This study examines the attitudes and perceived needs of Northeast Tennessee educators toward effecting the practice of inclusion in the public schools. The purpose of this study is to determine from the perspective of principals, regular education teachers, and special education teachers their current perceptions of inclusion, and what preparations or changes are needed to help educators succeed in inclusionary practices. The approach of this study is descriptive and utilizes data that was generated by the means of a survey instrument that was developed for use in this study. The inclusion model developed was intended for use by regular and special education teachers at the secondary level. The problem of this study was to identify the professional development needs of the school leader to facilitate the inclusion of students with handicaps into the regular education program. This was a descriptive study which utilized questionnaire methodology. The Change Facilitators Stages of Concern Questionnaire (CFSoCQ) was the instrument selected as appropriate for the study. Permission was obtained from Dr. Gene Hall at the University of Northern Colorado to reproduce and administer the CFSoCQ. This study begins with a general categorization of the various positions which comprise the ‘Regular Education Initiative.’ The first of these three categories, entitled the 'Little Change' model, calls for the least number of changes within the current delivery system of special education services. The second, the 'Extreme change' model, calls for the total dismantling of the present 'dual delivery' system. The third general heading is that of the 'Moderate change' model. The technique of causal-comparative research was used in this study. The focus of this project will be on the design of a transition program for special education students, ages 14- 21, enrolled at Cascade School District, Leavenworth, Washington. The project is designed to fulfill state, federal, and district guidelines relating to transitioning of special education students into post-secondary settings. The goal of the project is to ease the movement of students into post-secondary community life by providing preparatory experiences. Specific programming experiences include academic/vocational training, career exploration, work experience, and social skill development.

The need for and implementation of a community-based model for teaching language and communication skills to students with severe disabilities was studied. A guide was presented that includes a list of critical issues and solutions for a school district to consider prior to the implementation of a community-based instructional model. Suggestions and resources were included to be used by teachers to help make decisions about selecting appropriate instructional materials and strategies for teaching students with severe disabilities.

The Relationship Between The Attitudes Of Directors And Instructors And Student Ratings In Remedial And Developmental Studies In Tennessee's Community Colleges, Carolyn H. Brown

The purpose of this study was to determine if a relationship existed between the attitudes of remedial and developmental directors and instructors and student ratings. A population of 230 full-time directors and instructors and 3,269 remedial students were surveyed in the Fall of 1990. The return rate was 95% for the directors and instructors with the student rate dependent upon instructors administering the instruments. Two instruments were developed--one to measure the attitudes of directors and instructors and one for student ratings of instructors. Seven null hypotheses were formulated; 5 were retained and 2 rejected, at the.05 level of significance. Factor …

Advantages and disadvantages of integrating Specific Learning Disabled and Seriously Behaviorally Disabled students into the regular classroom were studied. The integration process relied on collaboration between regular and special education staff. Results showed integrated instruction to be a viable option to the traditional "pull-out" model. The "pull-out" model should remain an instructional option for students who cannot function in an integrated setting. An Integrated Instruction Procedural Manual is included as a reference tool for developing collaborative education for this population.

This descriptive study with exclusive focus on identified secondary special education programs in Iowa, investigated the interactions of administrators, general classroom and special education teachers to determine common administrative and instructional practices and behaviors within three characteristics -- Facilities Leadership, General Classroom Teaching Behavior, and Special Education Teaching Behavior. Directors of Special Education from six Iowa Area Education Agencies (AEAs) were asked to select five schools form their respective AEAs with exemplary secondary special education programs. From that initial population of 30 schools, 11 schools were selected to participate in this study.

The purpose of this project was to develop a philosophy and procedures manual for the Walla Walla School District's center-based special education preschool program. Twenty-five school districts were asked if they possessed a philosophy and procedures manual. Six of those school districts possessed a parent manual. None of the districts possessed a procedures manual.

A manual was developed through interview of staff members and adaptation of Head-Start procedures. The manual contains procedures for abuse and neglect reporting, emergency/health, referral, child-find, extended school year, transition, teacher planning, and a parent orientation manual.

The relationship between social status and play interactions of students labelled learning disabled and their peers is an area which has received much attention. However, most of the research has focused on students in resource settings. The current study focused on students labelled learning disabled in self-contained settings. The study involved administering the Play With Rating Scale to 41 second and third graders in regular classrooms and to 11 same-aged peers who were learning disabled in self-contained settings. In February, 1977 Supportive Services (SS) was designed as a special education program for the elementary schools in Community Unit District #3, Georgetown, Illinois. Georgetown has 900 students in grades kindergarten through eight.

Three special education teachers developed the supportive services program with input from other district specialists who work with exceptional children. Following study sessions and writing the program, approval was sought from the director of the special education district, the school principal, and the school district superintendent. Financial implications of the current Washington Special Education Funding Formula for the 1980-81 school year were studied. Financial data for 229 school districts which provided education for handicapped children was collected for the study. The results showed that the majority of school districts which provide education for handicapped children did not receive funding equal to expenditures for education programs for the 1980-81 school year. Recommendations for increasing Washington's funding for handicapped education programs are discussed.
