Special education policy and practice are ever evolving to best meet the needs of all students in an inclusive environment. Since the implementation the Individuals with Disabilities Education Act (IDEA) thirty years ago, students with special needs have moved from restrictive, exclusionary placements to being educated alongside their same aged non-disabled peers. The overrepresentation of African American (AA) students in special education is a problem in the United States, with concerns about the lack of uniformity in AA students' referrals to special education, and whether the referral process is applied consistently for all students. Homeless youth with a disability must overcome many barriers to receive the meaningful, individualized education they are legally entitled to. Over the last two decades, the Individuals with Disabilities Education Act and the McKinney-Vento Act have begun to acknowledge the challenges that exist for this population. These laws require school districts to identify homeless youth with a disability, allow them immediate enrollment and access to special education services, and free transportation to school. This correlational research study examined the relationships between secondary general education teachers' attitudes toward inclusion, hours of professional development in topics related to special education and hours of support from special education personnel addressing the needs of students with disabilities received weekly. The research also investigated whether this information could be used to predict secondary general education teachers' attitudes towards inclusion. General education teachers in six South Carolina high schools completed the Scale of Teacher Attitudes Toward Inclusive Classrooms (STATIC) and a demographic survey that asked about hours of professional development in special education topics and hours of support received …

The purpose of this qualitative interview study was to explore the perspectives of 22 parents of children with intellectual disabilities on the literacy learning opportunities the children were provided in school. It asked: 1) What are the perspectives of such parents on the literacy instruction offered to their children?, and 2) What are the perspectives of such parents on the opportunities available to them to participate in decision-making about this literacy instruction?

Students diagnosed with autism demonstrate a deficit in communication skills, which affects their literacy skills. Federal legislation mandates that students with disabilities receive a free appropriate public education, be taught how to read, and have access to the general education curriculum. Students with autism are being included more in the general education classroom. Prior literacy instruction for students with moderate to severe forms of disabilities has shown promising results. Deaf and hard of hearing children frequently have delayed language and little experience with books because they do not share a common language with their hearing parents. However, there is little research concerning their language and literacy development in the classroom and equally little discussion of teacher responsibilities to address these issues.
This study investigated the implementation of dialogic reading, which aims to engage students in active discussion and retellings of stories, using American Sign Language. This paper analyses the descriptions of families of children with disabilities as contained in introductory special education texts over the last 50 years. These text books are typically used in pre-service teacher education courses as surveys of the education of ‘exceptional children’. The textbooks reflect the mainstream professional assumptions of the era about topics such as disability, special education, inclusion, and family/school linkages. However, they also shape the assumptions of the next generation of educators about these same topics. The causes of the teacher shortage are complex; however, the retention of special education teachers is a significant contributor to this shortage. Some research has indicated that up to 9.3 % of special education teachers leave the field at the end of their first year of teaching and 7.4 % move to general education yearly. Therefore, school districts face a continuous cycle of recruitment, hiring, and induction. School administrators fall short of supporting special education teachers due to a lack of knowledge of and experience in special education. The purpose of this study was to identify and compare leadership behaviors perceived as supportive by special education teachers and school site administrators. Data collection involved a survey instrument with 52 leadership behaviors from four domains: emotional, instructional, instrumental, and technical. The survey was sent via email to 200 participants who were previously identified as either special education teachers or school site administrators from secondary schools, grades 6-12, and 95 surveys were completed and used for data analysis. This paper examines the relationship between two approaches to disruptive behavior used at the Buffalo Mountain School, where the author works as a Special Education Provider for behaviorally and developmentally challenged students. These are the Normative Approach, established by the Northeastern Family Institute, and the Candid Approach, which is defined by the author based on his observations of practitioners at Buffalo Mountain. The need for well-prepared special education teachers has made it important to examine how to best select candidates for special education teacher education programs, or at least to determine which, if any, admission variables relate to program outcome measures. This study used archival data from 148 students to investigate the relationships among multiple pre-admission variables from both applications and on-site admission tasks (including undergraduate GPA, reference ratings, interview ratings, writing sample and math assessment scores and a role play teaching situation rating) and outcome variables. This qualitative study was conducted in 3 school systems in East Tennessee by interviewing special education directors, school principals, and teachers. The purpose of this study was to identify administrators who are successful in meeting the needs of special education students and determine characteristics they possess that facilitate success. The grounded theory study employed purposeful sampling and the snowball sampling method. It also included the use of a pilot study to refine the interview protocol. The terminology found in state educational policies coupled with congressional intent provides a supportive framework for integration of inclusion into public education (Duhaney, 1999; Heumann, 1994). The U.S. Department of Education declared that the required continuum of alternative placements reinforces the importance of the consideration of the individual versus programming for the masses in determining what placement is the LRE for each student with a disability (Heumann, 1994). Legislation enacted by federal and state governments has created a transition in the service delivery model of instruction provided to many students identified as having an educational disability. As a result of this transition, more emphasis is being placed on educating these students in the least restrictive environment, which moves these students from a self-contained model into a collaborative or inclusive setting. Research has shown that self-monitoring can increase on- task behavior with students in the classroom setting. This project examined the use of a signal device to teach self monitoring to increase on-task behavior of special education students with behavioral problems. Participants were two elementary school para-educators and two K-4th grade students. During a two part process, baseline and intervention was conducted by the researcher with each student evaluating his/her on-task behavior. The researcher examined the reliability of the data on the student’s on-task behavior. Parents of students in special education have greater barriers to parent involvement than parents of students in general education. Little is known, however, about the factors that facilitate or impede involvement practices for this group. This study investigated the extent to which the motivational factors from Hoover-Dempsey and Sandler's (2005) Model of Parent Involvement (i.e., Parent Role Activity Beliefs, Parent Efficacy, General School Invitations, Specific Teacher Invitation, Specific Child Invitations, Perceived Knowledge and Skills, and Perceived Time and Energy) predicted the Home-Based, School-Based, and Special Education Involvement of 177 parents of students in special education. This study attempted to improve upon previous qualitative research by conducting a large scale, quantitative study on the parental experience in special education. 76 parents of children receiving special education services were surveyed regarding their communication with school personnel, the focus of their child’s education, involvement in the IEP meeting, and satisfaction. It was found that parental perception of involvement did not predict active IEP involvement, more communication with school personnel, more satisfaction with services received, or the belief the child is benefiting. An active role in the IEP meeting, though, did predict more satisfaction with the last IEP meeting, …

This study examined factors related to the intent of special education teachers of students with Autism Spectrum Disorders (ASD) to remain in the profession. A modified Working in Schools: the Life of a Special Educator (WSLSE) survey, developed by Miller, Brownell, and Smith (1999), was utilized to explore the relationships between factors associated with Bronfenbrenner's Ecological Systems Model (1977) and the special education teachers' intention to remain in the field of teaching students with ASD. Bronfenbrenner's Ecological Systems Model (1977) includes the Microsystem, Mesosystem, Exosystem, Macrosystem, and the Individual domain.

The intent of this study was to determine if special education teachers had certain perceptions regarding the disproportionate amount of minorities in special education classes. I examined special education teachers' awareness of the disproportionality, their causal theories, and the effectiveness of Response to Intervention (RTI) to regulate disproportionality. I implemented three different data collection methods to measure the teachers' perceptions: an initial face-to-face interview session, a written survey, and additional interview questioning. Demand for highly effective, qualified teachers grew as legislation such as No Child Left Behind (NCLB) and the Individuals With Disabilities Education Act (IDEA) raised the requirements for teachers and paraprofessionals. Young adults with ID continue to face prejudice and discrimination that limit their social inclusion. They experience limited social inclusion because there are not enough appropriate activities available and they have limited opportunities to develop friendships. The social inclusion that people with disabilities experience within their local community varies greatly.

The purpose of this research study was to examine the relationship between the amount of time a student with special needs spends in the inclusive classroom and their achievement passing rates in mathematics and reading. TAKS passing rates for mathematics and reading for third graders in 2007-2008, and the same cohort of fourth graders in 2008-2009 were analyzed to determine the strength of relationship between the predictor variable of TAKS achievement passing rates, and the independent variables of amount of time included (PEIMS Instructional Setting) and socioeconomic status.
