The role of department chair in today’s colleges and universities is much different and more multifaceted than it was just a decade ago. Academic department chairs must conduct performance reviews, oversee budgets, carry out strategic planning, and negotiate their department’s identity within highly complex institutions (Hecht, Higgerson, Gmelch, & Tucker, 1999). Evidence gathered from ACE workshops indicated that as many as two-thirds of the chairs had no prior administrative experience and yet they face a demanding role requiring a wide range of talents (Hecht, Higgerson, Gmelch, & Tucker, 1999).

Technological, demographic, and competitive changes in distance education (DE) pose complex leadership and strategic issues for community colleges. Leaders must establish institutional and academic objectives, develop financial and technological strategies, and organize, market, and evaluate DE initiatives. Their objectives and strategies should anticipate and help shape the developing competitive environment in which their colleges operate. This qualitative case study examined DE administrative and staff leadership roles, organization structures, and strategies at three Midwestern community colleges with expanding DE programs. There is a well-documented pattern in rural areas across the plains, as well as in other parts of the United States, of population loss and the associated consolidation or closing of literally thousands of rural schools. There is also dramatic evidence of the demise of a great many, once prosperous, small communities surrounding those same schools. It is time for more effective and sustained intervention, particularly in strengthening a sense of ‘citizenship of the place’ in those communities, especially among current school-aged children. Without this kind of thoughtful change in philosophy, the pattern of decline will continue to be repeated. …

Price pressures in the form of escalating tuition will continue to impinge upon colleges and universities in an unabated fashion. While distance learning experiments and electronic assisted teaching may provide some relief in training-centric sectors of higher education, the university enterprise remains a labor intensive endeavor. Technology and healthcare expenses will continue to grow at most institutions at a rate far above the cost-of-living index. Public institutions are finding strong resistance to additional support based on tax revenue. Private institutions are increasingly being questioned about the “valueadded” they provide and whether it justifies their premium tuition.

Because teenage pregnancy affects so many people, it is receiving a great deal of attention in the United States as well as in other leading nations. Teaching young people that sex before marriage is not acceptable does not prevent pregnancy. Recognizing that teen’s sexual behavior is a crucial part of their development will lead to honest and accurate information about sex. This will help teens express their sexuality in safe and healthy way. Therefore, prevention strategies should be created that address the needs of sexually active teens. Recent work of the College of Education’s Committee on Diversity has included plans to provide a curriculum and experiences aimed at increasing all education candidates’ knowledge of, sensitivity to, and strategies and techniques for teaching diverse P-12 students. This comprehensive plan was initiated in the 2002- 2003 academic year with a workshop conducted for faculty, administration, and staff of the COE. Millions of American families with preschool children utilize child care settings each day. Since the number of mothers in the work force has increased drastically in the last two decades (O’Neill & O’Connell, 2001), it is estimated that almost 12 million children younger than age 5 spend part of their days in the care of people other than their parents (U. S. Department of Health & Human Services, 2002). Child care settings include day care homes and day care centers. The Diagnostic and Statistical Manual of Mental Disorders, Fourth Edition Text Revision (DSM-IVTR) lists criteria for anorexia nervosa that include refusing to maintain a normal body weight, weighing 85% below normal. Postmenarcheal females can be amenorrheic, having the absence of at least three consecutive menstrual cycles. Individuals diagnosed with this disorder have a fear of gaining weight or becoming fat. The DSM-IV- TR reports that 90% of anorexia nervosa cases occur in females (DSM-IV- TR, 2005). Research shows that at some time during their adolescence around half of high school and college age girls and 10% of boys will develop …
