This research and policy review from the Metropolitan Educational Research Consortium (MERC) explores the implications of artificial intelligence (AI) for teaching and learning in public PK-12 education. It is part of a two part series with a companion report focused on AI implications for PK-12 policy. The report explores two questions:

1. How is AI shaping teaching and instructional practice?
2. How is AI shaping student learning and development?

It concludes with a series of key takeaways and recommendations for PK-12 policy and practice.

The Teacher Shortage Crisis: How Workplace Relationships Influence Retention, Attrition, And The Education Labor Market, Jeremy Brooks

This study took a closer look at how high school teachers perceive the ongoing teacher shortage, with particular attention to how workplace conditions and the broader school climate impact whether they choose to stay in the profession. Special focus was given to teachers in their first five years, a group especially vulnerable to early attrition. As the conversation around teacher turnover grows louder, this research seeks to better understand what’s driving teachers’ decisions from their own perspectives, not just policy data or administrative assumptions.

This study explores the perception of educational staff members on school-based mental and emotional resources for urban students experiencing traumatic loss. With increased levels of research centered on enhancing training protocols to educate teachers on identifying, supporting, and guiding traumatic care through evidence-based resources, there is an opportunity to understand their experiences by hearing their voices through a narrative inquiry qualitative research design. The Substance Abuse and Mental Health Services Administration (SAMHSA) has six principles of a trauma-informed environment, which were utilized to analyze participant stories. There is a recognized need to focus on the intersectionality of race and gender to determine the specific needs of Black girls in education and for them to gain more academic success. This study set out to determine teachers' attitudes towards Black girls in the post-racial era. A combined quantitative and qualitative methodological approach was used to determine if the attitudes of teachers towards Black girls maintain racial barriers that have been found in education.

Following the development of the [State] Culturally Responsive Teaching and Leading Standards (CRTL), one University teacher preparation program created an assignment to challenge aspiring educators to think critically about culturally responsive teaching. With structural challenges such as tracking and culturally biased standardized testing, the program needed to evaluate how aspiring teachers would address those challenges while delivering a diverse curriculum, connecting with home and families, and valuing different linguistic backgrounds. The current study investigates the relationship between noun classes and plant folk taxonomy in Chasu (G 22). The study focuses on two objectives: the first objective is to describe the plant folk taxonomy in Chasu and the second objective is to determine the relationship between noun classes and plant folk taxonomy in Chasu. Data were collected from rural villages in Same and Mwanga districts by using free listing, field interviews (jungle-walk-and-identify), and written texts containing Chasu plant names. In his book Education for Liberal Democracy: Using Classroom Discussion to Build Knowledge and Voice, Walter Parker (2023) takes a centrist approach to redesigning civic education. Throughout the book, Parker provides valuable strategies teachers can implement into the K–12 social studies classroom to teach for democracy. While we believe Parker's instructional strategies lay the groundwork for reshaping civic education, we contend that the book does not adequately address issues of inequality and inequity. We would also challenge Parker to think about how teachers can educate for democracy outside of the social studies curriculum in the United States and globally. …

This study discusses the impact of integrating social and emotional learning (SEL) curriculum into alternative certification educator preparation programs (EPPs), in response to prior research indicating the lack of SEL strategies in schools. It offers a review of educator preparation students’ thoughts concerning SEL implementation, as well as their selection of and reflection upon embedding SEL skills into lessons. Participants serving as teachers of record during their coursework reported positive outcomes in the classroom resulting from lessons including SEL content. This report considers potential non-response bias in the 2024 Teaching and Learning International Survey (TALIS). Analysis in this report demonstrates that Australia’s ISCED 1 and ISCED 2 respondents are representative of the broader school and teacher populations, strongly supporting a ‘Fair’ rating for data quality, particularly given the high in-school principal and teacher responses rates.

The OECD Teaching and Learning International Survey (TALIS) collects internationally comparable data on the learning environment and the working conditions of teachers and principals in schools across the world. This report outlines the results of the 2024 survey of Australian teachers under the headings of: teaching for today's world; thriving in teaching; the demands of teaching, developing teacher expertise, teacher leadership and autonomy, professional relationships in schools, and sustaining the teaching profession. Australia’s participation in TALIS 2024 was managed by the Australian Council for Educational Research (ACER).

This dissertation will explore how test anxiety (TA) affects working memory (WM) and whether certain factors can help predict higher levels of test anxiety. Anxiety has been defined as a common experience that can show up in various forms—like general worry, social fears, panic attacks, and specific phobias (APA, 2022). It was described as often triggering our natural “fight-or-flight” response, which can impact our ability to focus, think clearly, and remember things. Student discipline in the United States consists of a myriad of methods, including suspension, corporal punishment, isolation, seclusion, and restraint. Since the onset of COVID-19, students and staff have experienced an increase in trauma which has impacted the social-emotional skills of students and teacher burnout. Post-COVID student discipline requires a different approach to discipline combined with restorative practices, which can alter the discipline landscape. The Teaching and Learning International Survey (TALIS) is the world’s largest international survey of teachers and principals. In 2024, TALIS added the Teacher Knowledge Survey (TKS), a special module to investigate teachers’ general pedagogical knowledge (GPK). GPK is the specialised knowledge of teachers for creating effective teaching and learning environments for all students, independent of subject matter; it is part of the specialised body of knowledge that makes teaching a knowledge profession. “A Seat at the Schoolhouse Table: Reimagining Education Through Afrofuturist and Womanist Theory” critically examines how curriculum, even when well-intentioned, can perpetuate harm by excluding the lived experiences of marginalized communities—especially Black, Indigenous, and LGBTQIA+ students. Using a real middle school immigration assignment given to the author's son as a case study, this capstone deconstructs the structural biases embedded in curriculum design and proposes a radical reimagining through the liberatory lenses of Afrofuturism and Womanism. This study researched the six elements of the Holistic Framework for Professional Development (HFPD) to understand administrators’ and teachers’ perceived importance and how demographic variables impacted those perceptions. This was done to contribute to the current gap in the literature regarding how to design and carry out effective professional development. The quantitative survey research utilized exponential, non-discriminative snowball sampling to recruit participants. Fifteen administrators, 64 teachers, and six participants working in ‘other’ roles in their school participated. These participants were citizens of fifteen different countries and worked across eleven countries worldwide. Even given this diverse sample, the results of this …

This qualitative study investigates the root causes of teacher attrition, retention, and turnover in Eastern Kentucky through the perceptions and lived experiences of highquality veteran educators—those who have persisted in the profession for five or more years. Grounded in participatory action research, asset-based community development, and future-creating methodologies, the study centers the voices of experienced teachers not only as subjects of inquiry but as co-constructors of knowledge and potential solutions. Drawing on empathy interviews with educators across Eastern Kentucky districts, the research identifies core tensions contributing to attrition, including policy misalignment, lack of autonomy, and emotional exhaustion. Research indicates a significant number of teachers planned to leave the profession following the COVID-19 pandemic, with national surveys in 2021 revealing about 25% considering departure. Stress, low pay, remote teaching demands, and lack of support contributed to attrition, impacting school climate, which influences productivity, collaboration, and job satisfaction, and is inversely related to turnover. The shift to remote learning also demanded new skills and exposed technological disparities. Shifting from didactic, teacher-led instruction to a student-centered, constructivist classroom is often a daunting task for teachers. The Consider, Construct, Confirm Learning cycle is a framework for teachers to organize their planning—be it individual lessons, units of study, or whole courses. The CCC Learning Cycle framework shifts the format of a typical lesson from didactic instruction leading to short-term renting of knowledge through memorization, to student-centered, lived experiences resulting in students owning their new knowledge.

This qualitative phenomenological study aimed to understand the perceptions of Connecticut public school district administrators working at K-12 underperforming schools implementing response to intervention (RTI). Little was known about district administrators working in Connecticut K-12 underperforming schools’ perceptions of RTI implementation. Data was collected via semi-structured interviews with six volunteer participants who qualified as district administrators working in underperforming K-12 public schools in Connecticut. The information from this study illustrated how the district administrators perceived RTI implementation within their districts and the barriers they faced related to RTI implementation. Guided reading provides teachers the opportunity to support students in literacy learning. When planning for and implementing this instructional approach, teachers are required to make various in-advance and in-the-moment decisions that involve responding to students’ instructional needs through adaptive teaching. Grounded in sociocultural and social constructivist theories, this study was designed to understand teacher decision-making within the context of guided reading instruction.
