Although there have been significant advances in the quality of services delivered by special education teachers, this process can go forward only so far. It is now restricted from further significant advance by the bureaucratic and hierarchical form of education administration in this country. Mrs. Wunderlich gives a brief background of the techniques she used to identify behaviors targeted in this book and some rationale for developing the manual.
