The purpose of this study was to investigate what strategies high school teachers are using to teach Document Based Question essays (DBQs) in non-Advanced Placement (AP) history classes. DBQs are essays in which students are given a question and a set of primary and secondary source documents that they must use to support an argument in answering the question. They must write a well-developed five-paragraph essay that includes a thesis statement in the introduction and must analyze the documents, not simply mention them in the essay. The phenomenological study examined how a K-12 school district–university partnership impacted a school district’s leadership from the perspectives of cohort members and non-cohort members. The doctoral cohort consisted of 22 candidates. The intent of the program was to merge theory with best practice and to focus on increasing the district’s leadership capacity. The study involved a purposeful sample of 10 participants that included 5 teachers who participated in the doctoral educational cohort and 5 teachers who were not members of the cohort. Data was gathered on teachers using the Wonderlic Personnel TestTM, Star Teacher Pre-ScreenerTM, and Praxis IITM assessments and compared to classroom growth on the Measures of Academic Progress (MAP) computer-based adaptive assessment. A study of the relationships between emotional understanding, the dispositional attributes to think critically, receptiveness to new learning and willingness to change using structural equation modeling was conducted. Data from 186 preprimary teachers were analyzed to confirm the relationships between the constructs yielding four key findings addressing the individual and collective relationships between the variables expressed. This phenomenology examines rural economically poor school teachers' beliefs, belief origins, and their expectations of and for their students. Data analysis employed two lenses. The proposed lens examined participants as either indigenous or external utilizing Banks' (2001) cross-cultural teaching experiences. In this study, the indigenous participants experienced childhoods in poor rural towns, while external participants experienced childhoods in urban/suburban areas. A second emergent lens examined participants as experiencing working-class or middle-class childhoods. Findings utilizing lens one were mixed and varied with no definitive pattern. Commencing with a critical examination of the history and rhetorical force of the term "best practice," this dissertation undertakes a qualitative study of three secondary English teachers, considering their adoption and integration of best practice methods. The subjects, represented by urban, suburban and rural secondary schools, were National Writing Project participants identified as "exemplary teachers" by a NWP site director.
