Kentucky Teacher Education Journal: The Journal of the Teacher Education Division of the Kentucky Council for Exceptional Children
Kentucky reading achievement has remained below statewide goals, which prompted a revision to the Read to Achieve (RTA) initiative, a state-level grant-funded program aimed at improving student literacy outcomes. The revision prioritized the professional learning of administrators and K-3 reading instructional staff in the science of reading and the adoption of high-quality structured literacy-based resources and aligned intervention resources. This study uses nine years of panel data (2014–2015 through 2023–2024) from all public schools in Kentucky to evaluate whether the revised RTA initiative had a differential effect on school-level reading outcomes. This scholarly book review of A Literacy Coach’s Playbook: Building a Winning Team to Improve Student Achievement (Brieske-Ulenski & Kelley, 2025) provides a detailed overview of a new clinical model of literacy coaching. The proposed approach, a Clinical Literacy Coaching Framework (CLCF), draws upon a medical model to build Literacy Leadership Teams (LLT) to improve data-informed and culturally-sustaining instruction.

This study evaluates how educators interpret the Multidimensional Framework for Inclusive Literature (MDFIL), a tool for evaluating and selecting multicultural literature for their classrooms. Participants self-identified as current, former/retired, or student teachers, or as undergraduates pursuing a teaching license at the time of the survey. Incorporating multicultural literature into educational settings has a positive impact on children's development. Multicultural literature fosters feelings of acceptance, cultural awareness, and empathy among students. By exposing children to diverse cultural perspectives, multicultural literature not only enhances their understanding of their own identities but also cultivates a greater appreciation of others' experiences. Michigan’s Public Act 146 (PA 146), the state’s K–12 Literacy and Dyslexia Law, establishes new requirements for screening, evidence-based instruction, structured literacy practices, professional learning, and strengthened multi-tiered systems of support to improve reading outcomes. While the law provides detailed and prescriptive guidance for elementary schools—particularly regarding decoding-focused instruction aligned to the science of reading, universal screening, and intervention planning—its implications for grades 4–12 are less clearly defined. This article examines what is explicit in the legislation, what remains open to interpretation in secondary contexts, and how districts can move forward strategically as they prepare for full implementation by 2027–2028. …

This thesis explores the role of play-based learning in early literacy development, emphasizing its impact on student engagement, executive functioning, and overall academic success. Drawing from research and personal experience, it argues that play is not separate from learning but a critical component of it. This thesis also highlights the benefits of play for diverse learners and examines the challenges teachers face in implementing play-based instruction. Generative Artificial Intelligence (GenAI) is transforming education by reshaping curriculum design, individualized learning, and professional collaboration. This interpretive study examines how 70 preservice teachers engaged with GenAI through structured learning experiences focused on lesson planning, content development, and reflective practice. Participants, all fourth-year PK–Grade 5 and intervention specialist candidates at the University of Dayton, completed a co-taught seminar led by methods professors in science, social studies, language arts, and mathematics. Data sources included initial reflections on GenAI’s role in education, documentation of prompt exploration, and ongoing reflections during the seminar. Newly arrived immigrant students, commonly referred to as “newcomers,” represent a notable portion of the English Learner (EL) population in California’s K–12 public schools. As of Fall 2023, the California Department of Education reported that newcomers comprised 3.27% of total student enrollment. Although enrollment is projected to decline in the near term, the potential for future increases highlights the need for sustainable, evidence-based support systems. This study examines how California K–12 public schools with large EL populations provide academic and trauma-informed support services to newcomer students, with a particular focus on early intervention in grades K–5. The COVID-19 pandemic profoundly disrupted education, leaving lasting effects on elementary students’ academic development, particularly in literacy and reading comprehension. This research investigated the long-term educational impacts of the pandemic by drawing on qualitative insights from interviews with five educators across a range of specializations, including general education, interventional support, and multilingual learning. Using inductive thematic analysis and descriptive coding, the study identified key themes that reflected shifts in academic achievement, student behavior, attendance, and school priorities post-pandemic. Given the pressures, demands, and standardization teachers face in our sociopolitically charged times, teachers need opportunities to reflect and reimagine their instruction. Drawing on critical and related scholarship, we conceptualize critical humanizing writing pedagogy. We share our instructional moves as teacher educators for enacting humanizing writing pedagogy in a graduate course and supporting teachers to enact humanizing writing pedagogy in their K-12 classrooms. Specifically, we show how a graduate student and practicing teacher found ways to shift toward critical orientations as she navigated her school’s curriculum and state standards. Students of African descent often speak in a dialect that differs from the Dominant American English (DAE) dialect, known as African American English (AAE). Since this dialect is not considered mainstream, students who speak and write in this dialect may be at a disadvantage when being assessed on literacy skills and responding to literacy instruction. Reading instruction has become a critical focus in many states in the country. Both in-service and pre-service teachers are adopting innovative approaches in reading instruction embedded in the Science of Reading. However, the transition to these new methods require a shift in practice that should be differentiated for both groups. In-service teachers have a wealth of knowledge and experience to draw upon, while pre-service teachers because of the lack of prior knowledge of past practices in literacy that include the Balanced Literacy approach. This senior capstone research project examines the benefits of teaching pre-literacy in Waldorf education in early childhood. In Waldorf Education, literacy development incorporates differentiated instructions that fosters cognitive and social emotional learning of their students. Through the use of literature review and several teachers in various grades of Waldorf schools, the result findings revealed that pedagogical practices around literacy instructions promote critical thinking skills, nurtures children’s creative expression, and imagination. Literacy curriculum in Waldorf schools allows students to create tangible evidence of self-expressions and communication skills. Summer literacy interventions offer a solution to the devastating impacts that summer literacy loss can have on struggling readers and writers. However, these interventions should consider the impact of student attitudes towards literacy on their learning and strive to develop positive associations between literacy and enjoyment. Camp Curious, a summer literacy intervention developed as a collaboration between the Virginia Association of Teachers of English and Shrine Mont, a retreat and conference center, embodies this idea. Students who attend school possess their own “funds of knowledge” from their home life and prior experiences (Moll et al., 1992). Yet, learners from diverse cultural and linguistic backgrounds are not viewed from a strengths-based perspective but rather a deficit perspective. The deficit perspective perpetuates the oppression and marginalization of students of color and multilingual students. The purpose of this study was to examine teacher reactions to the adoption and implementation of the Science of Reading (SoR) in North Carolina public schools. In 2021, North Carolina mandated a shift in literacy instruction that started a change initiative beginning with a 2-year professional development for all PreK-5 public school teachers. As other states implement literacy movements aligned with SoR instruction, findings from this study may help them determine their best course of action. Recreational reading is in a decline for upper elementary aged readers, and along with this decline comes consequent declines in students’ ability to make meaning from what they read and their acquisition of different language forms, including the acquisition of new vocabulary words. However, one reading format is increasing in popularity: graphic novels. As graphic novels, along with other texts with both textual and visual elements, become an increasingly prevalent way of reading in the 21st century, it is important to look at the possibilities multimodal texts have for foundational literacy skills, such as vocabulary acquisition. With all of the urgent, critical issues confronting education in general, and literacy practices in particular, why write a column on something as obscure as word choice? Word choice (sometimes called vocabulary choice or diction) often drops to the bottom of the “To Do” list for English as a Second Language (ESL), English, bilingual, and language arts teachers. Design thinking is the intersection of engineering design and social-emotional learning. Today’s learners must be empathetic problem solvers capable of defining problems and designing appropriate solutions to meet the needs of the user. In this session, participants will experience design thinking through literature-based scenarios appropriate for early learners. They will analyze and compare their own models to those of others and compose a lesson that will engage students in the design thinking process.

Becoming Knowledgeable Agents Of Change: Early Career Teachers Enacting Inquiry-Oriented Professional Learning, Tracy Harper

In pursuit of more effective professional learning for early career teachers, this paper presents findings from a multiple case study of practitioner inquiry with beginning teachers. The study examined the lived experiences of Kelly, Sally, and Donna as they took up inquiry-oriented professional learning in their literacy classrooms. Over the course of a semester, the teachers identified a problem of practice, co-constructed professional learning plans, explored relevant professional learning, and implemented new literacy practices. Elementary educators are responsible for the earliest years of student learning in a public setting. The amount of content students are expected to master continues to grow in scope, and the methods that are utilized shift to align with educational research and social momentum. After a decade of Common Core policies, social studies education in elementary schools has become a deemphasized subject. Reading and math, as well as science, have taken a greater precedence in today’s classrooms.
