (PASA). PASA is an early mathematical assessment interview which focuses on a range of concepts and processes and is linked with mathematical attainment in the ACER Progressive Achievement Tests in Maths (PATMaths). The Commonwealth-funded Project Good Start was a longitudinal study of children during their year before school and the first year of school, involving preschool centres and schools across Australia. It considered the questions: how can effective numeracy programs be identified at both year-before-school and the early years of school; and what constitutes evidence of effectiveness.
