This mixed methods program evaluation examined teacher and administrator perceptions regarding fidelity of implementation of components of the teacher evaluation program with middle school special education teachers. These components include pre-conferences, observations, and post-conferences; summary evaluations; and professional development plans. Incorporating evidence from qualitative interviews with school-based administrators, qualitative focus groups with special education teachers, and a quantitative survey with special education teachers, this study found that fidelity of implementation of the components of teacher evaluation is impacted by evaluator capacity. This mixed-methods study investigated the perceptions educators have during the initial stages of implementing the Multi-Tiered System of Support (MTSS) model. A survey and semi-structured interviews were collected to identify if the perceived barriers found in a rural context were consistent with prior research. Quantitative survey data indicated that participants felt confident about their practicing foundational skills of MTSS, and felt MTSS will benefit both staff and students. The purpose of this study is to investigate whether student scores on the kindergarten DIBELS PSF assessment are correlated with student reading assessment scores in third grade. I chose to examine this correlation because the kindergarten PSF score is used as one of the earliest identifiers of students who are at-risk for reading difficulties. I determined that a small number of those students who scored at-risk in kindergarten remained at-risk in the third grade.
