High-Stakes Testing And Special Populations, Gary H. Sherwin, Todd Jennings

Journal of Critical Issues in Educational Practice

This opinion paper critically examines the use of high-stakes testing on special populations. Without appropriate accommodations, standardized exams are not valid for some students with special needs. Unfortunately, many classroom teachers who must initiate testing accommodations lack knowledge of appropriate accommodations and regularly fail to provide the necessary testing accommodations. The deficit understanding of testing accommodations makes comparisons between classrooms, schools, and districts invalid since some scores loose validity. Solutions specific to standardized testing and students with special needs are offered and a more encompassing solution to the problems incurred from these tests when used for high-stakes is suggested.

This research was conducted by the Australian Council for Educational Research (ACER) in 2005. The study was a result of the New Zealand Primary Teachers Collective Agreement 2004-2007 which specified that a workload study be complete to consider how the work of a teacher could be better structured, resourced and organised to support more effective classroom teaching. The purpose of the study was to gain an understanding of the nature and patterns of primary teachers' work. The research was commissioned by the New Zealand Ministry of Education.

This handbook was designed for teachers in a third-to-fourth grade looping classroom. The lessons integrate reading and writing, and the second year (fourth grade) builds upon skills and strategies introduced in the first year (third grade). The third grade set of lessons focuses study on animals while the fourth grade set of lessons focuses on biographies. This paper shares the findings of an action research study on the use of whole class discussion (WCD) in the classroom and will concentrate on the benefits and learning that accrue to students and teachers from the use of action research to facilitate discussion. The primary purpose of this study was to find out whether general education teachers believe that accommodations for students with special needs help those students succeed. Secondarily, this study seeks to find whether general educators find accommodations to be practical (feasible for general classroom use and fair to students without disabilities) in promoting success for all students. The rate of teacher turnover appears to be higher than employee turnover in many other occupations. What is currently perceived as a teacher shortage may in reality be a problem of teacher retention. This study examined the use of the Urban Teacher Selection Interview, developed by Martin Haberman, Ph.D., as a tool for choosing teachers for urban districts. Almost 36% of those teachers eligible for employment in Buffalo refused employment. This compares favorably with a national average of 40% of teachers who choose not to teach. So far eight teachers of Aga Khan Education Service, Pakistan (AKES,P), Chitral, have graduated from the AKU-IED and are performing different roles under various capacities. The AKES,P runs 51 schools for girls and provides technical support to more than 30 community-based schools in District Chitral. It has one Regional Education Office and four field offices to facilitate educational activities. Professional Development Teachers (PDTs) play diverse roles such as training officer, education officer, field operations officer, and head teacher and teacher educator. This study was conducted to determine whether students taught using the McGraw-Hill Reading program (non-supplemental group) and students taught using McGraw-Hill Reading supplemented with Saxon Phonics (supplemental group) demonstrated performance differences as measured by classroom-administered reading and spelling tests from the McGraw-Hill Reading Series. Overall, the results of this study revealed a limited number of differences between the supplemental and non-supplemental group. The supplemental group performed significantly better than the non-supplemental group on Unit 6 decoding. Higher-level readers in the supplemental group performed significantly better than higher-level readers in the non-supplemental group on Unit 4 spelling. The supplemental group performed …

Many students today are being bombarded with standardized assessments mandated by state and district policies. This study examined the extent to which various types of commonly available data were used by staff for school-based decision making at 24 elementary schools in the Grand Rapids Public School district. The level of data use w as correlated with measures of school effectiveness. Further correlational analyses examined: (a) whether principals' attitudes toward data influenced the level of data use, (b) whether staff at more effective schools made exemplary or effective use of data to a greater degree, and (c) whether staff at more effective schools were more likely to overcome traditional barriers to data use.

Biases influencing teachers' referral decisions for special education services were examined. Specific biases identified and addressed pertained to students' type of problem behavior, gender and socio-economic status (SES). Subjects included 120 regular elementary school teachers from the western Chicagoland area. A total of 8 vignettes describing a child with varying behavior difficulties, gender and SES, along with 2 questionnaires were utilized. An Analysis of Variance revealed that teachers are less tolerant of students who are disruptive and are more apt to refer them than students with emotional difficulties less overt in their manifestation. The study investigated the relationship between transformational leadership and school climate in elementary schools in w est Michigan with enrollments of 200-800 students. Eighteen school districts with 294 participating teachers completed two questionnaires.

The independent variable of transformational leadership was investigated by using the Multifactor Leadership Questionnaire to measure teachers' perceptions of leadership factors. The dependent variable of school climate was investigated by using the Organizational Climate Descriptor Questionnaire-Revised Elementary. The questionnaire was used to determine teachers' perceptions of principal openness, teacher openness, and overall school climate.

This research project was initiated and designed to gather data on the decision making, implementation, and evaluative processes being used in Michigan schools implementing all-day alternate day kindergarten schedules.

The major issues of concern w ere an assessment of preplanning activities transpiring prior to implementation, staff development preparations, parental involvement in the decision-making process, and evaluative data collected.

Data were collected during the fall of 1994 via a questionnaire sent to 68 Michigan school districts that had implemented an all-day alternate day kindergarten. The same questionnaire was also sent to five Michigan school districts that had implemented the all-day alternate …
