The public education system of Pakistan mostly offers children a prescriptive catalogue of knowledge what Freire (1972) calls it a 'banking concept' in education. Hawes and Stephens (1990) argue that today's schools and children are invariably the victim of yesterday's system. During the last three decades, the quality of education has become a serious concern among the policy makers and donor agencies. Literature on educational management and leadership (e.g. Leithwood et al. 1994, Grace, 1995 and Segiovanni, 1998) suggests the significance of the role of headteachers as educational leaders in the western context. Whereas in the eastern context generally and particularly in Pakistan, the role of headteachers as educational leaders of the future is not yet fully understood and recognized. The current practice of headteachers in Pakistan seems to focus on supervision, monitoring and evaluation of teachers and students work, underpinning the style of 'bureaucratic / mechanistic leaders'. The paper presents an account of the processes, outcomes and challenges associated with a follow-up study after the completion of a professional development programme in educational management for senior education officers from Sindh. Prior to induction to their jobs, the district education officers, principals of elementary colleges of education and higher secondary schools are not formally exposed to any new educational management and leadership practices. Perceptions Of Year-Round Principals: The Effect Of Year-Round Education In Fulfilling The Recommendations Of The National Commission On Excellence In Education And Goals 2000, Sharon C. O'Dell

This study sought to answer research questions designed to determine principals' perceptions of the effect of year-round education (YRE) on students, teachers, and parents. These perceptions were then used to determine if YRE is fulfilling the recommendations of the National Commission on Excellence in Education and Goals 2000. There were 27 null hypotheses used to answer eight research questions that guided the study. Analysis of the data revealed that year-round principals perceive YRE as having a significantly positive impact on 25 variables in areas relating to educational opportunities/content, standards and expectations, time/flexibility and operational costs, teaching, and school/parent relations. This study examines the relationship between personality traits as identified by the Myers-Briggs Type Indicator and transformational leadership as measured by The Nature of School Leadership. The subjects were 74 North Carolina public school elementary principals. The principals completed the MBTI. Principals also provided pertinent demographic information. Selected teachers in each school were asked to give their perception of the principal as a transformational leader by completing The Nature of School Leadership. Data were analyzed to look for significant relationships between personality and demographics as they related to transformational leadership. A considerable amount of research conducted in Europe and elsewhere except in Pakistan indicates that the in-service teacher education programmes facilitated in the implementation and institutionalization of change at school level geared towards the school improvement process (Dalin et.al, 1992). In the past, the in-service education programmes for teachers in Pakistan received little attention of the government since its focus was on the quantitative expansion rather than qualitative augmentation of education. This dissertation is a critical action research study on full inclusion for students with learning disabilities. The study describes how full inclusion for 16 students with learning disabilities in three regular classes was implemented in an Illinois elementary school over a one year period. The purpose of this study is to describe how transformational leadership, collaborative decision-making and action research helped in the development of full inclusion.

The purpose of this study was to identify and analyze the attitudes of principals toward parent involvement in schools. The population for the study consisted of all public school elementary principals in the Commonwealth of Virginia. A random sample procedure was employed and an instrument was developed specifically for the study. An initial and second mailing resulted in an overall response rate of 53%. Factor analysis identified 5 groupings in parent involvement. Factors were labeled: Decision-Making, Policy-Making, Home Tutor/Co-Learner, Socio-Economic Status, and Parent Desire and Expertise. The purpose of this study was to investigate the nature of social communication networks and to determine the levels of job satisfaction of public elementary school principals in Northeast Tennessee. Relationships between social communication network characteristics and job satisfaction were described. Information from the Social Support Questionnaire (SSQ) and the Job Descriptive Index (JDI) was used to identify characteristics of social networks and levels of job satisfaction. The purpose of this study was to determine the beliefs of Tennessee principals and teachers in relation to national standards and national goals. This was a descriptive study, which utilized a survey methodology. The population under study was limited to 232 principals and 268 teachers randomly selected from the 1992-1993 membership of the Tennessee Education Association. The instrument, developed by the researcher for this study, was the National Standards/National Goals Questionnaire. The Problem of this study was to determine if the cognitive style of elementary school principals affects the principal's evaluation of a teacher when there is a match or mismatch between the principal's and teacher's cognitive style. Using the Productivity Environmental Preference Survey, the dimensions of right brain/left brain hemispheric dimensions of cognitive style were measured for the sample population. The sample population included 40 elementary school principals and 120 elementary school teachers. The purpose of this study was to uncover the feelings and reactions of students and their parents in regard to the nonpromotion experience. Families with children who had been retained at least once in grades one through eight were purposefully selected as units of study from one of four area school systems. A total of 52 family members from 22 family units participated in 46 separate, qualitative interviews. The information collected from the interviews was inductively analyzed. The purpose of this study was to examine the impact of retention on the academic performance of students retained in the third and fifth grade during the 1985-86 school year. A follow up study was used to analyze changes in academic test results. Another purpose was to interview teachers who had retained students and teachers who had taught the children the next school year to determine what changes occurred in instructional practices. Perceptions were solicited from elementary school principals who held membership in the Michigan Elementary and Middle School Principals Association. The objective of the study was to compare male and female elementary school principal's perceptions of their instructional leadership behavior. The dimensions of instructional leadership compared were: Defining the Mission, Managing the Instructional Program, and Promoting School Climate.
